Program Director/Chief of Party, Mothers Against Terrorist Recruitment in the Western Balkans
Location: Sarajevo, FBiH. This position will require regular travel to other countries in the region.

PH International (Project Harmony, Inc.), an innovative, not-for-profit organization working across Eurasia and the Balkans since 1985, seeks an experienced professional to lead a team in Bosnia and Herzegovina as the Program Director/Chief of Party for an upcoming project.

The Mothers Against Terrorist Recruitment in the Western Balkans will be a two-year project focused on mothers and their roles as change-makers in terrorism-affected countries. The program will bring together concerned mothers of vulnerable children and affected mothers (e.g., those who have lost children to terrorism or terrorist recruitment) and provide tools to enhance mothers’ awareness of terrorist influences through the provision of training workshops and resources on how to respond to signs of radicalization. The goal will be to increase mothers’ individual and collective knowledge on ways to preempt, detect, and react to the early warning signs of radicalization in their children.

Responsibilities and Duties

As Program Director, you will be leading a team of innovative professionals to achieve the goals of the project while contributing to PH International’s overall mission. The Program Director will provide overall direction, oversight, management and accountability for the project. This includes, but is not necessarily limited to:

Strategic vision: Communicate a clear vision of present and future program goals; provide leadership and direction; develop a program strategy to be communicated to team memberskey ministries, local partners and the international community.
Financial and administrative: Coordinate and manage overall program budget; ensure compliance with all donor and PH policies and regulations; ensure smooth operation and functioning of country office.
Teambuilding and staff development: Foster a culture of collaboration, results orientation, and accountability with staff members; provide staff with the framework to meet or exceed program objectives; create opportunities for group and one-on-one professional development.
Representation and relationships: Develop and maintain internal and external relationships to ensure optimum program success, including with PH headquarters and field offices, international and local NGOs working on countering radicalization in the Western Balkans, US and host government officials, donor organizations, embassies, vendors, media and the general public.
Program evaluation and reporting: Ensure regular and complete program evaluations, and complete program reporting to PH and donor organizations on a timely basis.

Znanja i kvalifikacije:
Qualifications

Advanced university degree in a related area (e.g. social sciences, economics, history, sociology, anthropology) or Bachelor’s degree and six years’ experience in relevant fields.
Demonstrated leadership experience of international development activities, with preference for direction and management of internationally funded educational or community development programs in the Western Balkans (Bosnia and Herzegovina, Kosovo, Macedonia, Montenegro, and Serbia).
At least five years of experience in working with sector assessment, strategic planning, project management, capacity development programs, program design, monitoring and evaluation, etc.
Excellent interpersonal and organizational skills, and the ability to negotiate with local and foreign experts, managers, and government officials to ensure the successful completion of project activities.
Excellent written and verbal skills in English.
Computer proficiency including a working knowledge of Excel.
Budget preparation.
Excellent analytic and cross‑cultural skills.
Motivation, reliability and flexibility.
Ability to work independently, use sound judgment, perform as a team player and know when to seek supervisor advice.
Ability to communicate effectively and diplomatically with S. Department of State, and other key partners
Knowledge of the Balkans.
