Background

Office of the UN Resident Coordinator (RCO) is responsible for comprehensive support to the UN Resident Coordinator (RC) and the United Nations Country Team (UNCT) in Bosnia and Herzegovina (BiH). UNCT in Bosnia and Herzegovina (BiH) is comprised of nine UN Programmes and Specialized Agencies (FAO, UNHCR, UNICEF, UNDP, UNFPA, UNODC, UNEP, WHO, ILO, UNESCO, UN Women, UNV), the Breton Woods Institutions (World Bank, IMF), UNICTY and IOM. Several regionally-based UN Agencies are operational in BiH through the implementation of the 2015-2019 United Nations Development Assistance Framework (UNDAF) for BiH (UNIDO, IFAD, and IAEA).

The coordination of the UNCT is facilitated through the RCO, whose main function is to support the UNCT through the coordinated and analytical assistance, identification of joint UN initiatives and to ensure the broad UN expertise is available to BiH counterparts in their efforts to advance development of BiH. The RCO’s assistance is divided across four units: UN coordination, disaster risk reduction, human rights, peace and development and UN communications.

The world has set a very ambitious and necessary Agenda for 2030. All 193 Member States of the United Nations (UN) have committed themselves to solving the world’s biggest challenges formulated in 17 Sustainable Development Goals (SDGs) which provide a framework for shared action to be implemented by all countries and all stakeholders, acting in collaborative partnership. With the intention to support the authorities in BiH in their efforts to initatei and localize the process of the SDGs implementation in BiH, the UN in BiH has prepared the SDGs Roll-out Support and Private Sector Engagement project, to be financed by SIDA and to be implemented by the UN in BiH through coordination of the RCO.

The overall goal of the two-year project is that Bosnia and Herzegovina translates Agenda 2030 into action for the benefit of all its citizens. The Project Outcome is as follows: Public and private sector partners prepared for implementation of the SDGs in Bosnia and Herzegovina. This Outcome is foreseen to be achieved through two Outputs that are complimentary but distinct in terms of the stakeholder focus. While Output 1.1. is primarily focused on preparing institutions and key stakeholders for the SDG rollout, Output 1.2. is focused on the sensitization and engagement of the private sector in SDGs, recognizing the catalytic and transformational role private sector as a key stakeholder has in the achievement of the SDGs.

Under the direct guidance and supervision of the Development, Research and M&E Specialist and in close collaboration with the Head of the Office of the UN Resident Coordinator, the Project Assistant (PA) will provide project support services ensuring high quality, accuracy and consistency of work. PA will be responsible for technical and logistical assistance to the Specialist in terms of the SDGs Roll-Out Support and Private Sector Engagement project, in terms of implementation of specific parts of the project activities. The PA promotes a client, quality and results-oriented approach and works in close collaboration with the sector, operations, programme and projects staff in UNDP Country Office.

Duties and Responsibilities

Providing programmatic, reporting and analytical support to the Project:

Provision of inputs to elaboration of programmatic and planning documents;
Support the review of progress in terms of timeliness, relevance and efficiency;
Assist in the monitoring of selected beneficiaries, including both administrative support as well as field visits;
Support in ensuring synergies of the project components with other efforts of the local governments and international community in selected localities;
Assist in identification of SDGs opportunities and propose actions to make the best use of these opportunities;
Conduct quality research, collection and preparation of relevant data and documents.
Providing support in monitoring and implementation of the project activities:

Assisting the Development, Research and M&E Specialist in tracking the overall implementation of project activities;
Preparing progress reports as and when called upon;
Assisting in monitoring the quality of delivery of inputs provided by consultants, beneficiaries and contracted companies;
Supporting other processes necessary for the implementation of the project activities;
Collecting information for monitoring and evaluation support of the project implementation;
Maintenance of the proper filing system for all project documents.
Support in organization of project knowledge management activities;
Synthesis of lessons learnt and best practices in project;
Support to relevant knowledge networks and communities of practice;
Participation in the training for the operations/projects staff on Finance
Support to the Project Coordinator in ensuring gender mainstreaming throughout all project activities, work plans, budgets, reports, research and analyses;
Ensure gender equality is mainstreamed throughout the project, consultants and contracted companies.
Support to project financial monitoring and management:

Prepares and processes all project related financial transactions in Global Atlas System, such as vouchers, requisitions, project budget revisions etc;
Proper receipting of goods and services and establishment of Requisitions, as needed;
Provision of information for reports on financial status, procedures, exchange rates, costs and expenditures and potential funding problems.
Supports periodic and ad-hoc financial reporting to UNDP and other parties, as needed;
Supports the project management in monitoring expenditures and commitments against project budget and relevant plans;
Provides finance-related data to support project implementation, planning and reporting;
Drafts various correspondence concerning finance, operations and budgetary issues as required;
Assists team members, experts and consultants, in liaison with UNDP Operations, on financial and other operational matters;
Assists in the organization of field visits, missions, workshops, training, round-tables and conferences within the project;
Maintains and updates all administrative, personnel and financial files and records as well as general office files related to the project.
Support the Head of the RCO and the Peace and Development Advisor in specific human rights activities:

Provision of assistance in preparation of joint reports for the Treaty-Bodies;
Assist in the preparation of the Universal Periodic Review, if required;
Assisting the organization of field visits, missions and conferences, as required by the programme activities.
Impact of Results

The key results have an impact on the efficiency of the unit. Accurate presentation of information strengthens the capacity of the office and promotes the image of UN as an effective contributor to the development of the country.

Znanja i kvalifikacije:
Required Skills and Experience

Education:

BA degree in economics, law, human rights, political sciences, or related field and two years of experience;
Secondary education with additional three years of experience may be accepted in lieu of BA degree;
Experience:

Two years (five years with secondary education) of relevant administrative or project support experience at national or international level;
Experience in coordinating communication with different stakeholders, such as government authorities, non-governmental stakeholders;
Work experience with international organizations is an asset;
Experience in the usage of computers and office software packages.
Language Requirements:

Fluency in English and national language of the duty station.
