Position: Protection Monitoring Officer

Duty Station:Bosnia and Herzegovina – Sarajevo Canton

Period of engagement: October – 31 December 2020

Recruitment process: may start prior to the closing date

Basic functions: Protection Monitoring Officer is responsible for providing timely and effective protection to refugees, asylum seekers and migrants (persons of concern – PoCs. He/she is also responsible for undertaking protection monitoring activities, conducting interviews and missions to the field, monitoring, analyzing and providing reports on the protection conditions of PoCs. Protection Monitoring Officer will work to screen and identify individuals at risk and in need of specific protection services and refer them to appropriate services in a timely manner, through regular presence on the sites of intervention and regular interviews, as well as profiling activities targeting PoCs.

Reference: Protection Monitoring Officer refers to the DRC Protection Team Leader and Protection Manager, working in close coordination with the other members of the DRC team.

Specific duties and responsibilities:

Monitoring and reporting on refugees’ situation at various locations in SC and HNC, as well as other locations if needed;
Identifying protection cases and other service needs and ensure timely referral and follow up, documenting all cases referred by DRC to other service providers, as per DRC standards for referrals and data protection;
Monitoring and ensuring effective outreach for persons with protection needs, prioritizing the most vulnerable and those difficult to identify;
Providing adequate assistance to Persons with Specific Needs (PWSN) focusing on: women at risk (with particular focus on GBV survivors), children at risk (and in particular unaccompanied and separated children -UASC), persons with disabilities, elderly persons, etc., in line with international standards and best practices;
Ensuring cross-sectorial Protection Mainstreaming, and in particular Protection Mainstreaming within the DRC implemented Project;
Working in close coordination with the team members to ensure protection activities are in line with overall projects and targets for protection activities are met;
Reporting on incidents and issues of concern;
Contributing and supporting effective monitoring, evaluation and learning processes and initiatives, ensure effective data and information management and contribute to regular reporting on protection activities;
Other duties as assigned.

Znanja i kvalifikacije:
Qualifications & experience required

Bachelor degree in Law, Social/Political science or other relevant field;
Experience on refugee/migration related issues would be an asset

Work Experience

At least 2 years of experience in refugee/displacement programs, with focus on protection work or at least 2 years of experience in working with local socially vulnerable groups

Key Competencies

Ability to work in a multicultural context as a flexible and respectful team player;
Problem solving, analytical and writing skills, with the ability to produce reports for internal and external use;
Fluency in spoken and written English;
Computer literacy (Microsoft Word and Excel);
Valid driving license, high level of professionalism evidence by clear driver’s record;
