Purpose
The purpose of this consultancy is for the selected consultant to upgrade the existing SEESACs Weapons Categorisation Tool, and the existing SEESACs Annual Arms Exports Registration (AAERG) software solution for the registry of the movement of arms and military equipment in support and assistance to Border Police of Bosnia and Herzegovina (BP BiH) in their efforts to combat crime in general and firearms trafficking in particular.

The advancement of the existing SEESACs Weapons Categorisation Tool shall improve the proficiency of weapons, ammunition and explosives detection and classification. Further upgrade of the SEESAC Annual Arms Export Register (AAERG) shall advance the possibility of establishing closer communication between Ministry of Foreign Trade and Economic Relations (MOFTER) and other relevant state institutions in order to more closely monitor the licensed movement of arms and military equipment.

In close collaboration with SALW and ammunition and explosives experts, the selected consultant will upgrade the existing SEESACs Weapons Categorisation Tool, by developing upgradable segments for the identification of Small Arms and Light Weapons (SALW) as well as the segment for the identification of ammunition and explosives. Both segments will be properly formatted and populated with the most frequently misused/recovered SALW, ammunition and explosives. Information about the SALW, ammunition and explosives will be delivered to the consultant by the SALW Identification expert and Ammunition and Explosives Identification Expert in an agreed format. This tool will be successfully rolled out and adjusted to the needs of the BP BiH. The consultant will ensure all the necessary operability of the SALW Identification Tool, necessary development of the new features, and IT assistance remotely as well as on the spot pursuant to the explicit request by the BP BiH and MOFTER.

Objective

With this activity the project will implement activities that will provide a twofold support to the BP BiH: First, strengthen the BP BiH capacities for the advanced detection and identification of firearms, ammunition and explosives. Second strengthen the supervision of arms control within legal trade through exchange of information between all the licensing authorities and the BP BiH.

Consequently, the upgraded SEESACs Weapons Categorisation Tool will be used by the BP BiH to assist their identification of firearms and ammunition during inspections and seizures, while the upgraded Annual Arms Exports Rregistration (AAERG) software solution will be used by the BP BiH for the improved control and oversight over the legal import, export and transit of arms and military equipment in the BiH.

Through these two targeted tools, the project will support the overall objective is to assist BP BiH in their efforts to combat crime in general and firearms trafficking in particular.

Background Information

The consultancy will take place under the recently initiated Countering Illicit Arms Trafficking in Bosnia and Herzegovina – CIAT Project, funded by the Federal Republic of Germany and implemented by UNDP, aimed at further strengthening of BP BiH to efficiently identify, prevent, and counter trafficking of firearms, ammunition and explosives in BiH through increased technical capacities.

Within its project work plan and national strategic framework of BiH regulating this area, the CIAT project will assist the selected institutions and agencies in their continuous specialized training on border checks for all types of cross-border traffic, establishment of an efficient border surveillance as a quality filter for cross-border crime, implementation of joint specialized trainings, as well as contribution to the implementation of specific Small Arms Light Weapons (SALW) Strategy and the Action Plan activities.

The Project key output is as follows: BP BiH capacitated to efficiently identify, prevent, and counter trafficking of firearms, ammunition and explosives from and through BiH.

The main activities and expected results are as follows:

· Capacity of BiH front-liners increased;

· Capacity Development of BP BiH in Countering Illicit Arms Trafficking;

· Increased Technical Capacity for Detection, including provision of specialized equipment procedures and training.

This intervention and envisaged Project results and activities are especially important to effectively combat crime in general and firearms trafficking in BiH in particular, in which BiH authorities need to be assisted at. To address these challenges the selected consultant will provide targeted assistance and support to BP BiH in identification of firearms, ammunition and explosives and establishing a secure chain of communication between licensing authorities and the BP BiH, that will contribute to their further strengthening to efficiently and professionally investigate and suppress trafficking and misuse of firearms and explosives.

Duties and Responsibilities
Within this consultancy, the selected candidate will carry out the following duties under the supervision of the CIAT Project Coordinator and under the technical guidance of SEESAC SALW Coordinator:
Task 1: Upgrade the existing SEESACs Weapons Categorisation Tool in such a way so that it would contain upgradable segments devoted to the identification of SALW, ammunition and explosives (containing the CIAT Project visible identity);

Task 2: Properly format and populate the database with the inputs about the most commonly misused/recovered SALW, ammunition and explosives, in collaboration with the SALW identification expert and and ammunition and exposives identification expert;

Task 3: Roll out and installation of the IT tool fully operational in the existing institutional network of BP BIH, with appropriate print option, in accordance with the needs of the BP BiH;

Task 4: Provide remote and on-the-spot assistance to the Border Police to ensure smooth running of the database to the satisfaction of the user in the period of 6 months;

Task 5: Upgrade the existing AAERG software solution for the registry of the movement of arms and military equipment used by MOFTER and establish a secure chain of communication between MOFTER, Customs and the BP BiH through the introduction of the SEESAC software solution into the Customs and BP BiH IT system.

Task 6: Provide remote and on-the-spot assistance to the BP BIH; MOFTER and Customs, to ensure smooth running of the registry of the movement of arms and military equipment to the satisfaction of the user in the period of 6 months;

Deliverables and timelines

The consultant is responsible for the following deliverables:

· Upgrade the existing SEESACs Weapons Categorisation Tool in such a way so that it would contain upgradable segments devoted to the identification of SALW, ammunition and explosives – 01 February 2018;

· Upgrade the existing AAERG software solution for the registry of the movement of arms and military equipment used by MOFTER and establish a secure chain of communication between MOFTER, Customs and the BP BiH through the introduction of the SEESAC software solution into the Customs and BP BiH IT system -15 February 2018;

· Properly format and populate the database with the inputs about the most commonly misused/recovered SALW, ammunition and explosives, in collaboration with the SALW identification expert and and ammunition and exposives identification expert – 20 February 2018;

· Roll out and installation of the IT tool fully operational in the existing institutional network of BP BIH, with appropriate print option, in accordance with the needs of the BP BiH – 01 March 2018;

· Provide remote and on-the-spot assistance to the Border Police to ensure smooth running of the database to the satisfaction of the user – 30 June 2018;

· Provide remote and on-the-spot assistance to the BP BIH; MOFTER and Customs, to ensure smooth running of the registry of the movement of arms and military equipment to the satisfaction of the user – 30 June 2018;

Required Skills and Experience
Education:
· Universitiy degree in Information Technology;

· MA will be considered as an asset.

Experience:

· Minimum 10 years of experience in developing databases and providing IT guidance for similar projects.

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis
