Background

Under the direct supervision of the National Chief of ICT Services, supervises and manages National Network Administrator, Senior ICT Assistant, SCCM Server Administrator / Help Desk Operator, Help Desk Coordinator and IT / Communications Assistant in Head Office as a resource for Information Technology assistance to Mission. The incumbent will ensure that policies, procedures, instructions and guidelines written by OSCE Secretariat and Mission are implemented and followed continuously. The incumbent will ensure that all IT systems within Mission’s responsibility are operational, sufficient and cost effective according to defined service levels. The incumbent will ensure that user support is managed and provided appropriately according to agreed levels.

Tasks and Responsibilities

Defining IT security requirements and implementing IT security solutions, performing IT security administration;
Performing risk analysis;
Auditing the system for intrusion, performing audit tracking and reporting;
Defining, developing and implementing security requirements and measures;
Defining policies for data retention and securing data disposal;
Defining security policies for system users;
Testing and implementing strategic security technology;
Monitoring and assessing network vulnerability;
Managing user security policies and defining requirements (such as user password policy);
Identifying security considerations associated with the planned new releases;
Developing recommendations and implementing changes for system security upgrades and improvements;
Providing on-going technical support and subject matter expertise for security initiatives within the mission and organization wide as a member of InfoSec group;
Monitoring and reporting security problems to management;
Performing IT system analysis and IT infrastructure design planning;
Assessing and documenting current systems capabilities, limitations and user trends;
Reviewing and evaluating the design of IT network architecture, topology, interdependencies, and limitations as new technologies are developed, leading in design reviews;
Developing criteria to assess the need for IT infrastructure upgrade;
Defining scope of work and identifying performance metrics;
Researching technical alternatives and analysing technical options;
Developing IT infrastructure plans to meet new and changing requirements;
Identifying projected IT system limitations;
Assessing impact of changes in IT infrastructure on physical space and on staff resources;
Assessing flow and management of information through the organization for security and efficiency;
Preparing overall design environment to support uniform integration for legacy systems;
Developing budget projections for and productivity impact of infrastructure upgrades;
Recommending selection of architecture, topology, hardware, and software;
Performing IT system configuration and implementation;
Coordinating IT systems testing;
Performing implementation readiness review:
Assessing and mitigating risks associated with resistance and process change:
Planning and documenting IT system configuration;
Implementing new IT system configuration;
Performing server and workstation configuration and software loading;
Supporting, tracking, and documenting change implementation;
Contributing to the development of deployment plan and methods;
Providing uniform integration for legacy systems;
Putting IT systems into production;
Providing IT systems documentation;
Managing and supporting IT infrastructure;
Developing plan for physical space and storage of IT equipment;
Defining processes, testing and selecting tools necessary to manage and support IT infrastructure;
Defining processes and performance metrics, testing and selecting tools necessary to monitor, measure and audit system performance;
Developing processes for on-going maintenance of IT infrastructure ensuring system availability and business continuity and disaster recovery in accordance to management plans;
Evaluating the adequacy of resources for IT staff and system support and make recommendations to the National Chief of ICT;
Managing User Support through IT Help Desk;
Managing the work of 1st and 2nd line support staff;
Ensuring that service disruptions are properly identified, reported, prioritized, escalated and resolved efficiently;
Leading in development and maintenance of the Incident Management System;
Identifying major incidents;
Driving the efficiency and effectiveness of the incident management process;
Producing management information;
Managing IT policies and standards;
Keeping Current with industry practices and standards;
Defining areas of information management that require the establishment of policies and standards in the Mission;
Designing, developing, testing and implementing standard operating processes and procedures;
Assessing implementation and efficiency of IT policies and standards;
Revising policies and standards to meet changing requirements according to OSCE policies;
Developing processes to disseminate and support compliance to OSCE policies and standards;
Managing overall IT systems and product solution development;
Managing project scope, project life cycle, and product specifications;
Managing product schedule and report project status according to plan;
Facilitating team communication and negotiation;
Managing resource allocation during product development and testing;
Evaluating project completion with regards to scope, schedule, and budget against the project plan;
Assessing effectiveness of project monitoring processes and tools;
Acting as National Chief of ICT services in absence of the supervisor;
Performing other related work as assigned.

Znanja i kvalifikacije:
Necessary Qualifications

University Degree in computer science / IT communications;
A minimum of four (4) years of prior information technology related experience, with current industry networking technologies, preferably at large international organizations or companies;
Developed management, interpersonal, motivation, negotiation and performance management skills;
Excellent written and oral communication skills in English and in local language;
Ability to work with people of different nationalities, religions and cultural backgrounds;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Possession of a valid driving license.

Remuneration Package

Monthly remuneration, subject to social security deductions is 3,544.17 BAM/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
