Purpose
The purpose of the consultancy is to contribute to improvement of development management system in Brcko District BiH through strengthening/establishing effective organizational model as a precondition for systemic strategic planning and implementation of development

Objective

The main objective of this consultancy is to provide expert assistance in conducting participatory analyses of existing development management functions and recommending the development management model (functions, structures and processes) that best suits Brcko District BiH. The analyses are meant to identify organisational and functional gaps and provide concrete recommendations for introducing/strengthening systematic approach to development management in Brcko District BiH. This would be followed by design and delivery of a basic training on development management for key governmental staff.

Background Information

The consultancy is planned within the third phase of ILDP Project, a joint project of the Government of Switzerland and UNDP, aimed at further strengthening of development management system in Bosnia and Hercegovina (BiH). The project is implemented in partnership with the BiH Ministry of Human Rights and Refugees, the FBiH Ministry of Justice, the RS Ministry of Administration and Local Self-Government and both Associations of Municipalities and Cities (AMCs).

Within its support package, the ILDP will assist Brcko District BiH to prepare its development strategy in line with the standardised approach and secondly, to strengthen their implementation capacities. However, systematic approach to strategic planning and implementation of development strategies requires that development management functions are in place and are institutionally well-situated to ensure effective coordination. In this regard, the ILDP will provide technical support to the Government of Brcko District BiH to introduce most appropriate development management model.

Duties and Responsibilities
For this consultancy assignment, one (1) consultant will be hired. The maximum Consultant days is 20 days.
More concretely, the Consultant will be expected to perform the following tasks:

Task 1 –Review of the existing relevant relevant legal and methodological framework for development management in BiH as well as Brcko District BiH inputs and ILDP guidance on development management and preparation of a work plan

As part of the preparatory work, the Consultant is first to familiarize herself/himself with relevant legal and methodological framework for development planning and management in Bosnia and Herzegovina. This also includes approaches utilized at the cantonal level in Federation of Bosnia and Herzegovina as well as with the “Analysis on organizational modalities for establishment of local development management functions within local administrations in BiH” to be provided by the ILDP. Attention should be paid to key challenges and issues that Brcko District BiH faces when it comes to integrated development management (from planning to implementation, monitoring and evaluation). Further attention should be given to minimum functions, structures and processes that make up enabling environment for development management, with a particular emphasis on interaction among different actors.

As part of detailed preparation, the Consultant should also review the ILDP brief guidance on provision of LDM technical assistance (proposed steps and tools). Also, within the guidance the Consultant should review the generic/brief LDM report, which will allow for easier understanding of key expected results. However, for the DMS report preparation, the Consultant will be provided with recommended report structure. In addition, the Consultant will be provided with LDM report examples from FBiH/ RS LGs, to review how LDM function/job descriptions were elaborated and how the report annexes were organized.

When it comes to Brcko District BiH, the Consultant should review the following documents: (i) relevant part of the existing development strategy (if and when applicable) related to organizational aspects of strategy implementation and monitoring; (ii) existing rulebooks on internal organization; (iii) other formal decisions and acts that Brcko District BiH may provide for this purpose.
The reference materials and guidance documents will be shared with the Consultant by the ILDP. Relevant Brcko District BiH materials will be shared by the Brcko District BiH Government representatives.
Following the review of described inputs, the Consultant will prepare a work plan for ILDP’s validation.

Task 1 requires an estimate of up to 3 working days.

Task 2: Assessment of the existing development management functions and preparation and validation of report with recommended organisational modality for effective development management

Based on preparatory work described under Task 1, the Consultant will prepare the assessment tools and brief notes/initial findings to be used during the participatory assessment.

The assessment of existing development management functions will be conducted through meetings with mayor, departmental managers and 1-2 key local development practitioners. The meetings should be structured in a way that the Consultant firstly explains the purpose, steps and expected results of technical assistance. In addition, the Consultant should briefly present and discuss generic development management modalities to familiarise Brcko District BiH representatives with possible options and collect initial feedback.

The assessment meetings will be scheduled in close coordination with ILDP. The meetings venues and dates will depend on Brcko District BiH representatives’ availability and will be timely communicated by all included parties.
After conducting assessments, the Consultant will analyse findings and, if necessary, seek further information or clarifications through electronic means (email, telephone). The assessment findings reflected in the assessment tool (evaluation matrix) together with the proposal of development management institutional modality most suitable for needs and specifics of structures that Brcko district BiH will be electronically shared with Brcko District BiH representatives and ILDP team for comments/validation. Based on the assessment findings/analyses and obtained feedbacks, the Consultant will prepare draft analytical report. The draft report should reflect the main findings and recommended development management institutional modality.
Draft report should follow the recommended structure that will be provided to the Consultant by the ILDP within Task 1). The maximum number of pages should not exceed 20 pages (excluding annexes).
Draft report, prior to its sharing with Brcko District BiH representatives, will be submitted to ILDP for validation.
Following the validation of the report by the ILDP, the Consultant will present draft report through meetings with the mayor, departmental managers, 1-2 key practitioners that work on development matters. The Consultant will prepare brief power point presentation on main findings and specifics of the proposed DMS model. Moreover, the Consultant will initiate preparation of an action plan, which should reflect envisaged activities and timelines for formalisation and operationalisation of the proposed modality.
The presentation will be conducted in an interactive manner and will encourage Brcko District BiH representatives to provide critical observations, particularly in relation to the proposed model and its applicability in light of existing human resources and readiness of leadership to pursue formal changes in the internal organisation. More specifically, changes and amendments to the legal framework, including rulebook on internal organisation, as a formal step to embrace the development management model in administrative set-up are likely to be needed, which may require new employments or internal transfers of staff.
The presentation meetings will be scheduled in close coordination with ILDP. The meetings venues and dates will depend on Brcko District BiH availability and will be timely communicated by all included parties.
Upon the presentation of draft report, the Consultant will leave at least one week for Brcko District BiH representatives to submit their additional feedback and suggestions, which will be incorporated in the final report. The final report section elaborating development management functions and specific jobs descriptions (in central development management unit and/or other departments), should be prepared as much as possible as ready-made inputs for subsequent changes and amendments of the relevant legal framework and rulebooks on internal organisation.
The final report, including the action plan will be validated by the ILDP and then electronically shared with Brcko District BiH official representatives.

