Purpose
The purpose of the assignment is to enable local governments which identified roaming dogs as a security issue to address it in a systemic manner and thus make their communities a safer place for people and dogs.

Objective
The objective of the consultancy is to support organisation and facilitation of community workshops that should result in design of roaming dog population management plans in four local governments. Therefore, one (1) national consultant (hereinafter: the Consultant) will be selected.
Background Information
The consultancy is planned within the Integrated Local Development Project (ILDP), a joint project of the Government of Switzerland and UNDP, that aims at introduction of a systematic approach to development management, which includes strategic planning, implementation, monitoring and evaluation of strategy realization. The project is implemented in partnership with the Bosnia and Herzegovina (BiH) Ministry of Human Rights and Refugees, the FBiH Ministry of Justice, the RS Ministry of Administration and Local Self-Government and both Associations of Municipalities and Cities (AMCs).
As part of its activities at the local level, the ILDP will support development and implementation of the roaming dog management plans in municipalities of Rogatica, Rudo, Zvornik and Nevesinje. These communities as many other communities in BiH have been faced with the problem of oversized roaming dogs population in the past 10 years. There is no exact data on the overall number of roaming dogs in BiH, however, a survey conducted by Dogs Trust in 2012 in Sarajevo indicated that around 11,000 roaming dogs live on the street of this city. Oversized roaming dogs population has an impact on human security in many terms, such as zoonosis, bites and traffic accidents.
The problem with such a number of roaming dogs escalated upon adoption of BiH Law on Protection and Animal Welfare in February 2009. The Law prevents unselected catching and euthanasia of roaming cats and dogs, placing responsibility for establishment and running the shelters and hygienic services on local communities and setting a deadline for completion of these activities. One of the obligations of local communities is animal welfare as stipulated by relevant entities’ laws.
In addition, UNDP BiH initiated cooperation with International Fund for Animal Welfare (IFAW), one of the largest international animal welfare organizations, presented in 16 countries worldwide. Both UNDP and IFAW share similar approach when it comes to supporting and enabling local communities to work out their own solutions which should meet requirements of the communities and reflect their specific needs. Therefore, UNDP and IFAW signed the Memorandum of Understanding aimed at improving both level of human security and animal welfare in identified local communities. Successful application of IFAW approach tested in 6 local governments will now be expanded to additional 4 local governments.
Duties and Responsibilities
The Consultant will secure successful completion of 6 workshops in 4 local governments, including support in organisation and facilitation of the workshops. Upon completion of this task, s/he will also prepare a brief report that will also reflect exit survey findings and results as well as any recommendations that may result from the workshops. These reports will provide the ILDP management with basic info on the citizen’s perception with regard to roaming dogs population as well as on the level of readiness of the community members to be involved in future activities and changes.
The Consultant will be provided with IFAW Workshops Guidance and will have an introductory meeting with ILDP Project Coordinator to get familiar with her/his role in co-facilitating workshops as well as with requirements in terms of supplies and equipment needed for the workshops.
Humane Community Development Workshops will be delivered as follow:· Workshop1 (Zvornik, Rudo, Nevesinje) – April – June 2019· Workshop2 (Zvornik, Rudo, Nevesinje) – May – September 2019More specifically, the Consultant will be expected to perform the following tasks:

Task 1 – Support delivery of the Workshop1 in municipalities Rudo and Zovrnik
Together with the ILDP Project Coordinator, the Consultant will secure that all material and supplies needed for the workshop are prepared and packed, at least three days before the actual workshop date. This will require one full day presence in UNDP premises.
During the workshops, the Consultant ix expected to facilitate the work of the participants following instructions given in the Guidance.
She/he will also take care about participants registration list, secure delivery of lunch and refreshments on time and at the end of first workshops day, together with Project Coordinator, prepare premises for next day.
At the end of the workshop the Consultant will provide all participants with exit survey material.
Based on the findings of the exit survey, the Consultant will prepare a two-page report for each workshop.
This report will be submitted to ILDP management no longer than five days after the workshop.
The Consultant will travel with ILDP team members. ILDP will be responsible for the overall training logistics, including costs of accommodation and meals for the Consultant.
Task 1 is expected to be completed by the end of May 2019 with estimated level of effort of 9 days.
Task 2 – Support delivery of Workshop 1 in the Municipality Nevesinje
Together with project coordinator secure that all material and supplies needed for the workshop is prepared and packed at least three days before the actual workshop date. This will require one full day presence in UNDP premises.
The candidate will facilitate the work of the participants divided in the groups following instructions given in the Guidance.
She/he will also take care about participants registration list, secure delivery of lunch and refreshments on time and at the end of first workshops day, together with project coordinator, prepare premises for next day.
At the end of the workshop provide all participants with exit survey material.
Based on the findings of the Exit Survey, selected candidate will prepare two-page report on every workshop. Report should also contain basic information about participants, workshop date and place.

Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

Financial Proposal
Lump sum contracts
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables. Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diem, and number of anticipated working days).
Travel
All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.
