UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination and violence against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women supports UN Member States as they set global standards for achieving gender equality, and works with governments and civil society to design laws, policies, programs and services needed to implement these standards. In addition, the organization supports governmental authorities and civil society organizations throughout Europe and Central Asia to implement UN Security Council resolution 1325 and its subsequent resolutions. These resolutions make up the core of the international women, peace and security (WPS) agenda which in the context of Bosnia and Herzegovina (BiH) is important in terms of tackling conflict related sexual violence, radicalization and violent extremism.
UN Women is advocating globally for interventions in the sphere of conflict related sexual violence which would transform the position of survivors in society, while economic empowerment and security is a path towards achieving this goal. Economic rights are prescribed in legislation which regulates the rights of CRSV survivors in BiH, but often times these rights are not exercised. UN Women has analyzed why this is the case and what type of intervention is needed to ensure that economic rights are exercised by survivors. Violent extremism on the other hand is arising issue for UN Women in BiH. While there is an increasing engagement of local and international partners in this area, there is a general lack of understanding of the specific needs of women and girls who are impacted by radicalism, and violent extremism. For this reason, the UN Women is in the process of analyzing the needs and position of women and girls, mapping the reach of current policies and programs, and developing recommendations for programming and advocacy.
Both CRSV and PVE work in BiH focus on the needs and dynamics in the local communities and women affected are facing many of the same socio-economic challenges and social exclusion. UN Women is therefore seeking to engage a consultant with the task of developing programming for these interventions areas.

Duties and Responsibilities
DEVELOPMENT OBJECTIVE
In the area of Conflict Related Sexual Violence programming, the consultant will have conduct consultations with relevant stakeholders – FBiH: Ministry of Labour and Social Policy, Employment Fund and Fund for Professional Rehabilitation; Brcko District: Mayor, Department for Health and Other Services and Employment Service. Consultations have to also be held with the three gender mechanisms (BiH Agency for Gender Equality, FBiH Gender Centre and RS Gender Centre), which have strongly advocated for economic empowerment of CRSV survivors. Based on the documents already available, including draft concept note, time and financial schedule and draft table of activities, as well as all analysis done by UN Women on economic empowerment of CRSV survivors, the consultant will be tasked with developing project document for the work in the upcoming period.

Based on the research on women’s perspectives on Preventing Violent Extremism in the country, and regional and international relevant practices, the consultant will develop a draft project document, in close consultation with relevant stakeholders and UN Women staff in the country, Regional Office and the HQ.

IMMEDIATE OBJECTIVES

The specific objectives of this consultancy are:

· To facilitate discussions with the relevant CRSV and PVE stakeholders;

· To develop a project document for UN Women work on CRSV (as part of the Joint UNCT Programme);

· To develop a draft project document for UN Women work on countering/preventing violent extremism in the country.

ACTIVITIES AND TIMEFRAME

The consultant will be expected to complete the following tasks within the indicative timeframe:

· Facilitate meetings with national counterparts on employment programs for CRSV and securing inputs from national counterparts on activities, timeline and budget – 6 days, by 05 November 2017;

· Develop a project document for work on CRSV in the country (UN Women component of the Joint UNCT Programme) – 5 days, by 15 November 2017;

· Draft a draft project document for UN Women work on countering/preventing violent extremism in the country – 19 days, by 15 December 2017;

The consultancy will last 30 days over the period 25 October until 15 December 2017.

REPORTING

The consultant will work under overall supervision of UN Women Representative and direct supervision of the Programme Specialist and be responsible for the following deliverables:

Deliverable 1 Holding consultations with national counterparts and developing the final table of activities, timeline and budget

· Holding consultations individual and group with FBiH institutions;

· Holding consultations individual and group with Brcko District authorities;

· Holding a joint meeting with the gender mechanisms to depict their role in the process of developing the proposal and its implementation.

Deliverable 2 Developing a project proposal for UN Women office in BiH as part of the Joint Project

· Production of a draft project proposal which includes the inputs from national counterparts;

· Reviewing of the proposal initially by UN Women Office management, and later on the CRSV Coordinating Team (Joint Project Manager and Project Assistant);

· Finalizing the project proposal and its submission to UN Action.

Deliverable 3 Developing a project proposal for UN Women office in BiH on C/PVI

· Drafting project proposal, based on the inputs from the relevant experts in the country, UN Women ECA Regional Office and the HQ;

· Reviewing project proposal based on the inputs of UN Women Country Office management.

Required Skills and Experience
Academic Qualifications:
· Master’s degree in social sciences, or human rights.

Skills and Experience:

· At least seven years of demonstrated work experience in project development and implementation;

· Strong understanding of reparations, gross human rights violations, including CRSV;

· Solid understanding of the Women, Peace and Security agenda, especially existing documents in BiH;

· Previous experience working/consulting for international projects/programmes;

· Fluency in English and B/H/S, excellent spoken and written skills.

EVALUATION OF OFFERS

UN Women applies a fair and transparent selection process that takes into account both the technical qualification of potential consultants as well as the financial proposals submitted in support of consultant applications. Candidate applications will be evaluated using a cumulative analysis method taking into consideration the combination of applicant qualifications and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

· responsive/compliant/acceptable, and

· having received the highest score out of below defined technical, interview and financial criteria.

Only candidates obtaining a minimum of 50 points in the technical evaluation will be considered for an interview. Top 3 candidates (with highest number of points in the technical evaluation) will be interviewed. The maximum number of points assigned to the financial proposal will be allocated to the lowest price proposal among those candidates who have reached at least 5 points in the interview. All other price proposals receive points in inverse proportion.

Criteria:

· Technical evaluation (80%);

· Financial Evaluation (20%);

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 20 (S – score received on financial evaluation; Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round; F – financial offer under the consideration.

Please note that travel costs and accommodation cost should be covered by the consultant and included in the financial offer.
