Background

Official estimates show that the total number of people originating from Bosnia and Herzegovina (BIH) in the world (including their offspring) is approximately 2 million. Most of them retain a strong emotional, financial, and familial connection with BIH. They are also well integrated and better off than other migrant communities in their host countries, with potential and willingness to contribute to development of their homeland. However, the interaction with them is sporadic and unstructured. Diaspora is rarely included or consulted in the design of policies or decision-making processes. Hence, the valuable intellectual capital and other potential contribution of diaspora, which can help addressing country challenges or promoting BIH globally, remains largely untapped. Against this background, the overall goal of the newly-launched Diaspora for Development Project is to increase socio-economic opportunities and perspectives for women and men in BIH, and to improve their livelihoods through increased diaspora engagement. This will be attained through achieving three specific outcomes:

Ministry of Human Rights and Refugees and Ministry of Foreign Affairs of BIH, in cooperation with government institutions at different levels, use and further develop their instruments to actively connect, exchange, and engage with diaspora members and organisations.
Municipalities align their development strategies to the BIH Diaspora Strategy, provide more and better services to diaspora members, and encourage community initiatives to attract diaspora know-how and investment.
Diaspora partners transfer know-how and skills and make joint investments with private sector actors in BIH, thus creating new jobs.
The Diaspora for Development Project (2016-2020) is supported by the Government of Switzerland and implemented by UNDP and IOM, in partnership with the Ministry of Human Rights and Refugees of BIH.

Duties and Responsibilities

Under the overall supervision of the Project Manager and under direct supervision of the Local Governance Officer, the Local Governance Assistant will have the following main functions:

Assisting in the provision of guidance and technical advice to local governments in the area of diaspora engagement:

Assists the Local Governance Officer in providing guidance and technical advice to partner local governments in their efforts to strengthen knowledge and tools for engaging diaspora, including through a portfolio of local administrative and information services and working with designated diaspora focal points;
Supports the conceptualizing, coordination and provision of capacity development support to partner local governments in relation to diaspora engagement;
Maintains regular contacts with partner local governments’ coordinators for diaspora matters;
Assists in organising training, workshops, technical assistance sessions, and other events, prepares relevant materials and minutes (when required);
Keeps up to date with good practices and successful initiatives in the area of migration for development, and diaspora engagement in BIH and globally;
Engages in coordination of relevant Project activities with the IOM and the BIH Ministry of Human Rights and Refugees, as well as the broader local governance team within UNDP;
Reports on the implementation of relevant activities, in line with the Project logical framework and its progress indicators.
Assisting in design and delivery of technical assistance to partner local governments to embed diaspora engagement in strategic frameworks and implement diaspora engagement community initiatives:

Assists in supporting the local governments to introduce diaspora-featuring local development strategies / action plans, including effective support to the identification of priorities entailing diaspora engagement in local development;
Supports the provision of tailored training and expert assistance in the process of implementation of community initiatives related to diaspora engagement in local development;
Conducts intensive field visits and supports monitoring of relevant Project interventions at the local level;
In close coordination with Project Economic Development Officers, supports the partner local governments in facilitating business to business linkages at the local level;
Reports on the implementation of relevant activities, in line with the Project logical framework and its progress indicators.
Supporting networking, awareness raising, and knowledge exchange in relation to diaspora engagement among local governments, as well as diaspora and local businesses:

Captures relevant project experiences and lessons learned in relation to the cooperation between diaspora, local authorities and other actors at the local level;
Provides administrative and organizational support to knowledge-sharing on diaspora engagement potentials and experiences among local governments in the country;
Assists the Local Governance Officer in establishing linkages with relevant regional and global networks;
Disseminates diaspora engagement good practices among local governments in BIH as well as with other relevant regional or global networks;
Contributing to gender mainstreaming within the relevant Project activities:

In the preparation of meetings/consultations/trainings, ensures gender balance of participants as much as possible;
Provides support to the Local Governance Officer to ensure that all relevant project documents are written using gender sensitive language;
Identifies and reports on relevant implemented activities contributing to gender mainstreaming.

Znanja i kvalifikacije:
Required Skills and Experience

Education:

Secondary education;
BA degree in social sciences would be an asset.
Experience:

Five years of general working experience; at least two year of experience in the area of local governance or local development;
Previous experience in the area of diaspora engagement will be considered an asset;
Experience in working with government authorities;
Understanding of local governance landscape in the country;
Understanding of development trends in BIH;
Excellent computer skills and ability to use information technologies as a tool and resource;
Experience in research and reporting.
Language Requirements:

Fluency in English and languages of BIH, with excellent drafting and presentation skills.
