Background

Under direct supervision of the National Chief of Human Resources and overall guidance of CFA and DHR in the Secretariat, the National Recruitment Officer ensures effective delivery of a transparent competitive selection and recruitment process. The incumbent interprets and applies OSCE Staff Rules and Regulations, Staff Instructions and HR policies and practices applicable to identification, selection and appointment of candidates, designs and implements internal procedures or interview questionnaires and tests and also provides prospective candidates with guidance on employment terms and conditions. He/she can also be called for limited periods of time, and in order to increase or maintain his/her HR competencies to interpret and apply OSCE Staff Rules and Regulations, Staff Instructions and HR policies and practices, to be assigned to staff administration and to participate in the design and implementation of internal procedures and to also provide guidance to staff members on various personnel administration issues. In addition, he/she will in close coordination with other Officers in the Human Resources Section, contribute to the identification and analysis of staff development needs based on the PARs.

Tasks and Responsibilities
Specific duties include:

Manages transparent and competitive process of recruitment, selection and placement of staff, focusing on the achievement of the following results:
Planning and executing recruitment activities and establishing priorities in accordance with the requirements of the hiring departments; Ensuring adherence to recruitment principles in filling all vacant posts and assessing the effectiveness of recruitment programmes in achieving gender balance, geographical and nationality distribution, etc. ;
Advising National Chief of Human Resources and CFA on succession planning and strategic recruitment; identifying recruitment issues/problems and formulating new internal policies and guidelines; analysing all transactions related to positions, recruitment and other HR data, such as vacancy rates, applicants’ profiles, staff tumover;
Formulating and issuing vacancy notices in conformity with classified job descriptions and advising on advertising;
Screening and assessing applications, based on mandatory and desirable criteria and establishing long-lists and, in consultation with the hiring department, drawing up shortlists of candidates to be invited for interview;
Planning and participating in interview boards, formulating competency-based questions in coordination with the board members, overseeing creation of written exams, evaluating interviews and preparing interview reports;
Conducting reference checks and preparing job offers for successful candidates; following up on start dates and any salary issues;
Liaising with Mission departments on hiring requirements and overseeing recruitment of consultants under Special Service Agreements (SSAs) and internship placements in conformity with relevant Staff Instructions;
Developing and maintaining roster of consultants, determining remuneration levels and preparing contracts; overseeing selection process for interns and sending of internship offers;Responding to general inquiries from the public concerning employment opportunities, terms and conditions of work; conducting research and data analysis, reporting etc.
Supervising and coordinating the work of the Human Resources Assistant;
Interpreting OSCE Staff Rules and Regulations, Staff Instructions and HR policies and practices, designing and implementing internal procedures; providing prospective candidates with guidance on the employment terms and conditions and mission members on selection and recruitment:
Providing Programme Managers and other Mission staff with advice and guidance on the interpretation and application of Staff Rules and Regulations and other HR policies and procedures applicable to selection and recruitment, when required;
When required formulating and developing HR-related operating procedures and providing guidance on their implementation;
Overseeing/monitoring the application of Performance Evaluation procedure:
Providing advice and support to proper staff performance management and job development, focusing on the achievement of the expected results; implementing and facilitating the systems for performance management process, explaining performance evaluation indicators in consultation with the Senior Management; providing briefing to all Mission staff on understanding and using performance management system; In close coordination with other Officers in the Human Resources Unit contributing to the identification and analysis of staff development needs based on the PARs.
Performing other duties as assigned.

Znanja i kvalifikacije:
Necessary Qualifications

University Degree in human resources, business administration, law, social sciences;
Minimum two years of relevant professional experience in human resources administration, including recruitment and modern selection interviewing techniques, administration and HR management;
Good knowledge of the Mission programs, activities and administrative matters would be an advantage;
Computer literate with practical experience in Microsoft applications. Ability to use ORACLE Application (HRMS module and iRecruitment) would be an advantage;
Established experience in research, analysis and synthesis of data and production of reports;
Excellent written and oral communication skills in English and in the local language;
Possession of a valid driving license.

Remuneration Package
Monthly remuneration, subject to social security deductions is 3,164.50 BAM/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
