OSCE missions and field activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. Each mission has a different mandate, but generally work addresses early warning, preventive diplomacy, conflict management and post-conflict rehabilitation.

The General Framework Agreement for Peace in Bosnia and Herzegovina (BiH), negotiated in Dayton, Ohio, and signed in Paris, France in late 1995, shapes the work of the OSCE Mission to Bosnia and Herzegovina.

Tasks and Responsibilities

Under the supervision of the Head of the Human Dimension Department (Head, HDD), the incumbent is the principal staff member responsible for the day to day management and implementation of the programme. Specifically, the successful candidate will be tasked with the following duties:

Supporting the achievement of the Department’s policy and legislative objectives in co-operation with Project Managers, including direct lobbying of governments, Ministers, Members of Parliament and preparation of briefs for the Head, HDD, Head of Mission, Deputy Head of Mission’s involvement; working closely with Head, HDD to ensure overall situational analysis, and contributing to short-and long-term objectives;
Ensuring consistency and coordination in the implementation of the programme’s different elements to ensure that optimum impact is achieved from the human and financial resources employed; this includes making proposals for further consolidation of the Department’s programmatic functions;
Contributing to programme development and strategy formulation through identification of lessons learnt, current trends, achievements, problems and future plans; responsible for the co-ordination of field advocacy and regional/community level strategy development;
Ensuring that Department programme staff in the Head Office and in the field work as a coherent team focused on achieving the department’s agreed objectives; this includes regular visits to the field and establishing effective co-ordinating mechanisms;
Assisting the supervisor in liaising and co-ordinating with international and national organizations, in order to prevent duplication and to ensure that the programme achieves maximum benefit from related initiatives;
Assisting the Head, HDD in examining all requests for expenditure to ensure conformity with programme objectives, including liaison with the Chief of Fund Administration on all financial and administrative issues pertaining to implementation of programme activities; oversees all operational and administrative matters related to HDD staffing requirements, setting priorities, identifying skill gaps and recommending development programmes in conjunction with the Mission´s Chief of Human Resources;
Performing other duties as required.

Necessary Qualifications

Citizenship of an OSCE participating State, excluding sole citizenship of Bosnia and Herzegovina;
Advanced university degree in political or social sciences, international relations, public policy, law;
A minimum of eight years of international professional experience in management or co-ordination of democracy-building, human rights, education, rule of law programme implementation, preferably in post-conflict, transitional or developing countries;
Proven experience with managing teams;
Professional fluency in English, including excellent written and oral communication skills; working knowledge of the local language is highly desirable;
Ability to work with people of different national and cultural backgrounds;
Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
Computer literate with practical experience in Microsoft applications;
Possession of a valid driving license.
Remuneration Package

Monthly remuneration subject to social security deductions is about US$ 5,752.6 to which is added Board and Lodging Allowance (currently EUR 116 per day subject to change without prior notice). Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are made at step 1 of the applicable OSCE salary scale.
