Tasks and Responsibilities


The OSCE Mission to Bosnia and Herzegovina continues to play a vital role in strengthening the countrys ability to foster a sustainable and stable security environment, to strengthen Bosnia and Herzegovinas governance, and to encourage its consolidation as a democratic society. The Mission supports political and education reform and works to promote and protect human rights of all citizens of BiH.

Should you be selected for the position, you will be responsible for strategic planning support and the development and implementation of programme monitoring and evaluation activities. In addition, you will be responsible for co-ordinating the Missions Extra-budgetary planning and reporting and all aspects of strategic programmatic planning, including submission of annual performance based budget proposals, monitoring, evaluation and reporting on programmatic implementation. You will advise senior management on briefings to participating States concerning the budget implementation, performance reports, and programme outline and provide advice to project managers. You will report to the Chief of Policy and Planning Section.

As the Senior Planning Adviser, should you be selected for the position, you will perform the following duties:

Co-ordinating the day-to-day activities of the Programme Planning, Monitoring and Evaluation Unit. This includes all activities related to co-ordination of Mission strategic planning and supporting programme and project management;
Providing technical advice to senior management and programme staff on planning, project design, monitoring and evaluation. Organizing and/or participating in periodic programme reviews, assisting in programmatic self- or external evaluation and targeted programmatic evaluations, lessons learnt exercises, etc. Ensuring that monitoring systems are properly designed and that data on programme implementation and analysis feed into programmatic planning;
Providing support to the Missions programmatic sections and advising senior management in relation to project development and management for OSCE annual budget and extra-budgetary projects. This includes all non-financial aspects related to programme and project planning, design, implementation and evaluation and programme performance reporting;
Preparing programme status reports required for management, OSCE Secretariat and participating States;
Actively collaborating with the Policy and Planning Sections Senior Political Adviser to ensure that political and socio-economic data is taken into account in planning cycles. Ensuring proper gender and youth mainstreaming in all aspects of the Missions projects and activities, based on advice and input from the Gender and Youth Unit and the Missions Youth Advisory Group;
Analyzing and evaluating data to ensure achievement of objectives and, in line with Head of Mission strategic direction, recommending remedial actions as necessary;
Suggesting and developing guidelines and tools that improve programme and project management, including through strengthening of internal communication, co-operation among programmatic staff, and identification of cross-cutting synergies among areas of work;
Actively seeking partnerships with counterparts in partner institutions for the identification of best-practices in relation to planning, monitoring and evaluation;
Performing other duties as required.

General Minimum Requirements


The general minimum requirements for working with the OSCE are:

Excellent physical condition
Possession of a valid automobile driving license and ability to drive using manual transmission
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements


The general minimum requirements for working in this field of expertise are:

Demonstrable organizational skills
Proven ability to communicate effectively, both orally and in writing
Demonstrable interpersonal skills and documented experience in negotiations
Depending on the field activity’s mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
Negotiating experience, preferably in the area of monitoring operations and/or related activities
Level of Professional Competence Requirements


Furthermore, this level of responsibility requires the following:

Education:

Second-level university degree/certified training course in a relevant field desirable

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position.

Mission Specific Requirements
Additionally, this particular post has specific requirements:

Mandatory:

Second-level university degree, preferably in Public or Business Administration, Programme or Project management, Public Policy, International Relations, Political Science or a related field;
Minimum 6 years of progressively responsible and relevant professional experience in the area of public sector programme and project management, strategic planning, monitoring and evaluation, in international organizations, field missions or non-governmental organization in transitional or developing countries;
Excellent communication (spoken, written and presentation) skills, including ability to tailor language, tone, style and format to match varying audiences and purposes. Ability to present sensitive issues and/or positions;
Good understanding of the mandate and work of the OSCE;
Excellent organizational skills, with ability to work under pressure and to manage, undertake and provide guidance for the completion of multiple tasks having extremely short timelines;
General ability and willingness to work as a team member and with people of different cultural and religious backgrounds and diverse political views while maintaining impartiality and objectivity with tact and diplomacy in dealing with both external persons and multinational staff;
Professional fluency in written and spoken English;
Excellent IT skills and professional proficiency using Microsoft Office computer and Enterprise Resource Planning applications.
Desirable:

Demonstrated knowledge and understanding of Bosnia and Herzegovina would be an asset;
Working knowledge of the local languages would be an advantage.
