Background
The UNDP’s Social Inclusion/Democratic Governance Sector aims to decisively promote social inclusion and empower the most vulnerable, as well as to enhance access to social and economic benefits to marginalised people and communities through specifically tailored sector initiatives and other UNDP sectors’ programmes, fully utilizing CO knowledge and experiences.
Within that sector is the Strengthening the Role of Local Communities (Mjesne Zajednice/MZs) Project, which is a joint initiative of the Government of Switzerland and the Government of Sweden, implemented by the United Nations Development Programme (UNDP) in Bosnia and Herzegovina (BiH) in partnership with the Ministry for Human Rights and Refugees of Bosnia and Herzegovina, the Ministry of Justice of the Federation of Bosnia and Herzegovina, the Ministry for Administration and Local Self-Government of Republika Srpska, the Government of Brčko District and both Associations of Municipalities and Cities.
The Project is geared towards strengthening local communities (MZs) and will empower women and include the marginalized groups into economic, social and political mainstream. The overall Project objective is to contribute to better quality of life of BiH citizens through increased democratic participation and accountability, enhanced local services and infrastructure and social inclusion. The chosen means to achieve this goal is through encouraging community-led local development and revitalising community government by MZs, as the places where government comes closest to the people and as grass-roots organisations that serve communities of around 1,000 people, with the possibility for real participation and joint action. The three specific Project outcomes are:


Outcome 1: Citizens and governments are committed to realise the jointly agreed upon new inclusive and gender-sensitive vision of MZs in BiH, as foundation for more participatory and accountable local governance in BiH. This project outcome will seek out examples of best practice in MZs in the region, finding the legal and institutional structures that work and the inspirational examples that show people what can be achieved.
Outcome 2: Pro-active, capacitated and inter-connected MZs contribute to downward responsiveness of local governments and improved service delivery. This project outcome will work directly with the leaders and communities that make up MZs, and with the LG officials and administration who are ultimately responsible for most of the public services. It will strengthen leadership, improve organisation, systems and the regulatory framework at the local level, and provide MZs with the tools they need to engage the community, involve women, include the most vulnerable, take joint decisions and put their ideas into effect. It will explore models for local democracy and community participation, building on successful experience and helping communities to find solutions that work for their individual circumstances and needs, tailored to the reality of their leadership aspirations and the local will for community involvement. It will also build capacity in specific areas such as education, health care and social services so that people understand how decisions are made, budgets set and resources allocated, and thus enable them to participate in the process and direct it towards their real needs. Finally, it will support communities to plan and prioritise their own time and resources and to initiate projects that matter to them, with co-financing from the project to help turn strategy into reality.
Outcome 3: A new regulatory framework for functional MZs developed by governments enables more inclusive, gender-sensitive and accountable local governance in BiH. Having analysed carefully how MZs can work best and developed a common vision of the new role they can play in BiH (outcome 1), and worked with MZs, LGs and their communities in translating these ideas into practice (outcome 2), the project will be able to propose a strong legal basis for all MZs in the country to function more effectively. In that light, the third outcome comes to create a new legal structure that fits with the vision across all tiers of government, to create an environment where MZs can become effective and democratic channels for citizens to participate in their own governance.
Whilst the focus of this outcome will be on preparing concrete MZ-related legislative proposals for renewal of entity/BD/LG relevant legal frameworks, it will also have implications on the wider local governance reform agenda and decentralisation debate.
The Project's implementing strategy will be to support and drive forward change from bottom-up by engaging citizens and communities and giving them a voice in local governance processes, and by revitalising MZs as spaces where citizens come together to interact and involve, to identify and solve problems, to transmit their concerns to the local government and participate in the ways it makes its plans, spends their money and takes decisions that affect people’s lives. In doing so, the Project places MZs and their communities at the centre of its work, while also relying on a broad range of relevant stakeholders to sustain and expand Project results and increase democratic accountability. This approach will be capitalised upon to address the current flaws in the system, and to build momentum and drive forward the process of local governance reform to produce long term and sustainable change. To reach this goal, the Project will utilise existing legitimate local governance structures and processes to implement planned interventions, thus ensuring that improvements related to capacity of MZs and local governments, quality of service outcomes, enabling MZ-related regulatory environment and accountability of municipal decision-making processes are embedded and sustained within the system. The Project work with 142 MZs country-wide and 25 local governments and will seek to develop partnership with civil society organizations.
This position relates specifically to the Project’s work in the domain of policy dialogue and implementation of specifically designed interventions related to policy making, democratic accountability, upward and downward mechanism as elaborated in the Functions/Key Results section of this terms of reference. The employee will be based in the UNDP BiH office in Sarajevo, with regular field travels.

