Headquartered in Geneva, DCAF has a global portfolio and employs over 170 highly qualified international staff. The organization is currently seeking an experienced, dynamic, and creative individual to serve as Programme Manager in the Gender and Security Division (activity level 100%). The selected candidate will provide daily management of select programmes of the Gender and Security Division’s diverse policy and research portfolio related to gender equality in security sector governance and reform. The Programme Manager will be part of a professional team in Geneva and report to the Deputy Head of the Gender and Security Division.

The Programme Manager is innovative and able to work in a team to develop and implement projects that capitalize on the expertise and strengths of the team while simultaneously addressing the specific needs of partners in a given context. The Programme Manager will manage and participate in collaborative work with other DCAF divisions, and oversee staff in project planning, implementation, and reporting.

This is a demanding position that, in addition to extensive expertise in gender and security, requires strong interpersonal skills as well as a full understanding of policy development in multinational institutions, particularly the UN, EU, and OSCE, as well as other relevant national institutions. The post requires travel to different regions of the world.

Main responsibilities

Oversee/lead the implementation of a variety of policy research projects.
Support the development and execution of GSD strategic and annual work plans on policy and research.
Ensure the alignment of project activities with programmatic goals and capacities.
Work with international stakeholders, particularly the multilateral institutions, on gender and security-related policy and guidance development processes.
Oversee/participate in the development and distribution of knowledge products.
Research, write, and/or edit knowledge products for publication.
Design and deliver training workshops.
Draft and review briefing and background notes, policy briefs, terms of reference, and other documents.
Manage and monitor project budgets.
Represent DCAF and the Division internally and externally.
Oversee the development of periodic plans and reports.
Draft, review and present funding proposals to donors.
Education, competencies and experience

Master’s degree with extended experience in international affairs, public policy, governance, development, security studies, gender studies, or related disciplines.
8+ years professional experience in positions of increased responsibility in the field of gender equality, and women, peace and security.
In-depth knowledge of the gender and security legal normative framework; familiarity with international policy discussions regarding gender and security, as well as security sector governance and reform.
Experience in international policy influencing, with an emphasis on the United Nations and other multilateral organisations.
Experience in implementing applied research projects on gender equality and security, women, peace and security, and related fields.
Strong experience in writing and editing articles and other texts for professional publication. Solid track record in producing knowledge products (handbooks, toolkits, etc.)
Fluency in English with a good command of French. Excellent communication (verbal and written), presentational and drafting skills, with proven experience in addressing senior professional and political audiences.
Proven experience coordinating multicultural teams and providing guidance and direction to peers.
Experience leading the development and delivery of training packages on gender and security or related topics.
