Position Title: Consultant for Capacity Building on Prevention of Radicalization Leading to Violence (for Center for Social Works)

Duty Station: Home base station of consultant with regular travel to Bosnia and Herzegovina (Sarajevo and Bihac)

Type of Appointment: Consultancy, between 40 and 50 days

Project Title: Stepping Up Social Work in Bihac to Prevent Radicalization

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

1. BACKGROUND

IOM’s Bosnia and Herzegovina Resilience Initiative (BHRI) program is supporting initiatives that seek to strengthen the ability of institutional and community actors to mitigate and respond to ideologically motivated violence in Bosnia-Herzegovina. As part of the BHRI program, IOM is working to increase the capacities of local stakeholders and relevant institutions to address issues of radicalization leading to violence from the perspective of prevention and redirection.

2. GENERAL OBJECTIVES OF THE CONSULTANCY

This consultancy will provide capacity building support to the Center for Social Work Bihać (CSW), a BHRI partner based in north-western Bosnia and Herzegovina (BiH). The consultant will lead in developing and implementing a practical toolkit that will support a newly formed department for preventing and addressing radicalization issues with vulnerable youth from the wider Bihać area.

Additionally, the consultant will support the CSW Bihać in establishing Standard Operating Procedures (SOPs) and an outreach strategy for the new department, as well as provide on-site mentoring for the staff of CSW Bihać related to social work and its role in preventing radicalization. The consultant will provide support in line with the BiH legal framework to adapt and apply best practices in the sphere of preventing radicalization through the work of social services.

Throughout the course of the consultancy, the consultant will maintain a close partnership with BHRI staff while also remaining in direct communication with CSW Bihać. The consultant, BHRI staff, and CSW Bihać will work closely together to provide regular feedback, adjustments, and adaptations to deliverables within the consultancy.

3. TASKS TO BE PERFORMED

Conduct an assessment of CSW Bihac specifically related to their capacity for identification and prevention of radicalization leading to violence amongst youth
Develop and deliver a specialized training module for CSW Bihać staff on the process of identification and response to the issue of youth radicalization from a social work perspective, taking into consideration sensitivities and ethical issues related to the topic;
Take the lead on the establishment of SOPs, in close cooperation with leadership of CSW Bihać, for the newly formed department, including both services and approaches to be used;
Coordinate the drafting of stakeholder mapping and a communication protocol in cases where it is required to include other relevant community actors in the work of the newly formed department (i.e. law enforcement, religious communities etc.) in close cooperation with CSW Bihać;
Facilitate the development of an outreach strategy for CSW Bihać that is to enable the identification of risk factors that can lead to radicalization in cooperation with relevant staff from CSW Bihać;
Provide guidance to the newly established department of CSW Bihać to develop a ‘support model’ approach that will enable non-invasive approach to working with at-risk individuals and encourage them to provide their feedback on the process;
Assist and support CSW Bihać during the initial 8 weeks of the roll-out of the newly formed department, including case-by-case advisory services, to the extent possible under the BiH legal framework;
Provide weekly reports to BHRI and present achievements, identify challenges and propose adaptations and adjustments to the process to best respond to the shifting priorities at the field level;
Provide a final report containing recommendations for further development by BHRI;
Provide additional support to BHRI where required, which may include, but not be limited to: liaising with relevant community stakeholders (police, civil protection, local authorities, etc); providing consultative advice on an ad-hoc basis related to preventing radicalization/deradicalization from a social work perspective.
4. OUTPUTS / DELIVERABLES

Capacity assessment
Specialized training module (PowerPoint presentation, handouts, reading material); training for CSW Bihać
Standard Operating Procedures for the new department
Outreach strategy;
Anonymized case studies;
Weekly progress reports;
Other deliverables to be determined in coordination with BHRI and CSW Bihać

It is envisaged the consultancy will occur in four stages:

Stage 1: Introduction to CSW Bihac, understanding of legal and operational framework, capacity assessment of the newly established department

Stage 2: Development of a specialized training for CSW Bihać and establishment of SOPs, and drafting of outreach strategy

Stage 3: On-site case support, training and mentoring of CSW Bihać staff

Stage 4: Provide final report containing recommendations for further development

5. REQUIREMENTS

Education

Minimum a Master’s or above university degree, in Social Work or another field related to the services preferably with a specialization in radicalization leading to violence;
Thorough knowledge of processes of radicalization leading to violence and avenues to prevent and address this phenomenon;
Language knowledge: Fluency in English is a requirement. Solid knowledge of Bosnian/Croatian/Serbian language is a distinct advantage. All the deliverables must be written in English.
Experience

Minimum 6-10 years of relevant working or research experience on radicalization leading to violence;
Experience in working with governments, civil society, and other institutions;
Experience in conducting assessments;
Proven experience in developing training materials and delivering trainings.
Competencies

Excellent analytical, organizational skills and reporting skills
Good computer literacy and applications proficiency
Ability to function effectively and harmoniously in a fast-paced, cross-cultural work environment
Demonstrated gender and social inclusion awareness and gender sensitivity
Ability to deliver quality work with minimal supervision and to meet deadlines under tight timeframes
