Background

Based on a request from the Bosnia and Herzegovina (BiH) Presidency, the “Dialogue for the Future (DFF)” joint initiative established a set of peacebuilding standards, networks and tools around the country during 2014-2016, creating a space for cross-cutting dialogue, reconciliation and building of trust. Following the DFF Project outcomes, the BiH Presidency requested the UN Secretary-General for a subsequent round of DFF interventions in BiH, while also expanding to the Sub-Region (BiH, Croatia, Montenegro, Serbia). The DFF 2 Project ‘Promoting Social Cohesion and Diversity in BiH’ will be jointly implemented by UNICEF, UNDP and UNESCO for 18 months. The Sub-Regional initiative will involve national partners and UN in BiH, Croatia, Montenegro, Serbia.

The BiH DFF 2 Project will provide spaces for dialogue and continued interaction between different groups at the local and national levels, will support collective identification of issues that affect all citizens in BiH; and will contribute to enhanced interaction and collaboration between groups.

The aim will be for the different groups to realize solving problems affecting them all requires working together, and building on the strengths of diversity. The UNDP Project component has a major focus on youth, connecting young opinion-makers, future leaders and key stakeholders with the national leadership and across the neighboring countries, thus linking them to a joint effort with their neighboring countries.

As a part of The Joint UN DFF 2 Project, the UNDP Project component focuses on two major Outcomes:

Outcome 1: Increased interaction and collaboration between different groups at the local level (within and between municipalities):

The Project will seek to address issues related to the lack of interaction and collaboration between the citizens, groups and their local leaders. The issue of inclusiveness of local level governance will be addressed through joint assessments of common problems and based on these, creating dialogue platforms bringing together local leaders as well as civil society, youth, religious leaders, women’s organizations and relevant canton level authorities. These platforms will be established as genuine bases for collaboration and joint problem solving and youth will be given a key role in these dialogue platforms so that they will be empowered to build collaborative leadership skills. Their purpose will be to address issues hindering social cohesion and creating permanent spaces for dialogue.

Outcome 2: Increased interaction and dialogue between different groups at the national level.

The Project will work with youth as the priority target group beyond the selected locations for the local level (Outcome one) in an aim of generating a group of future leaders with an ability to lead collaboratively. Youth will be supported to lead dialogues on issues particularly affecting youth and to engage on both less divisive issues, such as the Sustainable Development Goals (SDGs), education and youth emigration; as well as on some of the more contentious issues of political nature. The Presidency believes that youth will need to build their capacity to engage politically now to be able to become consensus-builders and future generation of leaders. The Project will generate opportunities for the youth to engage with the Presidency and their advisors during the Project implementation.

Impact of Results

The key results have an impact on the efficient, effective, transparent and accountable implementation of the Project, contributing to increased peacebuilding opportunities and perspectives for girls/women and boys/ men in BIH, and their improved quality of life through peacebuilding.

Duties and Responsibilities

Under the supervision of the Justice and Security Sector Leader, and in close consultation with the BiH DFF2 Joint UN Project Coordinator and UNICEF, UNESCO and RCO staff, the Project Manager will assume the overall responsibility for project management of the UNDP Project component, with due respect to UNDP rules and regulations and in accordance with the UNDP internal control framework.

The Project Manager will have the following main functions:

Overall Project management of UNDP’s component of BiH project, supervision of the Project team and Coordination of the DFF Sub-Regional Project;
Policy advice and technical guidance during the project implementation;
Project monitoring, reporting and quality assurance based on the principles of result-based management;
Partnerships and advocacy;
Knowledge management and gender equality.
Overall Project management of UNDP’s component of BiH project, supervision of the Project team and Coordination of the DFF Sub-Regional Project:

