Background
NOTE: The foreseen duration of this project is until 18 January 2019 subject to funds availability.

National Project Officer is based at Head Office in the Rule of Law Section of the Human Dimension Department and works under the EXB Project “War Crimes Monitoring Project”. Under the direct supervision of the Head of Rule of Law, the incumbent is responsible for ensuring coherence and consistency in the implementation of the training component of the Project, liaising with a wide range of internal and external stakeholders and for monitoring, evaluation and reporting on progress in achieving the Project’s objectives related to training needs of judiciary.

Tasks and Responsibilities

Ensuring timely implementation, systematic monitoring, accurate reporting and rigorous evaluation of the planned activities. These duties refer, in particular, to the organisation of trainings and other events designed to strengthen the capacity of professionals involved in the judicial processing of war crimes cases. In this regard, the incumbent:
will work in coordination with the Judicial and Prosecutorial Training Centres (JPTCs) to design and organise induction trainings, advanced trainings and peer-to peer meetings for recently hired judges, prosecutors and legal support staff;
will design and organise training sessions for defence lawyers (in coordination with the Criminal Defence Unit, OKO), police investigators (in coordination with Police Academies) and witness support staff. The incumbent will ensure that the trainings are coherent, tailored on the particular needs of the target group, and designed to strengthen the practical and theoretical skills of the participants;
will also conduct rigorous assessment and measurement of the impact of each training (through appropriate tools such as evaluation forms) and a general evaluation of the entire Project, upon completion thereof and in consultation with Project beneficiaries;
Liaising with the relevant BiH stakeholders and institutions, as well as the international community, in order to keep them abreast of the Project’s progress and results related to training;
Providing beneficiaries and other stakeholders with feedback and advice on how the capacity to process war crimes cases can be strengthened further, in coordination with the Monitoring and Reporting Officer and Head of Rule of Law;
Performing other duties as assigned.

Znanja i kvalifikacije:
Necessary Qualifications

University degree in law or other related field;
At least 4 years of progressively responsible and relevant professional experience in the field of rule of law, including several years at the international level;
Excellent oral and written communication skills in English and in the local language;
Experience working on issues related to national and international war crimes courts and tribunals;
Experience in implementing capacity-building projects related to rule of law is desirable;
Knowledge of rule of law reform processes, capacity-building and institution-building strategies;
Experience in co-operating with national and international organizations at the field and headquarter level;
Knowledge of the BiH political situation and judicial structure, including the framework pertaining to the processing of war crimes cases and challenges related to the implementation of the National Strategy for War Crimes Processing in BiH;
Project implementation experience in BiH is desirable;
Computer literate with practical experience in Microsoft applications;
Possession of a valid driving license.

Remuneration Package
Monthly remuneration, subject to social security deductions is 3,544.17 BAM/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
