Background
Following the cessation of hostilities and signing of the Dayton peace accord the United Nations set up a mine action centre (UNMAC) in 1996 to conduct mine action in BiH. All technical support at the outset from the international community was humanitarian in nature and focused on implementing and/or capacity building at the technical level to conduct mine clearance, minefield marking and mine risk education. BHMAC was formed in 1998 with two mine action operational centres in Sarajevo and Banja Luka and a central body responsible for coordination in Sarajevo. Although the BHMAC initially provided a number of demining teams, it was essentially a coordinating body to oversee the work of all other field assets which included national and international commercial companies, national and international NGOs, entity Armies and civil protection

At the end of 2015, the Mine Action Centre of Bosnia and Herzegovina (BHMAC) reported a total contamination of 1,176.5km2 or 2.3 % of the total surface area of Bosnia and Herzegovina (BiH). A general assessment of the mine situation in BiH identified 1,417 communities as affected by landmines and Unexploded Ordnance (UXO). The assessment also states that landmine and UXO contaminated locations directly affect around 538,500 citizens, which is approximately 15% of the total number of citizens of BiH. The contaminated areas present a direct hazard to the safety of citizens and communities living in close proximity. These communities are also denied the safe use of contaminated lands, thereby hindering socio-economic development activities, negatively impacting on livelihoods and employment opportunities, and leading to the community’s marginalization and exclusion from growth and sustainable development.

To address these challenges, the Mine Action Governance and Management (MAGMA) Project has been launched, supported by the Ministry of Civil Affairs BiH and implemented by UNDP. The Mine Action Governance and Management project will assist the mine action authorities in Bosnia and Herzegovina to increase transparency, improve planning capabilities and implement contemporary mine action standards for an accelerated pace of mine clearance. It builds on the activities implemented in the past that resulted in reconvening the Board of Donors, improvements in the human resource management processes and mine action standardization within BHMAC.

Duties and Responsibilities
Under the direct supervision of the Justice and Security Sector Leader, the Mine Action Officer will have the following key functions:

Lead and steer the implementation and quality assurance of the Project in accordance with the Project Document and in close coordination and cooperation with Ministry of Civil Affairs BiH and BH MAC:

Set and steer the overall strategy, approach and delivery of the activities planned within the Project, against global best practices and abreast with European Union standards and approaches;
Guide the relevant Project team and provide quality technical advice in the affirming of a performance management system;
In cooperation with the Justice and Security Sector Leader, design and steer the delivery of the comprehensive capacity development activities aiming to positively impact the country’s goal to achieve mine-free status in line with the provisions of the Mine Action Strategy and Ottawa Convention requirements;
Provide expert advice, guidance, support and oversight through the process of provision of technical assistance and advice, organization of knowledge-transfer events, extensive consultative process and intensive coordination at national and international levels;
Design and oversee the Project’s efforts to improve the legislative framework in the area of mine action through provision of technical assistance and coordination;
Support the capacities of BiH’s institutions to transparently and credibly manage their mine action operations in line with their strategic goals;
Encourage and support knowledge sharing, exchange of experience and partnership building in the course of Project implementation;
Review results and monitor performance of Project goals in the area of mine action, as per the Project M&E plan and logical framework;
Support sharing and scaling-up successful approaches in the broader UNDP Justice and Security Sector Team.
Pro-active support to partnerships, networking and advocacy in the Project implementation, as well as in the broader UNDP/Mine Action Governance/donor and national key beneficiaries and stakeholder in Mine Action arena;

Coordinate activities for the Board of Donors sessions;
Support coordination between the national mine action authorities, the Demining Battalion and civil protection;
Support coordination between Demining Commission, BHMAC and donors to ensure consistent exchange of information on results, plans and challenges;
Prepare analytical reports capturing lessons learnt during the project implementation and at least semi-annually;
Analytically captures lessons-learnt and drafts reports based on the project experiences and monitoring of progress against set targets, including from the gender equality perspective;
Prepare relevant ad-hoc and periodic thematic reports;
Capture and ensure wide promotion and visibility of Project achievements, particularly with regard to developments in the mine action area;
Encourage multi-level cooperation across the Project area;
Ensure regular communication and coordination with Project counterparts and develop and maintain effective mechanisms for integrating and responding to their feedback and insights;
Encourage active participation of all project stakeholders through regular organization of project board meetings in order to promote their ownership of the activities and results achieved;
Maintain regular interaction with mine action interventions implemented by the international community;
Contribute to knowledge sharing among the wider mine action thematic area.
Gender equality mainstreaming within the Project:
– Support gender equality mainstreaming in Project implementation with special attention to internally displaced women and female-headed households that are particularly vulnerable due to a limited access to land or financial assets;
– Ensure that relevant documents prepared during project implementation are written using gender sensitive language.

Required Skills and Experience
Education:

Advanced university degree in economics, political sciences, social sciences, or other related areas;
BA degree with additional two years of working experience may be accepted in lieu of the advanced university degree.
Experience:

At least three years with MA (5 years with BA) of relevant working experience in the area of Mine Action and capacity development relevant to Mine Action activities in Bosnia and Herzegovina;
Knowledge and expertise in the area of Mine Action Governance and Management;
Thorough understanding of the overall political, administrative and institutional set-up relevant to Mine Action Governance in Bosnia and Herzegovina;
Familiarity with key public documents, strategies and trends related to Bosnia and Herzegovina’s responsibilities and international commitments relevant to Mine Action.
Language Requirements:

Fluency in English and in official languages of Bosnia and Herzegovina with excellent drafting and presentation skills.