Provides the overall leadership and ensures coordination of the project activities, in close consultation with the BiH DFF 2 Joint UN Project Coordinator and UNICEF, UNESCO and RCO staff, to achieve the intended outcomes and outputs of the DFF programme;
Prepares annual activity and procurement work plans, as well as budgets based on expected year-end outputs, and ensure close monitoring of activities and delivery;
Builds, motivates and leads a high performing team consisting of project personnel, expert consultants, service providers, and conducts performance assessments of the team;
Provides direction and guidance to the Project team and responsible parties, where applicable;
Reports to the Project Board to assure the overall direction and integrity of the Project;
Secures proper and efficient use of Project budget, as per the Project document;
Manages financial allocations and approves expenditures according to the authority delegated and ensures timely payments in accordance with UNDP rules and regulations;
Ensures that all UNDP Project management quality standards are observed and applied in the Project implementation;
Presents the Project to all relevant stakeholders and acts as a UNDP lead focal point for the Project;
Ensures wide dissemination and visibility of Project achievements;
Complies with security and safety requirements and regulations and ensures the same are respected by all Project personnel;
Provides inputs in identification of linkages between the Project and other relevant UNDP-implemented interventions, in BIH, or beyond, maximizing the efficient and effective use of resources;
Participates in UNDP programme-level committees and working groups, national and international forums, making substantive contributions as appropriate;
Provides expert advice to senior management in terms of forward-looking or potential Project development, in close coordination with other on-going or upcoming interventions;
Advises management in preparing for high-level consultation meetings with donors and government authorities.
Participates, on behalf of UNDP, in the development of regional Joint UN DFF Project with other UN agencies;
Coordinates the implementation of regional Joint UN DFF Project with other UN agencies.
Policy advice and technical guidance during the Project implementation:

Provides conceptual guidance and technical advice to the Project team and Project counterparts;
Provides strategic leadership and steers the relevant regulatory and policy formulation processes within the Project in line with the Project document;
Conceptualizes and guides the overall provision of technical assistance and other support to relevant Project partners in line with the Project document;
Identifies sources of information related to policy-driven issues, identify and synthesizes best practices and lessons learnt directly linked to Project goals;
Ensures that project results are mainstreamed within the Project field work, other relevant UNDP-implemented interventions, as well as promote their application beyond UNDP scope of work.
Project monitoring, reporting and quality assurance based on the principle of result-based management:

Reviews on a regular basis Project details, schedules, deliverables and budget as articulated in the Project Document and Annual Work Plan (evidence of progress towards expected outputs, according to schedule, within budget) together with the Project team;
Monitors and analyses the Project progress, using applicable monitoring and evaluation and risk management tools in ATLAS;
Guides the design and regular use of adequate Project monitoring tools and systems, enabling evidence-based tracking of progress, achievements and results, against the Project logical framework indicators;
Ensures data and information inputs, as necessary, to the regular Country Office Project monitoring and reporting processes;
Carries regular, announced and unannounced performance monitoring of the Project team, as well as conduct field visits and quality checks of Project events, sites and activities;
Ensures diligent quality assurance for the Project’s financial, procurement, technical and administrative processes to attain the Project goals and desired impact in line with prevailing UNDP rules and regulations as well as in line with the Project timelines;
Ensures that all Project-related issues and risks are identified and reported in a timely manner and suggests corrective measures;
Coordinates and prepares regular progress reports for the Project Board and the donor, in line with the Project document.
Partnerships and advocacy:

Establishes good working relations with relevant institutional and organisational partners at state, entity, cantonal and local levels, as well as with main international organisations working in the domain of peacebuilding;
Supports and participates in relevant technical governmental or non-governmental working groups in the field of peacebuilding;
Coordinates activities of the Project with government stakeholders to provide strategic advice and technical assistance related to the attainment of the Project results;
Animates effective dialogue with partners and among stakeholders, and engages with relevant donors and contributes to the Country Office resource mobilization efforts;
Knowledge management and gender equality:

Supports continuous learning by the Project team and contributes to the UNDP in-house thematic knowledge and practitioners’ networks;
Ensure dissemination of information and knowledge management within the team for effective Project implementation and facilitate knowledge building;
Establishes connections of exchange and learning with national and regional local development networks and resource persons involved in peacebuilding activities;
Ensures all Project products and heritage are duly stored and made available to the broader programme;
Manages the transfer of project deliverables, documents, files, equipment and materials to national beneficiaries;
Ensures gender is effectively mainstreamed throughout the Project activities, work plans, budgets, reports, researches, analyses and, where specifically relevant, analyzed in detail;
Ensures knowledge on gender equality is incorporated in Project knowledge management activities and products.

Required Skills and Experience

Education:

Advanced university degree in public administration, development studies, economics, political sciences, or other related areas;
BA degree with additional two years of working experience may be accepted in lieu of the advanced university degree.
Experience:

At least five years of relevant work experience in direct programme/project management;
Previous strong experience in programming of local, national and regional projects in the areas of social cohesion, peacebuilding, reconciliation/trust-building/dialogue, social inclusion, governance, human rights and/or other development sphere;
Rich previous experience in partnering and interaction with governmental institutions;
Experience in the field of grant management is considered as an asset;
Language Requirements:

Fluency in English and official languages of BIH, with excellent drafting and presentation skills.
