Context

The Strengthening Resiliencies in Bosnia & Herzegovina (SRBiH) program is funded by the U.S. Agency for International Development (USAID) Office of Transition Initiatives (OTI). The overall objective of the IOM program is to reduce the threat of violent extremism in BiH and counter extremist efforts to deepen or exploit communal tensions. Through SRBiH, IOM seeks to improve community and government capacities to prevent violent extremism in order to foster an enabling environment for sustainable peace and traditional development programmes. To achieve these objectives, SRBiH designs and implements small-grant activities through a process-oriented, community driven approach that emphasizes project processes. The implementation of the program will be closely coordinated with USAID/OTI.

Under the overall guidance of Programme Manager/Chief of Party (PM/COP) and the direct supervision of the Senior Finance Officer for the Strengthening Resiliencies in Bosnia & Herzegovina (SRBiH) program, the Procurement Officer (PO)) supports the SRBiH procurement processes and ensures that program activities align with IOM procurement instructions.

Core Functions/Responsibilities

Planning, implementing and managing procurement for the SRBiH Project in B&H.
Ensuring efficient delivery and disposition of quality supplies / equipment / services.
Identifying, receiving and inspecting supplies / equipment / services.
Establishing and maintaining of accurate and complete records of all equipment and supplies received, stored and distributed.
Monitoring procurement including those handled by third party agents.
Prepare weekly updates and financial analysis on grants disbursements.
Establishing and/or reviewing administrative and operational requirements, and initiating action to fulfil and control those requirements in accordance with IOM rules and regulations.
Undertaking detailed research, developing formal submissions/recommendations with respect to issues involving supply contract claims.
Managing review of market research and best practices in contract development and adapting such practices to procedures and requirements.
Managing allocation and control of all equipment and materials received, stored and distributed.
Processing procurement requests through Prism FI – procurement cycle
Monitoring, maintenance and usage of project vehicle fleet
Supervises SRBiH project procurement staff.
Performing any other duties as may be assigned.

Znanja i kvalifikacije:
Required Qualifications and Experience

completed advanced university degree from an accredited academic institution in
Accounting or Business Administration,
minimum five years of relevant professional experience (or six years of experience for candidates holding a first level university degree) in procurement;
knowledge of International Public Sector Accounting Standards (IPSAS) and SAP highly desirable;
Holds a valid driving license;
Willingness and ability to conduct travel across the country.
