Context
Twenty years after the 90s conflict, which was marked by serious violations of international humanitarian law, including widespread rape and sexual violence, many survivors of conflict-related sexual violence (CRSV) have still not received redress and continue suffer the dramatic consequences of these violations in their daily lives. As recognized by Mme. Manjoo, the UN Special Rapporteur on Violence against Women and by Mme Zainab Hawa Bangura, the Special Representative of the UN Secretary General on Sexual Violence in Conflict, the critical need to provide assistance and comprehensive services to survivors of CRSV in Bosnia and Herzegovina (BiH) is today greater than ever. They both highlight the lack of societal recognition of the harms suffered by women and men during the war, the lack of tailored reparations programs, the presence of the stigma and negative attitudes of society towards victims of sexual violence, and the outright denial of their existence.
In the past two years, through combined efforts of four UN Organizations – UNDP, UNFPA, UN Women and IOM – and multiple donors – UK Government, Canadian Government and UN Action against Sexual Violence in Conflict – strong foundations have been laid for long-term support to survivors within the Joint UN Programme “Seeking Care, Support and Justice for Survivors of CRSV in BiH”.
Within the Joint Program, IOM assists relevant BiH authorities at all levels including as regards: a) harmonizing the legislation relating to the status and rights of CRSV survivors acquired through existing administrative procedures (i.e. laws on protection of civilian victims of war/victims of wartime torture) and b) enhancing the effective implementation of those rights. In the course of this process, IOM also supports regular communication between government authorities and associations of CRSV survivors. Finally, IOM supports the adoption of CRSV related legislation in Republika Srpska and the operationalization of the newly established bodies for the recognition of CRSV status in Brčko District and the Federation of BiH.
Core Functions/Responsibilities
Assist in implementing all aspects of the project including, but not limited to, the organization of seminars, conferences, meetings, presentations, training sessions and briefings;
Assist in liaising with civil society organizations and State-level and Federation of BiH government representatives as well as local authorities in order to ensure successful project implementation;
Assist in liaising with other UN actors in Bosnia and Herzegovina;
Assist in further project development around the areas of CRSV and reparations;
Provide updates and regular progress reports and monitor daily the availability of resources, progress toward project indicators;
Prepare and disseminate information about the project as required, including the preparation of project-related correspondence;
Identify obstacles to the implementation of CRSV programme and propose solutions;
Translate documents from English into local language and vice versa and prepare summaries of relevant documents as requested;
Carry out duty travel within Bosnia and Herzegovina and abroad as required;
Any other tasks that may be identified and assigned by the Project Coordinator.

Znanja i kvalifikacije:
Required Qualifications and Experience
University degree in law, political science or other social sciences, from a recognized university; Master’s/PhD degree will be considered an advantage;
Minimum two years of experience in the implementation of projects in the field of CRSV or similar fields (i.e. transitional justice, human rights, gender);
Demonstrable knowledge and understanding of reparations and transitional justice in post-conflict settings;
Proven experience of successfully liaising and maintaining relationships with civil society and government stakeholders;
Strong writing skills in English;
Experience in organizing seminars, conferences, meetings, training sessions and briefings preferred;
Holds a valid driving license;
Willingness and ability to conduct travel across the country.
