Context

The International Organization for Migration (IOM) – the UN Migration Agency – is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM has been present in Bosnia and Herzegovina (BiH) since 1992, starting out in the basement of Koševo Hospital, where IOM organized medical evacuations for war-wounded individuals who could not be treated locally. Following the end of the war, IOM, together with the international community, continued to assist population of BiH in rebuilding their lives and working for a better future. Today, with a focus on building the capacity of the BiH government to manage migration, IOM is working with a wide range of governmental and non-governmental partners in a wide range of migration related areas.

Core Functions/Responsibilities

Under the direct supervision of the Western Balkans Sub-Regional Coordinator and Chief of Mission (COM) of IOM Bosnia and Herzegovina the Assistant to the Sub-Regional Coordinator/COM will be responsible for the implementation of the activities within the portfolio

Workflow Management: support the WBSRC/COM in managing core workflow and outputs on a timely basis, ensuring that the WBSRC/COM is able to execute his duties and responsibilities and is prepared for all meetings. Draft briefs and talking points for the WBSRC/COM as required. Ensure that all follow-up from meetings is logged, followed-up upon and concluded. Maintain the WBSRC/COM agenda including travel agenda and proactively communicate changes and anticipate and respond to scheduling conflicts.
External relations: support the WBSRC/COM in liaising with national and international stakeholders in Bosnia and Herzegovina and pro-actively identify opportunities for expanding IOM’s network. Organize external meetings and support the organization of external events, as required. Ensure rapid response to invitations for meetings and events. As required, participate in external meetings and take minutes. Support IOM’s community engagement outside projects and programs. Support WBSRC/COM with inter-institutional coordination.
Media and communications: In close coordination with the IOM media focal points in the region support the WBSRC/COM in positioning to ensure that the WBSRC/COM is able to best serve IOM in the region and respond to specific requests. Monitor media and communication by and about IOM in the region and, as required, take steps to improve or increase coverage. Liaise with the Media Officer in the IOM Regional Office in Vienna as required. Monitor local media in the Western Balkans regarding topics relevant for IOM’s mandate and work in the region and draft press updates on a regular basis
Donor relations: monitor bilateral donor strategies for Bosnia and Herzegovina and assist with potential donor identification, including “non-traditional” donors and private sector foundations and other actors. Support donor outreach including the development of donor outreach products such as national and/or sub-regional IOM information sheets. Prepare and support “donor road shows” in selected countries and liaise with the relevant IOM offices in this regard.
Document management and review: review reports, correspondence and other documents that are submitted to the WBSRC/COM) for review and/or endorsement. Draft correspondence and other documents as needed. Implement a proper electronic document management and storage system for the office of the WBSRC/Committee. Draft a regular management report for sharing with the Regional Director in Vienna.
Management meetings and sub-regional / national strategies: coordinate and ensure the organization of regular internal management and strategy meetings, including the drafting of agendas, taking minutes and ensuring follow-up on action points and decisions. Support the development of national and sub-regional strategies, as required.
Perform any other duties as may be required.

Znanja i kvalifikacije:
Required Qualifications and Experience

Education:

Master’s degree in Political or Social Science, Law, International Relations, or a related field from an accredited academic institution with four years of relevant professional experience; or
High school diploma with six years of relevant professional experience.
Experience:

Knowledge and experience in setting priorities, in devising policies and strategies as well as in conducting advocacy;
Experience in working and liasing with Government authorities, other national/international institutions (including EU institutions, UN agencies and civil society) and donors;
Experience in organizing of events
Expereince in media monitoring and analysis
Knowledgeable using MS Office;
