a) Purpose
Purpose of this Terms of Reference (TOR) is to provide technical support for the process of mid-term revision of the integrated local development strategies of the municipalities Trnovo RS and Ljubinje. Under this TOR, one (1) Consultant (hereinafter referred to as the Consultant) will be engaged for the provision of technical support to local development teams of the above mentioned municipalities in the process of mid-term strategy revisions.
The process of mid-term revisions is preceded by the process of mid-term evaluations of the two (2) above mentioned integrated local development strategies and is currently being conducted by independently hired consultants. The evaluation process is expected to be completed by mid-February 2016 and the evaluation results will be made available to the Consultant engaged under this TOR as one of key inputs for initiation of the revision processes.
The local development strategies in the municipalities of Trnovo RS and Ljubinje were developed in accordance to the Methodology for Integrated Local Development Planning (MiPRO) for the period 2011-2020. The process of strategy development had been entirely led by the municipal/city development teams and supported by the Integrated Local Development Project (ILDP). The applied MiPRO methodology envisages revision of strategies five years into the implementation process and the purpose of this consultancy is to provide technical assistance, guidance and advice for the upcoming mid-term strategy revisions. As mentioned earlier, one of the main inputs for the revision process will be results of the mid-term evaluations that will provide substantive insight into the level and quality of progress of the strategies’ implementation, as well as an overview of major changes to the local contexts and priorities inflicted by the 2014 floods and other unexpected events in the subject-matter municipalities. The evaluation will also provide overviews of the level and quality of institutional, organizational and other relevant capacities of the above mentioned local governments which are necessary for an effective implementation of strategic plans and overall local development management.
The consultancy will take place under the ILDP, which is a joint initiative of the Government of Switzerland and UNDP, aimed at strengthening local development through introduction of a systematic approach to strategic planning, implementation, monitoring and evaluation of strategy realization including harmonization of the local level planning system with the higher levels of government. The project is implemented in partnership with the BiH Ministry of Human Rights and Refugees, the FBiH Ministry of Justice, the RS Ministry of Administration and Local Self-Government and both Associations of Municipalities and Cities (AMCs). As such, the ILDP is an integral part of the UNDP Local Governance Programme.
b) Objective
The main objective of the consultancy is to have local development strategies in the two (2) above mentioned municipalities revised and ready for adoption by the relevant municipal bodies, in accordance with the MiPRO and ILDP Guidelines that will be distributed to the Consultant prior to launch of the revision process.
The mid-term revisions will be led by the municipal/city development teams and will be conducted in a participatory manner including the wider local community at key points in the process. The revision process will consist of three main phases in accordance to the MiPRO guidelines:
First phase: Strategic Platform Revision Phase – during this phase, socio-economic analysis shall be reviewed and changes to the local context reflected. In accordance to the contextual changes, strategic platform shall be reviewed.
Second phase: Sectoral Planning Phase – during this phase, new 5-year sectoral plans shall be designed.
Third phase: Operational Planning Phase – during this phase, a 3-year (1+2) indicative implementation plan shall be designed.
The process itself, while led by the local development teams, shall be steered, facilitated, guided and quality assured by the hired Consultant through a series of workshops, on-job assistance and readily available expert advice.

c) Background Information
The municipalities of Trnovo RS and Ljubinje adopted their integrated development strategies in 2010/2011, with technical support to the strategic planning process provided by the ILDP. Throughout the process, these local governments involved a significant number of community stakeholders, including representatives of public, private and civil sector.
The integrated development strategies define strategic goals and main strategic focuses for a long-term period of ten years, while their specific sectoral plans (social, economic and environmental) define sectoral objectives, outcomes, programs, projects and measures for the period of five years.
Alongside mid-term sectoral plans, the strategies include implementation plans (1+2 years), which, in addition to specifically outlined priorities for the first year, contain indicative projections of priority projects for the next two years, including timeframe, responsibilities, measurable results and financial resources. Preparation of implementation plans is closely linked with preparation of local governments budgets and serve as a mechanism for practical strategy implementation, whereas, priorities from implementation plans are incorporated into annual work plans of local governments’ individual departments. Therefore, implementation of strategies is carried out through line departments as well as external implementation actors and it is monitored, evaluated and reported, firstly at the municipal/city departmental level and the level of central development management units, and, at a later stage, through thematic meetings of local governments’ senior management.
In addition to technical support for strategy design and strategy operationalization processes, UNDP through the ILDP has been working with partner local governments on strengthening their institutional and organizational capacities required for effective management of development activities.
Bearing in mind that the 5-year cycle of strategy implementation has come to an end and that the sectoral plans, which are an integral part of strategies, have expired, local governments of Trnovo RS and Ljubinje initiated preparatory activities for the strategy revision process. Initial activities are aimed at evaluation of the strategic documents’ achievements while findings and recommendations of the evaluation process will represent starting input to the forthcoming revision of strategic documents, which is the main purpose of this ToR.

