Background

In the last decade, Bosnia and Herzegovina (BiH) has been facing several significant extreme climate and weather events, manifested through more frequent occurrence of disasters. The extent to which Bosnia and Herzegovina is exposed to climate change and natural hazards was shown in the May 2014 floods that hit the country with an unprecedented magnitude. Approximately a quarter of the country’s territory and one million people, representing some 27% of its population, was affected. The floods particularly affected vulnerable population groups, namely 78,564 unemployed, 60,000 children and 10% of persons with disabilities. The total damages amounted to approximately 1.7 billion USD, while the economic losses exceeded USD 1.5 billion. More than 50 local governments experienced a near-total devastation of their service infrastructure, to include hospitals, schools, and local administration centers.

Authorities in Bosnia and Herzegovina and the UN have gradually increased involvement in Disaster Risk Reduction (DRR) by implementing a wide range of programmes in recent years, aiming at alleviating damages inflicted by natural and man-made hazards. While the country achieved some progress in disaster management sector in recent years, effective management of disasters and climate change risks requires a whole-of-government approach and strengthened engagement of development sectors to minimize the discounting of future risk, as well as to ensure transparency and accountability as risks are generated, transferred, and retained.

The current United Nations Development Assistance Framework (UNDAF) for BiH places importance on DRR, while the Joint UN Work Plans 2017-2018 demonstrate the evolving nature of DRR programming across UN agencies, as well as its multidimensional positioning into the three thematic areas of the UN, namely: i) rule of law and human security; ii) sustainable and equitable development; and iii) employment and social Inclusion. The cross-cutting nature of DRR encouraged UN agencies to pursue greater synergies between sectors and programmes to support sustainable socioeconomic development of the country.

Therefore, the UN Country Team in Bosnia and Herzegovina developed a Joint Programme on DRR (JP) to systematically undertake coordinated, multi-sectoral and concrete risk reduction and preparedness measures in order to increase social and economic resilience to disasters and climate change of at-risk population in BiH.

The First Phase of JP aims to address key DRR priorities identified by local governments and various stakeholders across numerous sectors: protection and rescue, education, social and child protection, health, and agriculture. It puts special emphasis on improving local DRR Coordination Mechanisms, as well as affirming risk -informed strategic planning processes with focus on the most vulnerable population groups through implementation of pilot DRR measures in different sectors, in line with municipal risk assessments findings and DRR priorities.

The JP represents the combined efforts of United Nations Development Programme (UNDP), United Nations International Children’s Emergency Fund (UNICEF), United Nations Population Fund (UNFPA), United Nations Educational, Scientific and Cultural Organization (UNESCO) and Food and Agriculture Organization (FAO) in partnership with the Government of Switzerland, being the key donor of this initiative.

UNDP, as the Convening Agent and on behalf of Participating UN Organizations (PUNOs) – UNICEF, UNFPA, FAO, UNESCO, is looking to recruit a Joint Programme Assistant (PA). Under the overall guidance of the Joint UN Programme Coordinator, the Joint Programme Assistant provides support services ensuring high quality, accuracy and consistency of work. PA will be responsible for technical and logistical assistance to the Joint UN Programme Coordinator. The PA promotes a client, quality and results-oriented approach and works in close collaboration with operations, programme and projects staff of UN Agencies.

Duties and Responsibilities

Overall technical, administrative and logistical support to coordination activities of Joint UN DRR Programme

Assists the Joint UN Programme Coordinator in timely reporting and planning processes;
Assists the Joint UN Programme Coordinator in coordinating activities, including maintaining contacts with stakeholders, arranging and attending meetings, and minutes taking and ensuring follow up;
Assists in promotional activities of the Joint UN Programme, including collection of information on related activities published in on-line media;
Drafts routine official correspondence/documents and assists in the preparation of various reports;
Prepares background materials for discussions, correspondence and briefing sessions.
Maintains the electronic and hardcopy filing system;
Translates/interprets (both written and oral) from English to B/H/S language and vice versa, as required;
Organizes translation and interpretation services in accordance with business processes;
Travel to various Joint UN Programme locations if required;
Assists in proper control of the supporting documents for payments;
Assists in monitoring expenditures and commitments;
Processes financial documentation (vouchers, supporting documents, invoices, etc.) if and when necessary;
Provides relevant information for reports on financial status, procedures, exchange rates, costs and expenditures, and report potential funding problems.
Assists in recruitment, procurement and overall administrative management;
Conducts reception of goods and services and establishment of requisitions and purchase orders, as needed;
Assists in organization of field visits, missions, conferences, trainings and other logistics arrangements;
Support in monitoring and implementation of coordination activities of Joint UN DRR Programme

Collects and collates information and documentation related to monitoring of Joint UN Programme activities, indicators and deliverables;
Ensures accurate data entry into comprehensive data bases and tools to enable smooth monitoring;
Collects, analyzes and presents information for monitoring and evaluation of Joint UN Programme implementation against targets;
Supports planning and implementation of workshops/seminars and conferences;
Supports other processes necessary for the implementation of the coordination of Joint UN Programme;
Supporting knowledge building and knowledge sharing:

Supports in organization of the knowledge management activities;
Prepares a compilation of lessons learnt and best practices within Joint UN Programme;
Supports relevant knowledge networks and communities of practice;
Participates in trainings for the operations/projects staff and apply acquired knowledge in project implementation.

Required Skills and Experience

Education:

Secondary education, university degree would be an asset.
Experience:

5 (five) years of relevant administrative project experience is required at the national or international level;
Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web- based management systems. Knowledge of PeopleSoft web based application would be an asset.
Language Requirements:

Excellent English and B/S/C language skills, both written and oral.
