The incumbent is based in Head Office, within the Democratic Governance Section of the Human Dimension Department. Under the overall supervision of the National Chief of Democratic Governance, the incumbent will be responsible for providing analyses of democratic development and good governance pertaining to Bosnia and Herzegovina (BiH) and the OSCE Mission to BiH (the Mission). The work of the incumbent will entail research, analyses and reporting on a variety of political subjects related to relevant developments and trends in the field of good governance. The incumbent will collect and analyze data using both qualitative and quantitative sources and methods, and monitor current events, policy decisions, and relevant in-country and regional socio-political trends and evaluate the effects thereof on democratic progress of the country. S/he will forecast socio-political developments and present research results in unbiased reports. S/he will recommend appropriate courses of action to address priority challenges and issues identified by the Mission and will provide analytical guidance for the assessment of good governance trends that could affect implementation of activities – both positively and negatively. The incumbent will present analytical findings both verbally and in the written form, and both internally and externally, whenever needed. The incumbent will co-ordinate activities with her/his supervisor, Democratic Governance Project staff, Head Office staff and actively contribute to the wider work of the Democratic Governance Section.

Tasks and Responsibilities

With an emphasis on the socio-political trends in the Section’s operating environment and in accordance with direction provided by supervisor, the incumbent assesses relevant information, primarily gathered through the existing information and material and monitoring tools within the Section and also through monitoring relevant democratic and good governance developments and processes, direct contact with stakeholders and counterparts, desk research, literature review, and other qualitative and/or quantitative sources and methods, and makes substantive contribution to the research and analytical agenda of the Democratic Governance Section, the Department and the Mission through writing, research, and data/trend analysis. The incumbent is responsible for reviewing, analyzing and summarizing parliamentary, legal, political, and other documents related to both in-country and regional democratic development and good governance, and providing written reports and/or verbal briefings upon request;
Based on researching and monitoring resources that provide critical information on democratic development and good governance, reviewing and analyzing public opinion surveys, expert opinion from political scientists, academia, government representatives, and other pertinent sources, as well as through development of questionnaires and other relevant data collection instruments, the incumbent assesses potential impact of current events and developments on the implementation of the Section’s activities as well as democratic progress of the country as a whole, and recommends appropriate courses of action to address them. The incumbent forecasts socio-political developments and trends through relevant data collection methods and substantive analysis thereof, as well as existing internal Section’s/Mission’s reports;
In addition to long-term analytical assignments, the incumbent contributes to short-term analytical tasks, including internal briefings, briefing packages, presentations, formal remarks, and all Mission’s reporting documents (Weekly and Monthly Activity Reports, Project Summary/Concept documents, Project Proposal, Self-evaluation Report, etc.). S/He assists with drafting and review of policy documents and reports, ensuring that material submitted for clearance is consistent with the Mission’s mandate, OSCE commitments and programmatic objectives, and does so in co-ordination with Democratic Governance Section staff;
Provides timely and accurate information and advice to the National Chief of Democratic Governance on democratic progress and good governance trends relevant to the implementation and future planning of the Mission’s Democratic Governance portfolio, through routine reporting, background papers and thematic assessments;
Co-ordinates with international and national organizations active in the field of democratization and/or good governance in order to prevent duplication and gain maximum benefit from related initiatives, through regular meetings and monitoring activities of international organizations;
Performs other duties as assigned.

Znanja i kvalifikacije:
Necessary Qualifications

University degree in the field of political or social sciences, public policy or law, or other related field;
Minimum four (4) years of relevant professional experience in the field of democratic governance, analysis and/or reporting, preferably working in an international environment;
Excellent understanding of political system of Bosnia and Herzegovina; competencies, functions and legal environment of governments and parliaments/assemblies at all levels of government;
Demonstrated strong analytical and written communication skills;
Excellent written and oral communication skills in English and local language;
Demonstrated experience with writing reports in English with knowledge of democratic governance-related terminology;
Established ability to interpret and analyze democratic and good governance developments and trends, and present complex socio-political issues in simple terms;
Computer literate with practical experience in Microsoft packages;
Possession of a driving license is desirable.

Remuneration Package

Monthly remuneration, subject to social security deductions is 3,544.17 BAM/month. Social benefits will include participation in the Cigna health insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