d) Key aspects of the revision process
Central to the overall MiPRO approach in terms of strategy development is inclusive planning characterised by transparent and fair conditions for citizen participation and social inclusion into the local planning process. This remains one of the main principles of the strategy revisions which in fact represents a renewed cycle of strategic planning. Local development teams in the six subject matter local governments had been previously engaged in the strategic planning processes which took place back in 2009/2010 and the ILDP will seek to revitalise the teams for the process of strategy revision. Having previously participated in the strategic planning process, the teams are expected to have the required know-how, skills and competencies to effectively lead the strategy revision with the technical assistance provided by the designated Consultant. Besides the local development teams, the process envisages participation of sectoral working groups which will take an active part in the Sectoral Planning Phase. The sectoral working groups consist of experts from public, private and non-governmental sector while partnership groups are another vital stakeholder of the process as the main citizen participation mechanism.
Key aspects of the process itself are as follows:

· The revision process will be carried out in accordance to the MiPRO and ILDP Guidelines and recommended approach to be distributed to the Consultant prior to the initiation of the revision process. The Consultant is required to ensure compliance of both the entire process and its outputs with these documents;

· The revision process will carefully consider and integrate key findings of the mid-term evaluation reports;

· The revision process will integrate key findings of disaster risk reduction inputs prepared during the strategy revision process;

· The process will be organized in three phases as stated above, via series of workshops, specifically organized for the target groups, namely, development teams, sectoral working groups and partnership groups, as required. The workshops will be thoroughly prepared and facilitated by the Consultant;

· The process will be coordinated and led by the development teams throughout all the phases while the sectoral working groups are responsible for providing expert inputs during the sectoral planning phase;

· Partnership group will be consulted at least twice during the process, at the end of the Strategic Platform Revision Phase and at the end of the Operational Planning Phase. The partnership group meetings will be prepared and led by the development teams with critical advice and guidance provided by the Consultant;

• Each phase will result in an output product as follows:

1. Output of the Strategic Platform Revision Phase: Revised Strategic Platform;

2. Output of the Sectoral Planning Phase: 5-year Sectoral Plans;

3. Output of the Operational Planning Phase: 3-year Implementation Plan.

The Consultant will be responsible for reviewing, re-drafting and harmonizing all of the expected outputs with both the MiPRO and ILDP Guidelines. Each phase output is required to be validated by local development teams and UNDP/ILDP in order to be finalized.
The main strategy revision bodies shall be:

1. The Development Teams (DTs), which are the main body for the local strategic revision process and had been established during the process of strategic planning by the municipal/city mayors. It usually comprises between 7 – 15 members who are competent senior representatives from each relevant sector within the municipal administration. The teams also include representatives of the local development agency, if existing; representatives of the private and civil sector, and possibly of the Municipal/City Council. As such, the DTs will be responsible for coordination of the revision process and provision of the key strategy inputs throughout all revision stages, as well as for inclusion, consultation and overall coordination of all relevant stakeholders.

2. The Sectoral Working Groups (in the social, economic and environmental sectors as demanded by the strategic planning process), each comprising approximately 10 – 15 representatives of relevant local government administration, socio-economic stakeholders, etc., established by the DTs and responsible for the key inputs within the sectoral planning phase of the strategy revision.

