Context

The Strengthening Resiliencies in Bosnia & Herzegovina (SRBiH) program is funded by the U.S. Agency for International Development (USAID) Office of Transition Initiatives (OTI). The overall objective of the IOM program is to reduce the threat of violent extremism in BiH and counter extremist efforts to deepen or exploit communal tensions. Through SRBiH, IOM seeks to improve community and government capacities to prevent violent extremism in order to foster an enabling environment for sustainable peace and traditional development programmes. To achieve these objectives, SRBiH designs and implements small-grant activities through a process-oriented, community driven approach that emphasizes project processes. The implementation of the program will be closely coordinated with USAID/OTI.

Under the overall guidance of Program Manager/Chief of Party (PM/CoP) and the direct supervision of the M&E and Quality Assurance Officer for the Strengthening Resiliencies in Bosnia & Herzegovina (SRBiH) program, the M&E and Quality Assurance Assistant (M&E QAA) will be responsible and accountable for the following tasks in supporting the SRBiH M&E and Quality Assurance Unit and ensures that program activities align with IOM instructions.

Core Functions/Responsibilities

Support M&E and QAO in design, development of the M&E plan
Assist M&E and QAO in periodic assessments and evaluations as relevant to the assigned location and program requirements.
Conduct scheduled and unscheduled site monitoring and evaluation visits and surveys (baseline, midline, end-line, etc.). This includes collection of primary information and review of secondary information and designing and conducting of both quantitative and qualitative research in the field.
Effectively monitor and evaluate all key program functions (internal and external) to ensure program activities are completed and objectives are met as per the program’s quality and time requirements. This would include collecting and sharing project-critical information with program management in a timely basis for improved performance.
Routinely monitor and assess program-specific indicators to gauge progress towards outcomes and provide analysis to SRBiH management as per established timelines.
Collect information and develop/contribute to the development of narrative program progress reports for SRBiH management and donor to ensure effective program planning, implementation and overall management.
Conduct research for and develop program success stories and case studies for external publication/distribution
Conduct research (internal and external) and develop Lessons Learnt documents for management
Develop, refine and/or utilize M&E plans for grants in assigned locations.
Develop, refine and use M&E checklists, forms and reports.
Develop, refine and/or manage project databases and any other Information Management tools and systems.
Develop, refine and/or manage information documentation systems for record keeping and information sharing
Evaluate internal grants and program processes and provide recommendations for improvement to M&E and QAO
When required by M&E and QAO organize and/or attend external meetings, discussions, interviews and key events with key stakeholders as part of program-related monitoring and evaluation function.
Any other activities and duties specified by the SRBiH M&E and QAO.

Znanja i kvalifikacije:
Required Qualifications and Experience

Education/Training: A university degree or diploma from a recognized local or international institution in a related field (development studies, public administration)
Experience: Thorough knowledge and understanding of M&E concepts, tools, processes, structures, systems and functions. At least 2 years of professional experience in M&E with a recognized international or local organization essential
Very good understanding of government structures and local context of the B&H
Ability to provide detailed and high-level analysis on areas relating to the SRBiH programme
Ability to communicate effectively with a wide range of stakeholders
Very good computer skills (proficient in MS Office applications)
Fluency in English and one of the local languages used in B&H
Excellent computer literacy in MS Office
Holds a valid driving license
Willingness and ability to conduct travel across the country
