Background

The Student Law Practicum Program (SLP) in Bosnia and Herzegovina (BiH) is a grant program designed to strengthen clinical-based education at law faculties in BiH. The program is funded by the United States (U.S.) Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL). Program’s activities will be implemented under four key Objectives:

(1) improve the law practicum module at law faculties in BiH,

(2) implement the law practicum module in partner law faculties and strengthen institutional capacity to utilize practice-based teaching methodologies,

(3) engage legal professional associations in developing a policy framework to support and expand practice-based learning opportunities for law students, and

(4) continue to support outreach activities that explain the goals of SLP and generate interest in and support for practice-based learning, targeting law students, law faculties, justice sector practitioners and the wider public.

The Program has created effective collaboration between law faculties and the legal practitioner community in four BiH regional law schools, allowing for enhanced clinical education for law students. The participation of legal practitioners in SLP activities is creating an opportunity to promote civic engagement within the legal professional associations and secure legal practitioner community commitment to support and sustain practice-based educational programs for law students in the future. Building on this foundation, the Program offers possibilities to create pathways for additional practice-based learning opportunities inside and outside the classroom, such as internships at courts, prosecutors’ offices, and defense bar firms. Additionally, the Program is positioned to work with the legal professional associations to evaluate options for acknowledging and sustaining pro bono efforts of their members who lecture at law schools. In the extension period, the Program will work with the legal professional associations and develop a framework for law student practice-based learning and internships with support of the associations. The Intern will have the opportunity to meet and work with the aforementioned stakeholders, building valuable relationships that will be beneficial for his/her future education and professional development.
