Background

OSCE missions and field activities are the front line of OSCE work in countries that require assistance and are the agent
through which political decisions are translated into action. Each mission has a different mandate, but generally work
addresses early warning, preventive diplomacy, conflict management and post-conflict rehabilitation.



The General Framework Agreement for Peace in Bosnia and Herzegovina (BiH), negotiated in Dayton, Ohio, and signed in Paris, France in late 1995, shapes the work of the OSCE Mission to Bosnia and Herzegovina.



The incumbent is based at Head Office in the Rule of Law Section of the Human Dimension Department and works under the ExB Project "Assessing Needs of Judicial Response to Corruption through Monitoring of Criminal Cases". He/she oversees the monitoring progress and methodology, including acting as a clearing house and quality control of monitors' reports; identifies and suggests adjustments for any shortcomings/gaps identified during the implementation of the trial monitoring activity; provides expert advice on the whole range of anti-corruption issues arising from the monitoring findings gathered during the project; drafts two of the three needs assessment/trial monitoring reports envisaged as the main outputs of the project.



The incumbent's function is crucial not only in ensuring that the roots of the problems and obstacles identified through the monitoring activities are correctly and comprehensively analyzed, but also, and more crucially, in ensuring that recommended measures/reforms to strengthen criminal justice response to corruption are feasible, tailor-made and specific.

Tasks and Responsibilities
Under the direct supervision of the Head of Rule of Law, the Legal Officer, Anti-Corruption will perform the following duties:



Finalizing of the methodology for monitoring of corruption cases;
Preparing and conducting interviews with selected stakeholders;
Drafting of the Interim Report including: analysis of indictments, verdicts and hearings in specific cases with identification of factors determining quality of process and substantive outcomes at the legislative, institutional and individual/technical level; analysis of findings and observations deriving from stakeholders' interviews;
Drafting of the Final Report including: identification of obstacles, strengths and gaps at the legislative, institutional and individual levels in the criminal justice process for corruption cases; recommendations to INL and its partners for actionable measures/reforms to strengthen criminal justice response to corruption;
Designing of benchmarks for measuring progress in handling corruption cases and impact of the implemented measures/reforms;
Performing other duties as assigned.

Znanja i kvalifikacije:
Necessary Qualifications
Citizenship of an OSCE participating State, excluding sole citizenship of Bosnia and Herzegovina;
First level university degree in law, preferably with Bar Examination;
A minimum six years of progressively responsible and relevant professional experience in the field of criminal justice, either as a practitioner working in national or international criminal courts, or as an expert in projects aimed at assessing the needs of the judiciary in the processing of complex criminal cases, or as an attorney specialized in complex criminal cases;
Prior experience with trial monitoring operations;
Professional fluency in English;
Prior experience in drafting analyical reports on processing of complex criminal cases is an asset;
Experience working on issues related to the investigation, prosecution and adjudication of corruption cases and economic crimes is an asset;
Excellent knowledge of international standards and OSCE commitments in the field of rule of law reform processes;
Knowledge of the Bosnia and Herzegovina political situation and judicial structure, including the framework pertaining to the processing of corruption and economic crimes;
Project implementation experience in Bosnia and Herzegovina is desirable;
Computer literate with practical experience with Microsoft applications;
Holding a valid driving licence.

Remuneration Package
Monthly remuneration subject to social security deductions is about US$ 4,881 to which is added Board and Lodging Allowance (currently EUR 114 per day subject to change without prior notice). Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are made at step 1 of the applicable OSCE salary scale.
