Background

The incumbent is based at Head Office in the Rule of Law Section of the Human Dimension Department and works under the ExB Project “Strengthening Rule of Law by Improving War Crimes Processing in Bosnia and Herzegovina.” The incumbent is responsible for ensuring coherence and consistency in the implementation of the project, liaising with a wide range of internal and external stakeholders and for monitoring, evaluation, and reporting on progress in achieving the project’s objectives. The incumbent supervises one project staff member and remains in close communication with the Department’s management in advising on all issues relevant to the implementation of the project. The incumbent will also be required to fulfill a representational role with various external counterparts including high level national and international counterparts. He/she is responsible for the overall leadership of the project staff and managing the implementation of the project in all phases of the project cycle: reporting, monitoring, and post project evaluation in compliance with Mission rules and regulations.

Tasks and Responsibilities

Managing the operation of the ExB Project “Strengthening Rule of Law by Improving War Crimes Processing in Bosnia and Herzegovina” by ensuring timely implementation, systemic monitoring, accurate reporting and rigorous evaluation of the planned activities;
Providing targeted technical assistance to institutions identified in the Needs Assessment Report in accordance with Plan for Technical Assistance developed in Phase I of the Project in a way that would increase efficiency of state-level war crimes processing in BiH including organisation of trainings and other capacity building activities;
Providing beneficiaries and other stakeholders with feedback and advice on how further progress can be delivered and war crimes processing strengthen;
Providing regular reports to donors and the Mission on project implementation;
Preparing and conducting interviews with selected stakeholders;
Performing other duties as assigned.

Znanja i kvalifikacije:
Necessary Qualifications

University degree in law;
At least six (6) years of progressively responsible and relevant professional experience in the field of criminal justice, including at the international level;
Experience working on issues related to national and international war crimes and tribunals;
Extensive experience related to the investigation, prosecutions and adjudication of war crimes cases;
Knowledge of rule of law processes, capacity-building and institution-building strategies;
Knowledge of the BiH political situation and judicial structure, including the framework pertaining to th processing of war crimes cases and challenges related to the implementation of the National Strategy for War Crimes Processing in BiH;
Experience in cooperating with national and international organizations at the field and headquarter level;
Managing and/or supervising teams or individuals within national or international institutions is desirable;
Excellent oral and written communication skills in English and in the local language;
Possession of a valid driving license.

Remuneration Package

Monthly remuneration, subject to social security deductions is 3,969.33 BAM/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
