Purpose
UNDP within the project Green Economic Development – Environment (GED), in Bosnia and Herzegovina is seeking to recruit a consultant to participate in process of installation of photo-voltaic solar systems within public buildings where UNDP is implementing a project that focuses on improvement of energy efficiency in public sector.
Objective
Under the overall guidance and direct supervision of the Project Manager, the National consultant’s responsibilities will be creation of Preliminary Design, conduct field visits and prepare assessment of public infrastructure interventions, review and assess technical design documents for infrastructure interventions, prepare BoQs, and conduct supervision during execution of the reconstruction works for installation of photo-voltaic solar systems within public buildings, as specified in this ToR.

Required Skills and Experience
Academic Qualifications/Education
Minimum of a master’s degree in electrical engineering, or equivalent (VII degree of BiH education system);
State exam in electrical engineering
Experience
Minimum 10 years of professional experience in the relevant field of electrical engineering;
Minimum 5 years of specific experience in preparation of technical documentation for solar photo voltaic systems;
Experience in working in complex environments and large infrastructure and/or electrical works, particularly in the field of construction, technical project documentation development as well as construction supervision;
Working experience within the area of preparation, implementation and monitoring of technical/(re)construction projects; methodological and calculation skills;
Experience on same projects with focus on implementation/supervision/quality control on energy efficiency in construction;
Good knowledge and understanding of the Entities’ Spatial Planning and Construction Acts, by-laws regulating the construction of similar public facilities, technical regulations, general and special technical conditions and professional codes;
Knowledge of BiH regulations and requirements on procurement, tendering and contracting;
Extensive knowledge and understanding of environment, climate change and EE issues and their importance in the regional and local context to be able to take into consideration energy efficiency standards as much as possible as well as introduction of use of renewable energy sources as part of preparation of specific technical documentation will be considered as an asset;
Knowledge of the UNDP rules, procedures and regulations would be an asset.
Languages Requirements
Fluency in both written and spoken B/H/S languages is a must;
Knowledge of English language would be an asset.