3. The Community Development Partnership Groups, which are broad consultative partnerships, ensuring engagement and contribution by a wide scope of interested stakeholders not only in the strategic planning, but also in the follow-up strategy implementation process. It comprises representatives of socio-economic partners, citizen groups, private sector, media, etc. and as such is seen as a partnership mechanism between the local government and socio-economic stakeholders.

Duties and Responsibilities
For this consultancy assignment, one (1) consultant will be hired for the target cluster consisting of two municipalities (Trnovo RS and Ljubinje).
Hence, the consultancy will be conducted in a way that one consultant will be engaged for the process of strategy revision in 2 local governments.
The Consultant shall provide his/her offer for an unspecified cluster while ILDP reserves the right to assign each consultant to a particular cluster according to the following criteria:
· Specific experience of the Consultant (ILDP will take into the consideration if the Consultant had been previously engaged in the target local governments);

· General conditions related to the expected level of effort for each cluster;

· Strategic planning capacities of the target local governments.

The maximum Consultant days per cluster is 46 days.
The consultancy will ensure required technical assistance to the process of strategy revision which consists of the following:

· TA1 = facilitation and coaching of the working groups, development teams’ workshops and meetings. Facilitation refers to moderation, animation, structuring of workshops with the goal of ensuring participants’ ideas, experiences, information, that would result in identifying convergent ideas, perspectives and widely promoting agreed consensus positions on various issues. Coaching refers to support, feedback, appropriate guidance and, as required, proposal of corrective measures to the members of the local planning bodies in the strategic planning process;

· TA2 = reviewing, correcting, drafting, re-drafting components of the revised local development strategies focused on assisting key members of the local planning bodies directly. TA2 is hands-on, highly directive and involves expert support for document drafting and formulation. This will include “desk work” (if involving correction or drafting) and follow-up discussions, explanations and advice provided to the municipal actors on how to take the process forward.

More concretely, the Consultant will be expected to perform the following tasks:

Task 1: Review of the relevant strategy documents, evaluation reports and related relevant documentation (including ILDP Guidelines) and development of a detailed work-plan outlining the methodological approach and timeline of the process
Under this task, the Consultant will collect all relevant documents and become well acquainted with the municipal/city integrated development strategies, mid-term evaluation reports, and related relevant planning and reporting documents.
Also, as part of this task, the Consultant will become familiar with the MiPRO, its main principles and tools, the main stakeholders who took part in the process of strategic planning in the target municipalities as well as the strategic planning processes which that took place in 2009/2010. Additionally, the Consultant will review the ILDP Guidelines related to the upcoming revision process and provide a critical reflection on the proposed approach, available formats and tools.
Following the documentation review, the Consultant will propose a detailed work-plan outlining the approach and timeline of the process in each municipality. The work plan will be submitted for approval by ILDP and the target municipalities. Following the approval, the Consultant will, in coordination with ILDP, schedule initial meetings with the target municipalities and inform the ILDP accordingly.
It is envisaged that this task will be delivered by the third week of March 2016 and the level of effort of the Consultant will not exceed 8 work days per intervention Cluster.
Task 2: Provision of technical support to the process of revision of local development strategies
Under this task, the Consultant will provide technical assistance to the process of strategy revision. The technical assistance will include TA1 and TA2 assistance as described above. The Consultant is expected to steer, guide and facilitate the entire process which will result in a final draft revised strategy of the target municipalities.
Technical assistance will be delivered through a series of workshops carefully conceptualized, designed, and delivered by the Consultant in accordance to the ILDP Guidelines which will prescribe expected number of workshops in each of the three envisaged revision phases, as well as overall methodological approach, required formats and tools. The Consultant will facilitate and guide the revision process having in mind key aspects of the revision process as laid out above, ensuring timely delivery of all envisaged outputs of each of the three revision phases. As part of this task, the Consultant will collect signed participants list from all workshops and meetings held during the revision processes and forward them to the ILDP designated officer, together with final draft outputs from the three phases.
It is envisaged that this task will be delivered by the end of May, 2016 and the level of effort of the Consultant will not exceed 24 work days for intervention Cluster.

