Background
The European Union Support to Agriculture Competitiveness and Rural Development in Bosnia and Herzegovina (EU4Agri) is a 4-year project (2020-2023) primarily funded by the European Union (EU) under the Instrument for Pre-Accession Assistance (IPA). Worth EUR 20 million, the project is implemented jointly by United Nations Development Programme (UNDP) and Czech Development Agency (CzDA).
In line with the Strategic Plan for Rural Development of Bosnia and Herzegovina (2018-2021) – Framework Document, the project objective is to increase the competitiveness of agricultural production and rural jobs and services. In this context, the project will focus on raising investments in the agri-food sector and increasing the knowledge and skill levels of agricultural producers and other participants in the value chain through the expanded provision of advisory services, as well as on improving economic opportunities in rural areas. The project will also enhance the policy environment through a coherent and complementary set of activities, including strengthening of institutional capacities and services, as well as improvements in policy and regulatory frameworks.
Accordingly, the project expected results are as follows:

Higher levels of production of safe and quality food based on introduced innovative practices, while preserving the natural resources and the countryside, are sustained; and
Policy actions are implemented in EU aligned manner, based on sector services and systems improved.
Under first result, the project will deliver a Grant Investment Package (GIP) targeting agri-food sector competitiveness. While the GIP will be designed as a coherent, coordinated set of support measures whose complementarity enables impact maximisation, it will be broken into three intervention lines. The first intervention line will focus on investment in both the farm and processing sectors; the second will focus on strengthening advisory and extension services to increase sectoral knowledge, skills and organisation; while the third will target strengthening and diversifying the rural economy.

Duties and Responsibilities
Under the direct supervision of the Agriculture Policy Coordinator, the GIP Manager will perform the following main functions, with due respect to the UNDP rules and regulations and the UNDP internal control framework:

Contribution to the conceptualization and design of the GIP;
Planning, day-to-day management and monitoring of GIP;
Coordination and participation in the provision of guidance, technical assistance and training to potential applicants and recipients;
Partnership and advocacy;
Mainstreaming gender equality and ensuring knowledge management.
Contribution to the conceptualization and design of the GIP:

Together with the Agricultural Policy Coordinator and in close cooperation with institutional partners, conceptualises and designs the GIP, as a coherent, coordinated set of support measures;
Drafts and develops GIP guidelines and prepares documentation for individual support measures evaluation and approvals;
Contributes to the analysis of capacities and needs of targeted stakeholders for GIP design;
Together with the Agricultural Policy Coordinator analyses economic environment, particularly in relevant sub-sectors and localities and uses available data for GIP design and implementation;
Keeps abreast of relevant trends, practices and experiences related to agri-food and rural development in the region and the EU;
Engages in the development of GIP monitoring framework and procedures for monitoring of individual support measures and awarded projects, in cooperation with the Agricultural Policy Coordinator and the Monitoring and Information Management Officer.
Planning, day-to-day management and monitoring of the GIP:

Plans, manages and monitors GIP related activities as part of the overall project workplans;
Manages the implementation of calls for proposals and beneficiary selection, including by engaging in appraisal of fully-fledged project proposals under the calls;
Coordinates GIP related informative sessions and capacity building events;
Conducts pre-award audits of potential beneficiaries, in addition to audits during implementation and at close-out, as relevant, in close coordination with the GIP Field Monitoring and Control Officer and Specialists;
Manages award, administration and monitoring of contracts with beneficiaries, keeping all the relevant records and documentation up to date and providing regular information to the team;
Provides regular reports on the GIP implementation, including on risks and issues, to the Agricultural Policy Coordinator and the Project Manager;
Coordinates the work of the GIP Field Monitoring and Control Officer and Specialists and together with them undertakes technical and administrative monitoring to awarded projects;
Contributes to the overall project planning, monitoring and reporting;
Contributes to harmonious working environment, seeking to strengthen teamwork, staff motivation and continuous professional development;
Ensures full accountability, transparency and the principle of competition in the allocation of resources, procurement of services, works and goods and selection of recipients;
Contributes to the design and regular use of monitoring tools and systems, oversees monitoring of individual support measures in line with the GIP Monitoring Framework, enabling evidence-based tracking of progress and achievements against the relevant indicators.
Coordination and participation in the provision of guidance, technical assistance and training to potential applicants and recipients:

Provides beneficiaries’ related inputs for design of technical assistance and capacity development support, including those relevant for GIP implementation and progress monitoring purposes;
Provides technical assistance to GIP beneficiaries related to GIP implementation;
Provides guidance to the project team and partners in relation to the GIP implementation, also regularly reviewing GIP related processes to introduce improvements, as relevant;
Analytically captures lessons learnt and drafts reports based on the project experiences and monitoring of progress against set targets, including from the gender equality perspective.
Partnership and advocacy:

Establishes good working relations with relevant institutional and organisational partners at state, entity, cantonal and local levels, as well as with main international organisations working in the domain of agriculture and rural development and other relevant area;
Identifies linkages between GIP and other relevant interventions and supports the implementation of synergetic initiatives to avoid overlaps and maximize GIP effects;
Identifies and and/or contribution from various stakeholders and propose new partnership opportunities which would add value and maximize the project results.
Mainstreaming gender equality and ensuring knowledge management:

In cooperation with Agriculture Policy Coordinator ensures gender mainstreaming throughout the GIP related activities, work plans, budgets, reports, research and analyses;
Ensures gender equality through design of gender-sensitive GIP criteria;
Supports continuous learning by the GIP project team and contributes to the UNDP in-house thematic knowledge and practitioners’ networks;
Establishes connections of exchange and learning with national and regional local development networks and resource persons;
Ensures all projects products and heritage are duly stored and made available to the broader programme.
Impact of Results


The key results have an impact on the efficient, effective, transparent and accountable implementation of the EU4Agri project, ensuring increased competitiveness of the agri-food sector through innovative investments and transfer of know-how, thus contributing to increased growth and employment in Bosnia and Herzegovina.

Znanja i kvalifikacije:
Required Skills and Experience
Education: 

Advanced university degree in agronomy, development studies, economics or other related areas;
BA with additional two years of qualifying work experience may be accepted in lieu of MA.
Experience: 

At least 3 years of relevant experience in the field of economic development, with focus on rural development;
At least 3 years of relevant experience in management of financial assistance (i.e. grants, direct support etc.) to private sector beneficiaries.
Experience in the management of financial assistance in the agri-food sector and rural development is a distinct asset;
Demonstrated knowledge of agri-food sector and rural development needs and processes in the country, as well as within the context of the EU integrations;
Familiarity with key public documents, strategies and trends related to the overall development agenda of Bosnia and Herzegovina.
Language Requirements: 

Fluency in English and the official languages of Bosnia and Herzegovina, with excellent drafting and presentation skills.
Other: 

Excellent computer skills (especially Microsoft Office applications) and ability to use information technologies as a tool and resource.
