Purpose
The purpose of the consultancy is to contribute to design of a by-law that regulates reporting on development progress at local and cantonal level as part of the wider development planning and management system in the entity of Federation of Bosnia and Herzegovina (FBiH).

Objective

The consultancy objective is to review economic and social development data at the local and cantonal level in FBiH and define the methodology and indicators for the development index calculation. For this purpose, a National Consultant will be engaged. While performing his/her tasks, the Consultant will closely cooperate with the FBiH Development Planning Institute and the Integrated Local Development Project (ILDP) team.

Background Information

ILDP is a joint project of the Government of Switzerland and UNDP in Bosnia and Herzegovina (BiH) launched in 2008 with the aim to harmonise integrated and inclusive strategic planning at the local level. Through its previous two phases the ILDP made significant contribution in standardisation of planning approaches at local and cantonal level and supported 40 local and 10 cantonal governments in designing and implementing their development strategies. Furthermore, the Project helped creation of foundations for establishment of strategic planning systems at the entity level, including financing mechanisms that provide targeted support to implementation of local development priorities country-wide.

The Project’s third, 4-year consolidation phase, was launched in March 2017 and seeks to further place efforts to scale up and consolidate knowledge and systems whose creation has been initiated back in 2008. To that end, the Project will provide assistance to a wide range of domestic partners to affirm a functional development planning and management sub-national system, which reinforces effective delivery of public policies and thus contributes to better development results. In the FBiH entity, the Project’s support will inter alia be directed towards future effective implementation of the recently adopted FBiH Law on Development Planning and Management. In this respect, the ILDP will support the FBiH Development Planning Institute in designing a set of by-laws and methodologies that stem from the aforementioned law, including the by-law and methodology that regulates monitoring and reporting on development progress. More specifically, the ILDP intends to engage the necessary expertise to review the relevant data, suggest the methodology and indicators for calculating the local and cantonal development index for FBiH, perform the necessary calculations and group / rank local governments and cantons according to their development status.

Duties and Responsibilities
The Consultant will have the following tasks:
Task 1: Review the existing relevant approaches for measuring economic and social development at local and regional (cantonal) level in BiH and wider.
Task 2: Develop a model for measuring local and cantonal development index in FBiH.
Task 3: Support consultations with stakeholders on the proposed model.
Task 4: Integrate recommendations from the consultation processes into the final proposal of the FBiH model for measuring local and cantonal development index.

Task 1: Review the existing relevant approaches for measuring economic and social development at local and regional (cantonal) level in BiH and wider.
The Consultant will review the existing relevant methodologies for measuring economic and social development at the level of local governments and cantons in BiH, including the existing methodology used by the FBIH Development Programming Institute, the methodology used by UNDP for the 2010 Regional Disparity Assessment and a UNDP draft methodology for measuring local development in BiH as well as the methodologies used in the region (i.e. Croatia), the European Union and the OECD countries.
Following the review of existing approaches for measuring development indices, the Consultant is expected to conduct interviews with relevant stakeholders, such as the FBiH Development Planning Institute, UNDP, BiH Directorate for Economic Planning, etc., to familiarise him/herself with advantages and shortcomings of existing methodologies and obtain recommendations that should be taken into account in the process of development of a model that would be most suitable for FBiH.
The estimated level of effort for this task is at 4 days.

Task 2: Develop a model for measuring local and cantonal development index in FBiH.
Based on discussions as well as inputs by the FBiH Development Planning Institute and other relevant stakeholders, the Consultant will propose the methodology for local and cantonal development index measurement, including analytical and theoretical framework also providing justification for proposing specific economic, social and environmental indicators, specifically looking into possible advantages and shortcomings of each indicator. The proposed methodology should build on the existing methods and approaches, taking into account their advantages and shortcomings as well as data availability and reliability. The methodology will be prepared for the FBiH, however, broader context should be considered. Once the methodology has been agreed, the Consultant is expected to make all the necessary calculations, producing data tables, and rankings for the previous year, thus demonstrating practical application of the methodology. The estimated level of effort for this task is at 6 days.

Task 3: Support consultations with stakeholders on the proposed model.
Following the initial agreement with the FBiH Development Planning Institute and the ILDP on the proposed model, the Consultant will support the consultation process that is to be organised by the FBiH Development Planning Institute. The consultation process will include at least two workshops with cantons, local governments and other relevant institutions. The aim of the consultation process is to present the model with indicators and reasoning behind the proposed indicators and encourage feedback and recommendations.
The estimated level of effort f1or this task is at 4 days.

Task 4: Integrate recommendations from the consultation processes into the final proposal of the FBiH model for measuring local and cantonal development index.
Upon completion of the consultation process, the Consultant is expected to finalise the model, taking into account feedback and recommendations obtained from stakeholders.
The estimated level of effort for this task is at 2 days.

Competencies
· Familiarity with the methodologies for calculating local development index in BiH, the region and the European Union;
· Familiarity with the existing relevant methodologies for measuring economic and social development disparities in at least two countries in the region;

· Proven experience in local development, both theoretical and practical.

Required Skills and Experience
Academic Qualifications:
· Degree in Economics, Statistics, Mathematics or similar relevant field.

Years of experience:

· At least five years of experience with economic analysis related to the economic and social parameters on state and regional level.

FINANCIAL PROPOSAL
The financial proposal shall specify professional fee, indicating number of anticipated working days, travel and all other applicable costs, and payment terms around specific and measurable (qualitative and quantitative) deliverables. Payments are based upon output, i.e. upon delivery of the services specified in the TOR as follows:

EVALUATION

Individual consultants will be evaluated based on the following methodology:
1. Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
