Context

The Strengthening Resiliencies in Bosnia & Herzegovina (SRBiH) program is funded by the U.S. Agency for International Development (USAID) Office of Transition Initiatives (OTI). The overall objective of the IOM program is to reduce the threat of violent extremism in BiH and counter extremist efforts to deepen or exploit communal tensions. Through SRBiH, IOM seeks to improve community and government capacities to prevent violent extremism in order to foster an enabling environment for sustainable peace and traditional development programmes. To achieve these objectives, SRBiH designs and implements small-grant activities through a process-oriented, community driven approach that emphasizes project processes. The implementation of the program will be closely coordinated with USAID/OTI.

Under the overall guidance of the Chief of Mission (CoM) in Bosnia & Herzegovina (BiH) and Resource Management Officer in B&H, and the direct supervision of the Programme Manager/Chief of Party (PM/COP) for the Strengthening Resiliencies in Bosnia & Herzegovina (SRBiH) program, the Senior Finance Officer (SFO) supports the SRBiH programme activity in financial, human resources and administration management and ensures that program activities align with IOM financial and procurement instructions.

Core Functions/Responsibilities

Oversee the financial management for all activities within the SRBiH project, including the oversight of financial expenditure and accountability; undertake financial analysis of project in accordance with established IOM regulations and procedures.
Prepare treasury forecasting cash flows for the IOM Mission Finance Department according to activities within the project and ensure daily control of funds disbursed;
Coordinate, review and prepare budget revision and financial reports for donor and financial analysis of project in accordance with IOM and donor reporting requirements;
Oversee budget control process and analyze variances between budget and actual expenditures
Prepare weekly updates and financial analysis on grants disbursements.
Ensure coordination with IOM Legal Department on grants agreements endorsements.
Produce permanent instructions and procedures during the implementation of the project in order to complement or to adapt the general instructions of IOM, taking into consideration the volume of activities, staffing and the constraints and specific needs within the project.
Ensure integrity of all financial supporting documentation ensuring proper filling and archive thereof to satisfy IOM and Donor regulations
In coordination with Mission RMO train OTI project staff on IOM’s administrative/financial policies and procedures; evaluate regular financial updates and take action to resolve anomalies and unusual trends
Ensure that appropriate and up-to-date filing system is maintained by the project Finance/Procurement/Administration Departments
Supervise the project procurement and logistic services, including contracts with service providers and suppliers of goods and services and related administration authorities and ensure coordination with IOM Mission relevant departments.
Oversee the management of the fleet of vehicles and maintenance of buildings as well as the functioning of all support services for SRBiH project.
Assist PM/CoP in managing the human resources function and make recommendations on recruitment, retention, promotion, and separation of local staff.
Interpret and apply Human Resources (HR) policies, rules and regulations and make recommendations for resolving difficult or sensitive cases.
Ensure that all necessary documentation is provided to the Mission HR focal point.
Supervises SRBiH project finance department staff.
Perform such other duties as may be assigned.

Znanja i kvalifikacije:
Required Qualifications and Experience

Completed advanced university degree from an accredited academic institution in Accounting or Business Administration,
Minimum five years of relevant professional experience (or six years of experience for candidates holding a first level university degree) in financial management, accounting and budgeting;
Knowledge of International Public Sector Accounting Standards (IPSAS) and SAP highly desirable;
Audit experience highly regarded.
