Directorate for European Integration of BiH as the Operating Structure for implementation of the Cross Border Cooperation Programme IPA 2014-2020 in BiH, in cooperation with the Ministry of Foreign Affairs and European Integration of Montenegro, for BiH citizens, is announcing:


VACANCY
for a short term position

1. Awareness Raising Expert in BiH in Joint Technical Secretariat (JTS) for the IPA II Cross Border Cooperation Programme BIH – Montenegro 2014-2020, in Sarajevo

Joint Technical Secretariat is a body in charge of assisting Operating Structures of participating countries and potential applicants from the eligible territory in implementation of Cross-border Cooperation Programmes and relevant cross-border grant schemes. JTS is financed from the Programme technical assistance funds through a service contract of the European Commission (TA Service Contract), being implemented by the Directorate for European integration in cooperation with the Ministry of Foreign Affairs and European Integration of Montenegro. In line with the Article 79, point (3), of the Framework Agreement on the arrangements for implementation of Union financial assistance under the IPA II, JTS shall be staffed with nationals from both participating countries. Specific to this position of Awareness Raising Expert in BiH, BiH citizenship is required. The selected candidate for the abovementioned position will be offered a short-term contract, in accordance with the Organisation and Methodology of the TA Service Contract and relevant Terms of Reference.

To be considered for admission applicants must meet the following requirements:

Qualifications and skills
- University degree, preferably in social science
- Fluency in both written and spoken English and the official languages in Bosnia and Herzegovina and Montenegro
- Excellent communication and presentation skills
- Computer literacy
- Driving license
General professional experience
- At least 5 years of professional experience following the University degree.
Specific professional experience
- At least 3 years of experience in publicity and information dissemination in public or private sector (e.g. working in the media, design, publishing);
- Relevant professional experience in the programmes/projects funded by the EU or other donors;
- Knowledge of EU communication and visibility rules;
- Experience in at least one EU-funded project in the last 3 years and knowledge about IPA CBC Programmes in the Western Balkan countries would be considered an asset.

Applicants meeting the requirements will be invited for the English language test and interview. Applicants will be appraised against the selection criteria based on data provided in the CV, results of English language test (which will be eliminatory in case of score below minimum threshold) and during interviews.

NOTE: Upon the completion of the selection procedure, working papers of the selection panel and CV of the selected applicant with the relevant documents shall be submitted to the EU Delegation for approval. Upon the approval and before the short term contract is signed, the selected applicant must submit certified copies of all the documents submitted in the initial application as well as certificate of citizenship.