Task 2 requires an estimate of up to 12 working days.

Task 3: Design and delivery of training programme on development management for Brcko District BiH

As part of the preparatory work, the Consultant will review the existing training programme on development management for local governments with focus on processes, functions, structure and its linkages with the role of elected officials. The example of training package will be provided by ILDP. Following the review of the materials, and having in mind defined and agreed institutional model defined and agreed upon as part of Task 2 of this TOR, the Consultant will prepare a brief training design concept, highlighting the main training building blocks and elaborating key messages/focuses of each training building block, with brief comments on envisaged training delivery dynamic and exercises. The brief training design concept will be submitted for ILDP review/approval.
Within this task the Consultant is expected to design (adjust the existing training programme on development management for local governments) a tailored training programme, based on the results produced under Task 2 and considering the aspects elaborated below.

Training programme conceptual outline and technical parameters

The training programme aims to initially familiarize training participants with the purpose and logic of development management functions, processes and structures. In this regard, it is crucial to briefly explain to training participants the overall development management system where the development strategy is key strategic document and entry platform for overall programmatic and operational planning. The training programme should highlight critical processes where training participants discharge their leadership, steering and overseeing functions (i.e. participatory process of design of local development strategy, operationalisation of strategy through operational 1+2 planning, including its linkages with other programmatic plans, budget and capital/public investment plan, etc.). This training section is to highlight specific role and responsibilities of mayor towards assembly members and governmental departments with regard to development management processes. Attention will be placed on elaborating training participants roles and responsibilities to take part in development processes along with other relevant stakeholders such as business sector, civil society, etc. In addition, due attention will be placed on the importance of gender perspective and social inclusion in development planning and management cycle.

Another important aspect that should be incorporated in the training programme as a separate training block is related to the definition and elaboration of specific roles, responsibilities, and working procedure of governmental departments that are responsible for preparation of strategic and implementation documents and reports. For this purpose, training participants will be introduced with main processes and documents (highlighting key strategic and operational plans and reports). For this reason, the training material should include relevant supporting documents, such as rulebooks, check lists, etc.).

The training programme will be developed as 1-day learning event for group of up to 20 high-ranking civil servants and departmental managers from Brcko District BiH. The training programme will be designed to include: training agenda and presentation, as well as participants exercises, case studies, rulebook and check list(s) and selection of “after training” reading material (from publicly available sources). The training programme will be designed to allow for active involvement of participants by using participatory training techniques, relevant case studies, group exercises, plenary discussions, etc. The Consultant will develop a trainers’ notes, explaining training structure, dynamic and training delivery specifics (up to 5 pages).
The training will be logistically organised by ILDP and Brcko district BiH, based on the agreed training schedule. Following training participants and ILDP feedbacks, the final training package will be fine-tuned and submitted to ILDP for final approval.
Training materials that will be used during the training event will be printed out by the ILDP team as well as “the after-training reference/reading material” that will be made available to participants electronically. Thus, all training materials must be finalized and shared with the ILDP minimum 7 days prior to the training delivery. After training delivery, an evaluation will be carried out by the Consultant, covering contents, trainer and methods applied, and evaluation summary presented to the ILDP.

Task 3 requires an estimate of up to 5 working days.

All planned activities for Task 1, Task 2 and Task 3 should be completed within maximum 20 days, in the period end of October to mid of February 2018.

Deliverables and timelines

The Consultant is responsible for the following deliverables:

Task 1 – Review of the existing relevant legal and methodological framework for development management in BiH as well as Brcko District BiH inputs and ILDP guidance on development management and preparation of a work plan:

· Work plan developed and validated by ILDP; End-October 2017 – (3 work days);

Task 2: Assessment of the existing development management functions and preparation and validation of report with recommended organisational modality for effective development management:

· Assessment tools and brief notes/initial finding prepared and approved; Assessment of development management functions conducted, assessment matrix and proposed institutional model shared with/validated by ILDP and Brcko District BiH; Draft report reflecting findings and proposed institutional model presented, feedback obtained and incorporated in final report; Final report, including action plan for introducing effective development management institutional model approved by ILDP; End-November 2017, (12 work days);

Task 3: Design and delivery of training programme on development management for Brcko District BiH:

· Training concept outline prepared and endorsed by ILDP; Training programme on development management designed and approved; Training delivery conducted; A brief report, including training evaluation summary report provided; Mid-February 2018, (5 work days);

· Proven analytical skills and ability to conceptualise and write concisely and clearly in the languages of BiH peoples;

· Specific knowledge of the standardized development planning methodologies applied in BiH is considered an asset;

Language Requirements:

· Fluency in English and the official languages in BiH.

EVALUATION

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
