Purpose
The purpose of this activity is to strengthen the relationship between border police and six selected local communities in combating crime in general and firearms trafficking in particular. To achieve this goal the consultant will conduct crime audits in six selected communities comprising inter alia short and long-term proposals. Based on the analysis provided together with the Border Police of Bosnia and Herzegovina (BP BiH) consultant will design tailor made workshops for each one of the six selected local communities. The subsequent workshops will focus on: establishing sustainable partnerships with and within the community (identifying partners, opportunities, threats and risks), ensuring deeper relationship with, and greater understanding of each one of the six selected communities thus strengthening the insight and responsiveness of BP BIH to specific chalenges, and further developing the capacities of BP BiH staff and their responsiveness to numerous geographic and security concerns.

Objective

The objective of this assignment is to demonstrate to the BP BiH how to better reach out to and engage specific areas (both geographic micro-areas and specific security areas) in which they would like to improve their insight, engagement and relationship with the local community. As a result of this activity the selected consultant shall demonstrate through six specific examples what are the practical possibilities and tools that could be utilized by BP BiH in strengthening their insight and responsiveness to specific geographic and security/safety concerns.

With his/her professional experience, the community-based (border) policing consultant will act to plan and organise training programmes which will lead to the development of the border police force and their community responsiveness. He/she will firstly conduct crime audits for six border communities, after obtaining necessary input from the BP BIH frontliners, police agencies on the spot and other stakeholders whose input is needed.

BP BIH has identified six municipalities where the problem of firearms trafficking could significantly affect security. Selected communities will be shared with the consultant after the contract has been signed.
Within this task, the selected consultant will conduct crime audits for each one of the selected municipalities in line with UNDP SEESAC Regional Micro-Disarmement Standard/Guideline (RMDS/G), as well as the International Small Arms Control Standards (ISACS). Moreover, a qualitative analysis of criminal rates will be carried out in selected communities with a view to identifying the roots of crime, with special focus on firearms trafficking.

The crime audit will additionally provide list of short and long-term measures, on the basis of which subsequent activities will be agreed upon with the BP BiH and UNDP for each one of the selected communities. The purpose of these activities is twofold: first to enhance cooperation between BP BiH with the local community and second, to enhance the cooperation between BP BIH and other local and national authorities , within the overall aim of fighting illicit arms trafficking.

Following the completion of crime audits, and the agreement reached with BP BiH, the selected candidate will assist the BP BiH in organizing workshops in selected communities within the overall aim of addressing the issues contributing to the concerted fight against illicit arms trafficking . Special attention shall be given to adequately address and incorporate the gender aspect in each aspect of this activity.

Background information

The consultancy will take place under the recently initiated Countering Illicit Arms Trafficking in Bosnia and Herzegovina – CIAT Project, funded by the Federal Republic of Germany and implemented by UNDP. This project is designed to further strengthen the capability of the Border Police BiH (BP BIH) to efficiently identify, prevent, and counter trafficking of firearms, ammunition and explosives in BiH through increased technical capacities.
Within its project work plan and national strategic framework of BiH regulating this area, the CIAT project will assist the targeted institutions and agencies in their continuous specialized training on border checks for all types of cross-border traffic, establishment of an efficient border surveillance as a quality filter for cross-border crime, implementation of joint specialized trainings, as well as contribution to the implementation of specific Small Arms Light Weapons (SALW) Strategy and the Action Plan activities.
The Project key output is as follows: BP BiH capacitated to efficiently identify, prevent, and counter trafficking of firearms, ammunition and explosives from and through BiH.
The main activities and expected results are as follows:

· Capacity of BiH front-liners increased,

· Capacity Development of BP BiH in Countering Illicit Arms Trafficking,

· Increased Technical Capacity for Detection, including provision of specialized equipment, procedures and training.

This intervention and envisaged Project results and activities are especially important to effectively combat crime in general and firearms trafficking in BiH in particular, in which BiH authorities need to be assisted at. To address this challenge the selected consultant will provide targeted assistance and support to BP BiH in establishing communication with other police agencies and local population in six communities identified by BP BIH as particularly vulnerable to illicit arms trafficking.

Duties and Responsibilities
Within this consultancy, the selected candidate will carry out the following duties under the supervision of the CIAT Project Coordinator and under the technical guidance of SEESAC SALW Coordinator:
· Task 1: Contact BP BIH, local police authorities and other relevant stakeholders and obtain the necessary input for the completion of crime audits;

· Task 2: Complete crime audit for six selected communities and present the results to BP BiH and UNDP ;

· Task 3: In concert with the BP BiH develop a Plan of Action for each one of the six selected communities;

· Task 4: Organize and carry out six workshops (one in each community).

· Task 5: Produce a Report about the process conducted, including but not limited to lessons identified, Recommendations.

The knowledge products developed under the scope of this IC represent the intellectual property of UNDP.

Travel costs are to be borne by the incumbent and hence included in the financial offer.

Required Skills and Experience
Education:
· Master’s degree in criminology, criminal law or other justice-related science. PhD in these areas is considered an asset.

Experience:

· At least 5 years of experience in conducting analytical reports related to criminal justice issues and victimization survey;

· Experience in lecturing and/or providing training related to criminal justice;

· Proven analytical skills.

Language Requirements:

· Proficiency in the local language and in English.

EVALUATION

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

· * Technical Criteria weight-70%

· * Financial Criteria weight- 30%

Only candidates obtaining a minimum of 49 points for technical criteria assessment would be considered for the Financial Evaluation.