Duties and Responsibilities
Technical advice, guidance and delivery in policy dialogue and policy-making for partner local governments and MZs

Provide backstopping support and technical guidance to the Project Manager with respect to policy dialogue and policy-making issues in BiH;
Provide technical expertise in policy advice, review and policy dialogue engaging Project partners and relevant stakeholders;
Ensure comprehensive and qualitative approach towards partner LGs and MZs through specific focus on vertically and horizontally policy levels;
Design, implement and ensure upward and downward accountability mechanisms toward institutions;
Enhance and ensure networking of LGs, MZs and civil society organisations (CSOs);
Analyse and link local policy-making initiatives undertaken by relevant government authorities with the processes led by the Project;
From the policy and decision-making viewpoints, provide support and interact with relevant counterparts in policy dialogue, joint initiatives related to upward and downward mechanisms, advocacy for policy of municipal and higher government level frameworks;
From the viewpoint of the Project’s assistance to local governments and MZs, contribute to design of Project details, schedules, deliverables, budgets and reports as per the Annual Work Plan;
Interact effectively with and provide technical advice and support to field level Project officers;
Contribute to and engage in the broader UNDP local development programme, ensuring close connectivity with the Project and the rest of relevant interventions.
Technical advice and expert contribution to design, implementation and quality assurance in democratic accountability for partner local governments and MZs

Provide analytical advice and technical guidance on democratic accountability, good governance and democratisation processes responding to the MZ Project needs;
Provide guidance and advice to partner LGs and MZs in setting and achieving strategic goals in local democratic accountability initiatives, contribute to the development on tools for its implementation;
Exercise quality assurance for policy services in good governance and democratic accountability;
Design and ensure transparency system that will enhance access to government and foster inclusive citizen participation;
Provide partners with technical and expert assistance in strengthening relevant institutional frameworks, development planning and management, including preparation/adjustment of internal rulebooks and procedures;
Promote lessons learned/good practices and build knowledge to strengthen the capacity of all partners and to enhance Project delivery;
Support effective dialogue between MZs and partner local governments;
Participate in Project-level committees, policy and capacity development working groups and events;
Advocate the importance of harmonized and coordinated approaches to good governance and democratic accountability within the context of democratic governance;
Ensure that achieved policy and legislative results, as well as successful approaches will be mainstreamed within the broader UNDP local development programme.
Support the overall design, management and implementation of the Project’s activities, with the focus on operationalization of MZ projects under Community Development Fund;

In cooperation with the relevant project team, provide strategic technical guidance to the design and impactful implementation of project interventions related to open call proposals for partner LGs and MZs;
In cooperation with the Project team at the field level, manage, monitor and assure the overall timely and quality implementation of MZ projects under the Community Development Fund;
Prepare analytical reviews and systematically capture lessons learnt and development effects from the Community Development Fund;
Provide overall coordination, support and advisory role in implementation of Project field activities with the focus on LGs as deemed necessary;
Provide support and oversight of implementing partners in the design, development and implementation of capacity-building trainings and technical assistance to local governments and MZs;
Duly collect data and all relevant information, as well as support conduct of Project surveys at the local level, and effectively contribute to measurable review of results and longer-term Project effects, as per the Project M&E plan and logical framework;
Ensure proper monitoring and reporting is done for knowledge management and evidence based interventions.
Pro-actively support partnerships, networking and advocacy in the Project implementation, as well as in the broader UNDP local governance/local development programme:

Capture and ensure wide dissemination and visibility of Project achievements, particularly with regard to local success stories;
Document and write successful local communities stories if when and proven necessary;
Ensure regular communication and coordination with Project counterparts and develop and maintain effective mechanisms for integrating and responding to their feedback and insights;
Encourage active participation of all stakeholders to promote empowerment and ownership of national counterparts and stakeholders;
Support awareness raising on and mainstreaming of gender equality principles within Project implementation;
Represent UNDP professionally at internal and external meetings and gatherings;
Mainstream gender and propose/implement innovative solutions for greater and sustainable project impact;
Proactively draft reports in accordance to the donor compliance but also to best capture interventions, lessons learned and behavioural changes.

Required Skills and Experience
Education: 

Master’s degree in social or political sciences, public administration, development studies, law, economics, or other related areas;
BA degree with additional two years of experience maybe accepted in lieu of MA.
Experience: 

At least three years with MA preferably (or five years with BA) of professional experience in the democratic accountability, policy-making and local development in BiH; previous practical work at the MZ level is a distinct asset;
Proven knowledge, expertise and practical experience in design and delivery of assistance to local governments; including local planning and policy design; public consultations, local financial management; local infrastructure projects, etc.;
Excellent understanding of the overall political, administrative and institutional set-up of BiH;
Rich previous experience in partnering and interaction with governmental institutions at state/entity/local levels, as well as with civil society organisations;
Familiarity with key public documents, strategies and trends related to policy-making and democratic accountability in BiH.

Language Requirements: 

Fluency in English and languages of peoples of BiH.
Other: 

Excellent computer skills (especially Microsoft office applications) and ability to use information technologies as a tool and resource.
