Background

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 192 member National Societies. As part of the International Red Cross and Red Crescent Movement, our work is guided by seven fundamental principles; humanity, impartiality, neutrality, independence, voluntary service, unity and universality.

Organizational Context
After the initial increase in the number of migrants in Bosnia and Herzegovina, the number of people entering the country in 2018 reached the number of 24,000 and by end of December 2019 additional 26,000 were registered, reaching over 60,000 arrivals within two years period, considering estimates of 10%-20% of migrants not having been registered through official channels (source: Ministry of Security BiH). The Red Cross Society of Bosnia and Herzegovina (RCSBiH) implemented the Emergency Plan of Action (EPoA) of the Disaster Relief Emergency Fund (DREF) with a budget of 212,733, which was completed on 28 November 2018. Given the immense needs of the migrants, continuation of the assistance provision continued with launch of the Emergency Appeal in December 2018 for 3.3 million, which was further revised in November 2019 with slightly increased budget to 3.8 milion. Red Cross Red Crescent action RCSBiH is also working closely with other organizations in the country including UNHCR, IOM, national authorities, government ministries and ICRC and other Red Cross Red Crescent partners. The main activities of the National Society include: – Food provision – Provision of blankets, sleeping mats, hygiene kits and clothes – Restoring Family Links – First aid support – Landmine awareness The Operations Manager’s primary task is to support the National Society in implementing the Emergency Plan of Action of the Migration revised Emergency Appeal and to ensure that the implementation is well-coordinated both within the structures of the National Society, with all stakeholders of the migration response and programme units and support services as well as with the Head of Country Cluster, Central- and South-Eastern Europe, based in the Regional Office for Europe. Operations Manager will be deployed in Sarajevo, BiH, to work closely with the RCSBiH and report to the IFRC Country Representative/Head of Delegation and collaborate closely on all technical issues with the Disaster Crisis Prevention Response and Recovery Unit in Regional Office for Europe. Operations Manager will support the host National Society in the implementation of the migration emergency appeal. She/He will be working closely with the National Society Emergency Appeal Operations Manager and the related team. Together with the National Society, close coordination and cooperation with the technical interagency forum and with ICRC and other Movement partners in the country will be essential. The role requires relief experience including distribution of Food and NFI, having strong experience in assessment, planning, project management, logistics and interagency coordination

Job Purpose

Reporting to Head of Disaster, Crisis, Prevention, Response and Recovery, the incumbent provides the technical lead to ensure the optimal coordination and direct management of resources required for the effective and efficient implementation of the emergency operations

Job Duties and Responsibilities

• Negotiate, plan and mobilise IFRC resources in support of the NS in the assessment, planning, and implementation of the emergency response.

• Supervise IFRC technical leads to ensure they work closely with the managers of relevant NS departments in all related programming roles and responsibilities, providing advice and recommendations that carefully consider local capacity and context.

• Along the NS, build alliances and partnerships with other emergency actors to enhance the implementation of the emergency plan of action. Support, the NS to enhance their position vis a vis the national and international coordination mechanisms.

• Support IFRC technical leads to develop programme approaches which strengthen and develop the National Society’s structures, capacity and performance; analyze and understand their current strengths and weaknesses and to ensure provision of necessary technical and material support particularly in relation to the ongoing crisis.

• Promote and assist the integration of humanitarian priorities and interventions within all relevant programming divisions in the NS.

• Ensure that the response is based on frameworks and approaches that are consistent with or have considered national and international standards and guidelines, as well as IFRC policies, procedures and tools.

• Assist the NS, Movement and external partners in the achievement of planned outcomes and deliverables following quality standards, in a timely fashion, and within budgets.

• Ensure a robust and coherent monitoring of the situation and its potential evolution, and ensure that humanitarian interventions are responsive to current and emerging needs and threats.

• Work with the regional DCPRR Unit to develop, implement and review contingency planning for identified threats in operational areas, as well as the development of capacities within the NS for emergency response.

• Support the NS in setting up the structure needed to ensure that all components of the response are identified, planned and carried out in a coordinated, collaborative and integrated manner with Movement and external partners.

• Support the NS in developing and implementing operational standards, tools and procedures that ensure quality, consistency and sustainability of emergency response interventions. Together with the NS and the Regional Office, represent IFRC in coordination meetings and forums, involving national authorities, national and international agencies, donors and other partners in the country.

• Support the NS in establishing an effective information management system for the response, including statistics.

• Work with PMER leads in IFRC and the NS to ensure that planning and reporting requirements are met in a timely and efficient manner.

• Advise on the need of additional human resources and support deployments in coordination with the Country and Regional IFRC offices, HR departments and/or surge desk.

• Ensure sound financial management is applied to all Federation-assisted programmes within the NS,

that budgets are monitored and any problems identified and solutions implemented in timely and effective manner.

• Manage operational budgets to ensure that expenditure relating to IFRC-supported operations is within income and approved ceilings, in compliance with IFRC finance procedures and in line with donor earmarking requirements.

• Analyse the actual migration situation in the country and the projections for the coming months.

• Be a key field support to National Society Headquarters, the branches and field teams in operational sites for the implementation of the Emergency Plan of Action.

• Together with the leadership of National Society, network and coordinate with relevant Government agencies and local actors and ensure that National Society and IFRC share information and are well informed on key developments in the response operation.

• Facilitate field level cooperation and coordination in all programmes and operations between National Society, partner National Societies and ICRC to ensure the most effective mobilization and utilization of resources in the operation.

• Support National Society in managing accurate, timely and efficient procurement and tendering systems relevant to the project in liaison with IFRC Logistics, Procurement and Supply Chain Management.
