Location:Sarajevo, FBiH. This position will require travel to locations throughout key cantons.

Program Description
PH International (Project Harmony, Inc.), an innovative, not-for-profit organization working across Eurasia since 1985, seeks an experienced professional to lead a team in Bosnia and Herzegovina as the Program Director/Chief of Party for an upcoming program.

The FBiH Legal Socialization Program is a two year pilot initiative that is expected to expand into a multi-year program with U.S government funding. The program will work with youth in the process of developing understanding, attitudes, ideas and behaviors about the law. PH International’s approach to legal socialization seeks to reduce levels of juvenile crime and increase public safety through an integrated approach that educates youth on the law, raises community awareness on juvenile justice issues, and develops cooperative partnerships between youth, educators, law enforcement and juvenile justice professionals. School-based legal socialization programs bring together teachers and law enforcement officers as a team for preventive work, educating students while building trust between youth, teachers and the police.

Responsibilities and Duties
As Program Director, you will be leading a team of innovative professionals to achieve the goals of the project while contributing to PH International’s overall mission. The Program Director will provide overall direction, oversight, management and accountability. This includes, but is not necessarily limited to:

Strategic vision: Communicate a clear vision of present and future program goals; provide leadership and direction; develop a program strategy to be communicated to team memberskey ministries, local partners and the international community.
Financial and administrative: Coordinate and manage overall program budget; ensure compliance with all donor and PH policies and regulations; ensure smooth operation and functioning of country office.
Teambuilding and staff development: Foster a culture of collaboration, results orientation, and accountability with staff members; provide staff with the framework to meet or exceed program objectives; create opportunities for group and one-on-one professional development.
Representation and relationships: Develop and maintain internal and external relationships to ensure optimum program success, including with federal and cantonal ministries and police forces, PH headquarters and field offices, international and local NGOs working on juvenile justice in FBiH, US and host government officials, donor organizations, embassies, vendors, media and the general public. Coordinate with PH program managers in Georgia and Armenia where similar work is being implemented to draw upon institutional experience in these countries to benefit work in FBiH.
Program evaluation and reporting: Ensure regular and complete program evaluations, and complete program reporting to PH and donor organizations on a timely basis.

Znanja i kvalifikacije:
Qualifications

Advanced university degree in education or a related area (e.g. criminology, social sciences, economics, history, sociology, anthropology) or Bachelor’s degree and six years’ experience in relevant fields.
Demonstrated leadership experience of international development activities, with preference for direction and management of internationally funded educational or community development programs in FBiH.
At least five years of experience in working with sector assessment, strategic planning, project management, education-training/capacity development programs, program design, monitoring and evaluation, etc.
Excellent interpersonal and organizational skills, and the ability to negotiate with local and foreign experts, managers, and government officials to ensure the successful completion of project activities.
Excellent written and verbal skills in English.
Computer proficiency including a working knowledge of Excel.
Budget preparation.
Excellent analytic and cross‑cultural skills.
Motivation, reliability and flexibility.
Ability to work independently, use sound judgment, perform as a team player and know when to seek supervisor advice.
Ability to communicate effectively and diplomatically with S. Department of State, and other key partners
Knowledge of Europe/Eurasia and the Balkans.
