Purpose
UNDP within the project Disaster Risk Reduction Initiative, in Bosnia and Herzegovina is seeking to recruit a civil engineer (consultant) to oversee rehabilitation of landslides where UNDP is implementing a project that focus to mitigate risk of landslides in Bosnia and Herzegovina.
Under the overall guidance and direct supervision of the Project Manager, the consultant will be responsible to review and assess technical design documents rehabilitation works, conduct field visits, prepare weekly reports after construction site visit performed and make control of bill of quantities and payments to Contractor.

Objective
The Consultant’s engagement will support UNDP in implementing disaster risk reduction activities and in particular landslide risk mitigation.

Background information
Development losses caused by disasters, the population, as well as GDP exposure to hazards are continuously being increased in Bosnia and Herzegovina (BiH). This project strengthens disaster risk reduction capacities at all government levels in BiH and citizens, with focus on vulnerable categories, by putting in place legal and policy frameworks which will support implementation of disaster and climate risk management measures.
The Disaster Risk Reduction Initiative Project supports efforts to strengthen policy and institutional frameworks for disaster risk reduction, in particular by supporting efforts of DRR platforms at state as well as entity levels and development of relevant plans. In order to increase preparedness and response capacities, project enhances existing capacities to build a reliable and efficient response system. Strengthening of local level disaster risk reduction management builds resilience of local communities that are most directly affected by disaster and climate risks.
The project takes place at a time when the government, international community, UN system and UNDP in BiH have recognized the importance of engaging in the introduction of risk-informed and climate-sensitive development planning. It is aligned with the four priority actions in the Sendai Framework for DRR 2015-2030, as well as the Agenda 2030.
Under the direct supervision of the Project Manager, the Civil Engineer will support the effective implementation of the project activities in the area of responsibility, in accordance with the corresponding project documents.

Duties and Responsibilities
· Conducts field visits and prepares assessment of construction interventions
· Reviews and assesses technical design documents for construction interventions, providing substantive technical inputs and quality assurance;

· Provides effective support throughout all stages of tendering processes;

· Monitors and supervises of construction works

· Provides general office support.

As follows:
Conducts field visits and prepares assessment of construction interventions;

· Field visits to several potential locations requiring specific technical assistance and, based on performed assessment, recommend best solution for project implementation;

· Preparation of Terms of References (ToR) for detailed design for reconstruction/ rehabilitation of structures where needed;

Reviews and assesses technical design documents for construction interventions;

· Review of technical documentation (existing and future layout, Bill of Quantities (BoQ) with estimation of costs, technical description, design and specific drawings, participate in the evaluation of bids process) for specific projects.

· Review of technical drawings, specifications and Bill of Quantities,

Provides effective support throughout all stages of tendering processes;

· Provide technical assistance in establishment of common grounds for minimum standards requirements for the implementation of specific (re)construction tasks as required by the specific project;

· Develop technical project and tender documentation (ToR, tender dossier, tender evaluation, etc.) for the implementation of specific (re)construction tasks as required by the specific project and specified by the Programme/Project;

· Ensure that necessary supporting documentation is in place prior to issuance of tender;

· Participate in evaluation of bids and selection of best bidder to the tender for (re)construction works and assessment of the bidder’s competencies and experience against minimum qualification requirements as per the Request for Proposal/Invitation to Bid requirements;

· Analyze measures, quantities and description of each item in the offers against the advertised BoQ;

· Analyze and review the offered unit rates against the cost estimate in correlation with BoQs, provided by a design company, and to assess whether they are realistic;

· Provide written report about the compliance of the evaluation process with UNDP procurement procedures;

Monitors and supervises of construction works

· Perform number of monitoring field/on-site visits, upon engagement of a Construction Company for the provision of re/construction activities for the specific required projects (introduction of construction companies to the site, visit on 80% of completion and final reception) during the specific assignment;

· Ensure that technical documentation on construction site is maintained in accordance with relevant national laws and standards and contract for works

· Sign off the final handover documentation upon completion of all (re)construction works in each project;

Provides general office support

· Assist in the management of logistical support to the programme

· Prepare and maintain status reports for projects under implementation and for completed projects.

Deliverables and timelines

The consultant is responsible for the following deliverables:

· Tenders of construction works or geological investigation/project design for a minimum of 4 landslide rehabilitation prepared – May 31, 2017;

· Tender procedure of construction works or geological investigation/project design for a minimum of 4 landslide rehabilitation finalized and works started – June 30, 2017;

· Construction works completed 50% – July 31, 2017;

· Construction works completed 100%, final inspection completed and signed, report submitted – August 31, 2017;

Required Skills and Experience
Education:
· BSc in Civil engineering;

Experience:

· Minimum 10 years of professional experience in the relevant field of civil engineering, especially in preparation of construction technical documentation, project design and supervision;

· Experience in working on supporting structures, infrastructure and similar civil works, particularly in the field of construction, technical project documentation development as well as construction supervision;

· Experience in technical design and supervision of supporting structures /drainage system is an asset;

· Good knowledge and understanding of law regulating for construction, technical regulations and special technical conditions and professional codes;

· Experience on same projects with focus on implementation/supervision/quality control on landslide rehabilitation works;

· Working experience within the area of preparation, implementation and monitoring of technical/(re)construction projects; methodological and calculation skills;

· Excellent and proven experience in dealing with contractors and local partners;

· Knowledge of the UNDP rules, procedures and regulations would be an asset;

Language Requirements:

· Excellent knowledge of Bosnian/Serbian/Croatian languages,

· Knowledge of English language would be an asset.

EVALUATION

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

· * Technical Criteria weight-70%

· * Financial Criteria weight- 30%