Task 3: Draft revised strategies (and their integral components) finalized and aligned with the MiPRO and ILDP Guidelines
The Consultant will finalize the draft revised strategies and ensure their alignment with the MiPRO and ILDP Guidelines. The Consultant will thereafter submit the draft revised strategies to ILDP for review and approval. It is envisaged that this task will be delivered by the end of June 2016 while the level of effort of the Consultant will not exceed 10 working days per an intervention cluster.

Task 4: Quality assurance of the process and its main outputs
Under this task, the Consultant will ensure required level of quality of the process and that of the final draft outputs, namely, revised strategic platform, new 5-year sectoral plans, operational plan and the revised draft of strategy as a whole. The Consultant will conduct quality assurance in close cooperation with UNDP/ILDP designated officer. Quality assurance includes the following:

· reviewing the draft documents and ensuring harmonization with the MiPRO and ILDP Guidelines;

· redrafting segments of the documents that are not satisfactory providing brief argumentation of the introduced changes;

· validating the final draft output with the ILDP;

· following-up on additional requests for changes that may come as part of the validation process and coordinating the finalization of the draft outputs with the development teams.

This applies to all three phase’s main outputs. The Consultant will in particular review and assure quality of the final draft revised strategy as a whole.
The minimum structure of the revised strategy is as follows:

· Introduction (including main findings of the evaluation report);

· Methodology;

· Revised strategic platform;

· Revised sectoral objectives and plans;

· Operational plan.

The required formats, tools and instructions in terms of maximum number of pages for each of the products shall be delivered to the Consultant as part of the ILDP Guidelines to be provided at the beginning of the Consultant’s engagement. It is envisaged that this task will be delivered by the end of July, 2016 while the level of effort of the Consultant will not exceed 4 working days per an intervention cluster.
All planned activities for the Task 1, Task 2 and Task 3, should be completed over the period from March-July 2016 with total number of days not exceeding 46 consultancy days per cluster.

Competencies
· Rich experience in analysis, definition and implementation of local development policies, strategies or programmes, particularly relevant for the local/regional level;
· Proven experience in facilitation and coaching of small groups of participants;

· Proven analytical skills and ability to conceptualise and write concisely and clearly in the languages of BiH peoples (Bosnian/Croatian/Serbian);

· Previous experience in applying MiPRO at local or higher levels in Bosnia and Herzegovina is considered an asset;

· Knowledge and previous experience at the local level within the particular LOT/cluster is considered an asset;

· Fluency in English and the official languages in BiH.

Required Skills and Experience
I. Academic Qualifications:
· University degree in public development studies, economics, political or social sciences or a related field.

II. Years of experience:

· Minimum 5 years of progressive experience in local development, strategic planning and/or strategy implementation primarily at local/regional level, including socio-economic analysis, specifically in Bosnia and Herzegovina;

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

2. Personal CV including past experience in similar projects with contact details of at least 3 references
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables. Payments are based upon output, i.e. upon delivery of the services specified in the TOR as follows:
Task 1: Review of the strategy documents, evaluation reports and related relevant documentation (ILDP Guidelines included) and development of a detailed work-plan outlining the methodological approach and timeline of the process

· Relevant strategy documents and evaluation reports reviewed;

· Work-plan and supporting tools for the revision process developed. Third week of March , 2016, (8 work days/Consultant)

Task 2: Provision of technical support to the process of revision of local development strategies

· All three phases of the revision process completed through a series of organized workshops held with the development teams and sectoral groups; End of May, 2016,(24 work days/Consultant)

Task 3: Draft revised strategies (and their integral components) finalized and aligned with the MiPRO and ILDP guidelines.

· Draft revised strategies submitted for ILDP’s review; End of June, 2016,(10 work days/Consultant)

Task 4: Quality assurance of the process and its main outputs

· Final draft of revised strategies quality assured and aligned with the MiPRO and ILDP methodological guidelines. End of July 2016,(4 work days/Consultant)

In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including fees, travel costs, per diems, etc.).

Individual consultants will be evaluated based on the following methodology:

1. Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
