Background
The Western Balkan (WB) countries are facing complex set of similar development challenges. These countries, namely Albania, Bosnia and Herzegovina, FYR Macedonia, Kosovo* , Montenegro, and Serbia, invest significant efforts to mainstream the EU accession agenda within theirs socio-political contexts.

An integral part of the EU accession agenda is to promote the inclusion of civil society and further development of participatory democracies in the Region. All the WB countries face challenges, specifically related to the lack of collaboration between the government and civil society. Also, lack of transparency of existing public mechanisms for support of civil society organizations (CSO), mainly at the local level, is perceived as one of the main obstacle for development and functioning of credible civil society.

Local governments in the WB are one of the key funding providers for CSOs and absence of a conducive financial environment is one of the main challenges civil society is experiencing in the current period. CSOs still largely depend on funding by foreign donors while the government funding, which could represent an important alternative support, lack accountability and transparency of the distribution mechanisms. As a consequence, CSOs are struggling with insufficient diversification of funds that undermine their sustainability and independence.

All the WB countries, and local governments consequently, use similar models for funding of CSOs from public budgets, where common challenges relate to insufficient transparency and/or clear criteria of the selection processes. These limited, uncompleted and often discriminatory models limit the reinforcement of the position and importance of civil society in these communities and hamper further development of participatory democracies in the WB Region.

To address these challenges, the EU-funded Regional Programme on Local Democracy in the Western Balkans (ReLOaD) aims to strengthen partnerships between local governments and civil society by scaling-up a successful model of transparent and project-based funding of CSOs. The funding model offered for replication from Bosnia and Herzegovina will be adapted to each country specifics taking into consideration existing regulatory frameworks and funding practices developed by relevant state/entity/local government institutions. The ReLOaD programme will be implemented in Albania, Bosnia and Herzegovina, Former Yugoslav Republic of Macedonia, Kosovo*, Montenegro, and Serbia. The total budget of the programme is EUR 10 million, out of which the European Union is providing EUR 8.5 million, while the rest of the budget will come from local governments and UNDP co-financing. The Programme duration is 36 months (2016 – 2019), with anticipated start date of November 1, 2016.

The Action will focus on institutionalization of interaction between local governments and CSOs, while strengthening capacities of all relevant stakeholders to engage more productively in such partnerships. Importantly, the underlying intention of the Action is to put in practice and sustain a transparent, development-oriented and project-based approach to funding of CSOs by municipal budgets that contributes to realization of legitimate local priorities in line with local development strategies.

ReLOaD will partner with 50 selected local governments: (5 in each of Kosovo*, FYRM, Montenegro and Serbia, 10 in Albania and 20 (10 new and 10 local governments that participated in previous LOD phases) in Bosnia and Herzegovina. Partner local governments will be provided with capacity development assistance to adapt and institutionalize the methodology for transparent fund disbursement for CSO as well as to put it in practice through grant awarding scheme for CSOs.

Dissemination and wider outreach/exchange of successful models and best practices will be included in a regional networking and governments-civil society dialogue across the WB countries.

Under the supervision of the Rural and Regional Sector Leader (Country Office Bosnia and Herzegovina), and in close coordination with Istanbul Regional Hub, the Regional Programme Manager/Team Leader will assume overall responsibility for Programme management, with due respect to UNDP rules and regulations and in accordance with the UNDP internal control framework. His/her position will be based in Sarajevo, Bosnia and Herzegovina, with extensive traveling within the WB region.

Duties and Responsibilities
The Regional Programme Manager will have the following main functions:

Overall Project management and supervision of the Project Teams across the Western Balkan region:

Provide overall leadership and takes management responsibility for successful implementation of the Project’s activities, as per the Project document, and in line with UNDP procedures and PRINCE II as well as in close coordination with other UNDP-implemented initiatives;
Provide direction and guidance to designated UNDP Country Office Project Teams in each of the following countries: Albania, Bosnia and Herzegovina, Former Yugoslav Republic of Macedonia, Kosovo*, Montenegro, and Serbia on the day-to day basis;
Coordinate preparation and implementation of regional activities, and organize regional practice sharing and networking conferences with authorities at the appropriate level, regional, national and local, and other relevant stakeholders;
In coordination with other Western Balkans UNDP Country Offices, prepare annual activity and procurement work plans, as well as budgets based on expected year-end outputs, and ensure close monitoring of activities and delivery;
Prepare analytical reviews and systematically capture lessons learnt from the Project implementation; identify follow-up actions and submit them for consideration to the Project Board;
Report to the Project Board to assure the overall direction and integrity of the Project;
Ensure policy advice and technical guidance to the CO Project Teams;
Conduct performance assessment of the project teams;
Coordinate Project activities to deliver intended outputs and achieve desirable impact of the Project applying programming tools and policies in line with the UN Results Based Management Approach;
Monitor and analyses Project progress, using applicable monitoring & evaluation and risk management tools in ATLAS;
Ensure regular communication and coordination with Project counterparts and beneficiaries, as well as develop and maintain effective mechanisms for integrating and responding to their feedback and insights;
Present the Project to all relevant stakeholders and acts as UNDP lead focal point for the Project;
Secure proper and efficient use of Project budget, as per the Project document;
Manage financial allocations and approve expenditures according to authority delegated, and ensure timely payments in accordance with UNDP rules and regulations;
Comply with security and safety requirements and regulations and ensure the same are respected by all Project personnel;
Provide inputs in identification of linkages between the Project and other related Projects within UNDP, in Bosnia and Herzegovina, or beyond, maximizing the efficient and effective use of resources;
Support synergy between programme intervention and other ongoing regional projects and initiatives and within the country offices;
Participate in UNDP programme-level committees and working groups, national and international forums, making substantive contributions as appropriate;
Participate in high-level consultations and working meetings with the DG NEAR (European Union) and the government counterparts from the WB countries.
Strategic partnerships and advocacy:

Establish good working relations with relevant institutional and organizational partners at state, entity, cantonal and local levels, as well as with main international organizations working in the domain of local development, economic and environmental governance as well any other relevant area;
Support and participate in the work of relevant technical governmental or non-governmental working groups dealing with local governments and civil society;
Coordinate activities of the Project with government stakeholders to provide strategic advice and technical assistance related to the attainment of the Project results;
Animate effective dialogue with partners and among stakeholders; engage with relevant donors and contribute to the Country Office resource mobilization efforts;
Identify and support the realization of synergetic initiatives and/or contribution from various stakeholders, which would add value and maximize the Project results;
Encourage participation of all stakeholders and promote empowerment and ownership of national counterparts and stakeholders.
Support to programme management:

Ensures wide dissemination and visibility of project achievements;
Provides expert advice to programme management in terms of further development on the level of projects and programme as whole;
Facilitates additional research and analysis that will lead to new project proposals;
Advises Senior Management in preparing for high-level consultation meetings with donors and government authorities;
Gathers information on funds, available resources, potential donors and implementing partners as well as develops new project proposals.
Effective knowledge building and management:

Support continuous learning by the Project team and contribute to the Western Balkans UNDP Country Offices thematic knowledge and practitioners’ networks;
Ensure dissemination of information and knowledge management within the team for effective Project implementation and facilitate knowledge building;
Closely collaborate with UNDP Istanbul Regional Hub in supporting cross-country thematic networks through a formal and/or informal platform for exchange of experiences among civil society and government representatives;
Establish connections of exchange and learning with national and regional local development networks and resource persons;
Ensure all Project products and heritage are duly stored and made available to the broader programme;
Manage the transfer of Project deliverables, documents, files, equipment and materials to national beneficiaries;
Gender mainstreaming within the Programme.

Ensures gender is effectively mainstreamed throughout the projects’ activities, work plans, budgets, reports, research, analyses and, where specifically relevant, analyzed in detail;
Ensures gender equality is mainstreamed throughout Project teams, consultants and staff management activities;
Ensures knowledge on gender equality is incorporated in programme knowledge management activities and products.

Required Skills and Experience
Education: §

Master’ degree in public administration, development studies, economics, political sciences, social sciences, or other related areas.
Experience: §

Minimum of two years of project/programme management experience;
Previous experience in design and support to policy making or regulatory processes in Bosnia and Herzegovina, and/ or countries in the WB region, with focus on local governance and civil society;
Proven experience in leading and managing EU IPA-funded projects;
Rich previous experience in partnering and interaction with governmental institutions at state/entity/local levels, as well as with civil society organizations;
Previous experience with an international public and/or private sector organization is a basic requisite, while experience with complex UN and/or UNDP programmes would be considered as an asset.
Language and other Requirements:

Fluency in English and Bosnian/Croatian/Serbian;
Willingness to travel within the Western Balkan countries.
