Context

The Bosnia & Herzegovina Resilience Initiative (BHRI) is funded by the U.S. Agency for International Development (USAID). The overall objective of the program is to reduce the threat of radicalization and violent extremism in BiH and counter extremist efforts to deepen or exploit communal tensions. Through BHRI, IOM seeks to empower young people to resist recruitment, strengthen communities to better withstand radical influences, improve how towns and cities respond to extremist threats and reduce the likelihood of violence. To achieve these objectives, BHRI designs and implements small-grant activities through a process-oriented, community driven approach that emphasizes project processes. The implementation of the program will be closely coordinated with USAID.

Under the overall guidance of the Programme Manager / Chief of Party for the Bosnia & Herzegovina Resilience Initiative (BHRI) and the direct supervision of the Programme Development Officer (PDO), the Grants Officer (GO) will be responsible for organizing and tracking all aspects of the grant activity cycle and providing support to project development and reporting. S/he will be responsible for overseeing all aspects of the donor-provided activity database as a means of tracking each activity from start-up to close out.

Core Functions/Responsibilities

Oversee tracking, and control of grant proposals and approved grant activities.
Supervise Grants Unit staff, provide training on all related aspects of the grants management process and database maintenance, and ensure a high level of performance with the Grants Unit team.
Assist with drafting project proposals in English (such as activity background, implementation plan, M&E plan, budget, etc.) and with populating the program database with required information
Oversee maintenance of the Web-Based Activity Database (WBDB) and associated procedures and processes to ensure that all hardcopy and electronic documents for all grants are complete, filed, and in order. Liaise regularly and actively with financial, administrative, and logistic and procurement units to ensure timely information collection for grant tracking and ensure that program standards are followed.
Liaise with the donor and program counterparts as needed to revise and update the database, including submission of grants, budgets, grant amendments and grant reconciliation.
Develop, maintain, and enhance systems of communication and data transfer with relevant program units. Maintain appropriate program-wide standards of grant integrity, data collection and management, and information flow.
Ensure the grants matrix is maintained and regularly updated.
Monitor program grant funds and funding sources regularly to ensure availability of funds for individual activities. Maintain, update and share existing funding-related trackers on a weekly basis and inform senior management on availability of funds as required.
Maintain reporting on programmatic activity to donors, counterparts within the program, IOM Sarajevo and IOM at large, as required. Provide to the donor and the program team weekly activity grant updates and lead/contribute to quarterly report and other report drafting and revision process.
Produce reports and run queries from the database in a rapid fashion as requested. Develop reporting templates and refine existing mechanisms as required to ensure the preservation of appropriate institutional memory in the area of grants activities and management.
Perform such other duties as may be assigned.

Required Qualifications and Experience

Education/Training: Completed university degree from an accredited academic institution preferably in English language, Political Science or Business Administration

Experience:
Experience supporting small-scale efforts promoting community resiliency, local capacity building, strategic communications and small-scale infrastructure rehabilitation is highly desirable.
Experience writing project proposals in the English language and drafting budgets
Experience in graphic design, Power Point or other software to generate sophisticated reporting;
Experience in reporting and database management
