Purpose
The purpose of this assignment is to contribute to the identification of livelihoods needs for the flood-affected, low-income housing beneficiaries in partner local governments.
Objective
The main objective of this assignment is to design a comprehensive methodology for the Livelihoods Needs Assessment (LNA). The assignment covers finetuning and revision of the methodology, following the testing in minimum two random locations as well as compilation of all knowledge and collected data into the LNA Toolkit, which could be used by UNDP in the assessment of livelihoods needs in the post-disaster phase in the future.
Background Information
The disaster that struck Bosnia and Herzegovina in May 2014 affected a quarter of the territory of Bosnia and Herzegovina and approximately one million people, which is approximately 27% of the country’s population. Over 50% of local governments in the country were in some form affected by the event, with substantial damages recorded to the housing stock, infrastructure, vital service providers, and the country’s productive assets. The effect of the disaster on the most vulnerable merely exacerbated pre-existing problems and disproportionately impacted their lives. Nowhere was this exhibited more than in the case of returnees and those internally displaced.
In the aftermath of the disaster, the international community reacted swiftly, providing emergency and humanitarian assistance, as well as convening a donor conference in July 2014, pledging substantial funds for the rebuilding of the country. The first comprehensive recovery effort to hit the ground was the Flood Recovery Programme financed by the European Union (EU FRP), rolled out in August 2014 and spearheaded by the United Nations Development Programme (UNDP) in Bosnia and Herzegovina, along with the International Organization for Migration (IOM) and the United Nations Children’s Fund (UNICEF). Despite the intervention’s impressive outreach, with more than 610,000 people assisted, there remains a significant number of the most vulnerable yet to recover; UNDP estimates place that number at around 20,000 households that require further assistance in the form of durable housing solutions or livelihood support. With national and international recovery efforts winding down, the remaining caseload is largely left to its own limited capacities to self-recover.
Against this background, and acting on behalf of the European Union, as the principle donor, UNDP will be implementing a targeted recovery intervention across Bosnia and Herzegovina aimed at reaching out to the most vulnerable households within the most heavily affected communities. By the end of the Project, the following results are expected to be achieved:
· Socially and economically vulnerable households, rendered homeless by the 2014 disaster, provided with new homes;
· Socially and economically vulnerable households, residing in disaster-affected substandard housing, benefit from restored and improved homes;
· Livelihoods needs identified, enabling tailoring of income generation support for housing assistance beneficiaries;
· Vulnerable households benefit from a steady and sustainable income stream.
These Terms of Reference (ToR) focus on the implementation of the third Project objective and aim to identify livelihoods needs of the beneficiaries currently being selected for construction or rehabilitation support. Considering the likely structure of the overall housing beneficiary caseload, and in the light of lessons learned through EU FRP, not all housing recipients will qualify for income generation support. Based on available statistics, the Project plans to extend livelihoods assistance to 555 households in Bosnia and Herzegovina (or 57 % of 965 households benefitting from housing assistance).
The ToR entails the development of a livelihoods needs assessment (LNA) methodology, quality assurance of the assessment and design of LNA toolkit. The assessment to be conducted by a service provider contracted by UNDP will capture i) the livelihoods impact of the disaster on affected local communities and on each targeted household; and ii) opportunities, capacities and needs at household, community and local economy level; as well as iii) convert results into a menu of response options tailored to the needs of each household but in line with local priorities and opportunities. The assessment will also help establish a baseline for subsequent interventions, as there are no statistics on livelihoods impact of the 2014 disaster on individual communities. Regardless of assessment design, however, direct contact with beneficiaries will be prioritized with multiple interviews and discussions with each household a must. In addition, the assessment is expected to rely on a host of quantitative and qualitative data collection tools, including but not limited to desk research, focus group discussions and structured questionnaires. Representatives of partner LGs will also take part in the assessment to provide context, enhance local ownership and learn how to best gauge the needs of their citizens. Assessments will simultaneously be conducted for beneficiaries in 24 partner local governments in the Entity of Republika Srpska (RS) and 20 partner local governments in the Entity of Federation of Bosnia and Herzegovina (FBIH).
