Background
Official estimates show that the total number of people originating from Bosnia and Herzegovina (BIH) in the world (including their offspring) is approximately 2 million. Most of them retain a strong emotional, financial, and familial connection with BIH. They are also well integrated and better off than other migrant communities in their host countries, with potential and willingness to contribute to development of their homeland. However, the interaction with them is sporadic and unstructured. Diaspora is rarely included or consulted in the design of policies or decision-making processes. Hence, the valuable intellectual capital and other potential contribution of diaspora, which can help addressing country challenges or promoting BIH globally, remains largely untapped. Against this background, the overall Project goal is to increase socio-economic opportunities and perspectives for women and men in BIH, and to improve their livelihoods through increased diaspora engagement. This will be attained through achieving three specific outcomes:

Ministry of Human Rights and Refugees and Ministry of Foreign Affairs of BIH, in cooperation with government institutions at different levels, use and further develop their instruments to actively connect, exchange, and engage with diaspora members and organisations.
Municipalities align their development strategies to the BIH Diaspora Strategy, provide more and better services to diaspora members, and encourage community initiatives to attract diaspora know-how and investment.
Diaspora partners transfer know-how and skills and make joint investments with private sector actors in BIH, thus creating new jobs.
The project is supported by the Government of Switzerland and implemented by UNDP and IOM, in partnership with the Ministry of Human Rights and Refugees.

Duties and Responsibilities
Under the supervision of the Rural and Regional Development Sector Leader, and in close coordination with other interventions in the Rural and Regional Development Sector, a Project Manager will assume overall responsibility for project management, with due respect to UNDP rules and regulations and in accordance with the UNDP internal control framework. The Project Manager will have the following main functions:

Overall Project management and supervision of the Project Team:

Provides overall leadership and ensures full coordination of the activities implemented under all three project outcomes, which entails coordination of the activities implemented by both UNDP and IOM, to deliver intended outputs and achieve desirable impact of the project by applying programming tools and policies in line with the UN Results Based Management Approach;
Provides day-to-day management of outcomes 2 and 3, as per the Project document and the UNDP rules and regulations;
In coordination with other UNDP and RRD Sector interventions, prepares annual activity and procurement work plans, as well as budgets based on expected year-end outputs, and ensure close monitoring of activities and delivery;
Provides direction and guidance to the Project Team and responsible parties where applicable;
Reports to the Project Board to assure the overall direction and integrity of the Project;
Builds, motivates and leads a high performing team consisting of project personnel, expert consultants, service providers, etc. and conduct performance assessments of the team, as per UNDP rules and regulations;
Presents the Project to all relevant stakeholders and acts as UNDP lead focal point for the Project;
Secures proper and efficient use of project budget, as per the project document;
Manages financial allocations and approves expenditures according to authority delegated and ensure timely payments in accordance with UNDP rules and regulations;
Ensures that all UNDP Project management quality standards are observed and applied in the Project implementation;
Ensures wide dissemination and visibility of project achievements;
Complies with security and safety requirements and regulations and ensure the same are respected by all Project personnel.
Provides inputs in identification of linkages between the project and other related projects within UNDP, in Bosnia and Herzegovina, or beyond, maximizing the efficient and effective use of resources;
Participates in UNDP programme-level committees and working groups, national and international forums, making substantive contributions as appropriate;
Provides expert advice to programme management in terms of forward-looking or potential Project/Local Development programme follow-up/development in close synergies with other on-going or upcoming interventions;
Advises management in preparing for high-level consultation meetings with donors and government authorities;
Policy advice and technical guidance in the course of Project implementation:

Provides conceptual guidance and technical advice to the project team and Project counterparts;
Provides strategic leadership and steer the regulatory and policy formulation processes within the project in line with the project document;
Guides the design of the project comprehensive assistance to local governments and provides technical advice in its delivery;
Identifies sources of information related to policy-driven issues, and synthesises best practices and lessons learnt directly linked to Project goals;
Ensures that achieved policy and legislative results will be mainstreamed within the project field work, other relevant UNDP interventions, as well as promote their application beyond UNDP scope of work.
Project monitoring, reporting and quality assurance based on the principle of result-based management:

Reviews on a regular basis project details, schedules, deliverables and budget as articulated in the Annual Work Plan – AWP (evidence of progress towards expected outputs, according to schedule, within budget) with the Project team;
Monitors and analyses the project progress, using applicable monitoring & evaluation and risk management tools in ATLAS;
Guides the design and regular use of adequate Project monitoring tools and systems, enabling evidence-based tracking of progress, achievements and results, against the Project logical framework indicators;
Ensures data and information inputs, as necessary, to the regular Country Office programme monitoring and reporting processes;
Carries regular, announced and unannounced performance monitoring of the project team, as well as conduct field visits and quality checks of Project events, sites and activities;
Ensures diligent quality assurance for the Project’s financial, procurement, technical and administrative processes in order to attain the project goals and desired impact in line with prevailing UNDP rules and regulations as well as in line with the Project timelines;
Ensures that all Project-related issues and risks are identified and reported in a timely manner and suggests corrective measures;
Partnerships and advocacy

Establishes good working relations with relevant institutional and organisational partners at state, entity, cantonal and local levels, as well as with main international organisations working in the domain of local development, economic and environmental governance as well any other relevant area;
Supports and participates in the work of relevant technical governmental or non-governmental working groups dealing with local development;
Coordinates activities of the project with government stakeholders to provide strategic advice and technical assistance related to the attainment of the project results;
Animates effective dialogue with partners and among stakeholders, and engage with relevant donors and contribute to the Country Office resource mobilization efforts;
Identifies and supports the realisation of synergetic initiatives and/or contribution from various stakeholders, which would add value and maximise the Project results;
Encourages participation of all stakeholders and promote empowerment and ownership of national counterparts and stakeholders.
Knowledge management and gender equality;

Supports continuous learning by the project team and contributes to the UNDP in-house thematic knowledge and practitioners networks;
Establishes connections of exchange and learning with national and regional local development networks and resource persons;
Ensures all project products and heritage are duly stored and made available to the broader programme;
Manage sthe transfer of project deliverables, documents, files, equipment and materials to national beneficiaries;
Ensures gender is effectively mainstreamed throughout the Project activities, work plans, budgets, reports, researches, analyses and, where specifically relevant, analysed in detail;
Ensures knowledge on gender equality is incorporated in Project knowledge management activities and products.

Required Skills and Experience
Education:

Advanced university degree in public administration, engineering, development studies, economics, political sciences, social sciences, or other related areas;
BA degree with additional two years of working experience may be accepted in lieu of the advanced university degree
Experience:

At least five years of relevant work experience in direct programme/project management; previous experience of managing similar projects is considered a unique asset;
Experience in the field of diaspora/migration;
Previous experience in design and support to policy making or regulatory processes in Bosnia and Herzegovina;
Excellent understanding of the overall political, administrative and institutional set-up of local governance in Bosnia and Herzegovina;
Previous experience related to infrastructure Project and/or economic development/policy in Bosnia and Herzegovina and/or in the region;
Familiarity with key public documents, strategies and trends related to diaspora/migration in Bosnia and Herzegovina is preferred;
Rich previous experience in partnering and interaction with governmental institutions at state/entity/local levels, as well as with civil society organisations.
Language Requirements:

Fluency in English and Bosnian/Croatian/Serbian with excellent drafting and presentation skills.