Duties and Responsibilities
The consultancy will consist of the following key tasks:
· Task 1: Design of LNA Methodology
· Task 2: Backstopping and quality assurance of the LNA
· Task 3: Design of LNA Toolkit
Task 1: Design of LNA Methodology
Under this task, the Consultant is expected to:
1. Undertake desk review and consult the project team;
2. Design the draft LNA Methodology and submit it to UNDP for review and comments;
3. Revise the draft LNA methodology based on UNDP comments;
4. Supervise testing of the methodology (conducted by UNDP team) in two sample localities (one in the FBIH and one in the RS which will include up to two field visits);
5. Finetune the methodology based on the initial testing; and
6. Submit the finalized methodology to UNDP for approval.
The methodology should entail (but should not be limited to) the following elements:
· Data and information on livelihood impact of the disaster on each individual household and overall affected local community. Given the lack of official income data or previous livelihood data, the Consultant will have to select a solid and proven methodology that will enable them to assess the loss of income as the result of the disaster. UNDP understands the difficulty in assessing the livelihood impact of a disaster when the assessment is conducted more than 3 years after the disaster. For that reason, it is expected that the Consultant will propose two different approaches: i) The first approach will be to review the data referring to the impact immediately after the disaster, and ii) the second will be to assess the remnants of the impact a few years after the disaster. The data collected will enable UNDP to establish a baseline to measure the impact of the project on bridging the loss of livelihood following the disaster.
· Data related to skills, abilities, availability of necessary inputs and aspirations for each unemployed working age household member. The Consultant should develop a questionnaire that will be tested prior to adoption of the LNA methodology. The methodology should also define how to approach interviews with socially and economically vulnerable and excluded individuals and families.
· Quality assurance mechanisms.
· Ranking system, based on all the above, which will allow UNDP to select beneficiaries, who have long-term potential to address own livelihoods needs, taking into account livelihoods potential, previous experience as well as economic opportunities in the area.
The estimated level of effort under this task is 20 days, from January 20 to February 28, 2018.
Task 2: Backstopping and quality assurance of the LNA
The Consultant will have the role of external quality assurance for the service provider which will conduct the LNA. The Consultant will ensure that assessment activities have been conducted in a consistent and fair manner. In this respect, the Consultant will:
1. Provide training to selected service provider along with the assessment tools.
2. Provide guidance and measure performance of the service provider during the assessment for quality assurance mechanisms integrated into the methodology. In doing so, the Consultant will ensure the guidance is adequate and soundly substantiated, with clear instructions and internal logic for internal and external quality assurance measures.
3. Monitor the service provider’s performance during LNA implementation providing the independent quality assurance and backstopping support (including all steps of the assessment i.e. up to five field visits, office work, meetings with the service provider, etc.). Particular attention will be paid to the interviews process, accuracy, precision, completeness and quality of data collected in the field and entered into the electronic format.
4. Provide corrective mechanism for eventual errors and deflections from the projected activities determined in the ToR for the service provider engaged to conduct the LNA.
The estimated level of effort under this task is 20 days, from March 1 to April 30, 2018.
Task 3: Design of LNA Toolkit
The Consultant will design the toolkit that could be used by UNDP in the assessments of livelihoods needs in the post-disaster phase. Under this task, the Consultant will:
1. Review lessons learned with all involved parties through the LNA implementation (UNDP, beneficiaries and the service provider team);
2. Incorporate lessons learned from the private sector and local government focus groups, along with tailored packages preparations for individual beneficiaries;
3. Based on the captured lessons learned, conduct a final finetuning of the methodology and all the tools developed;
4. Draft the toolkit package;
5. Submit the draft toolkit package to UNDP for review and comments;
6. Revise the draft toolkit package in line with UNDP comments;
7. Submit the revised toolkit package for final approval to UNDP;
8. Finalize the LNA Toolkit;
The toolkit should entail, but not be limited to the following elements:
1. Brief introduction;
2. LNA methodology;
3. Examples for each type of livelihoods package for individual beneficiaries;
4. Lessons learned of the LNA conducted in Bosnia and Herzegovina;
5. Conclusions; and
6. Annexes (e.g. sample questionnaires and other data collection tools, training material to surveyors, calculation table for livelihood impact assessment, format for economic opportunity analysis, database format, sample report).
The estimated level of effort of this task is 10 days, from May 1 to May 31, 2018.
Deliverables and timelines
The Project team will closely oversee the service provision, work in close and continuous cooperation and coordination with the Consultant.
The service deliverables, including papers and all relevant materials, will be available for future use within the Project and by the service provider for LNA, as well as by UNDP and other projects in the future.
The expected timeframe for the service is from 20 January 2018 – 31 May 2018.
