Purpose
UNDP within the project Technology transfer for climate resilient flood management in Vrbas River Basin, in Bosnia and Herzegovina is seeking to recruit a civil engineer (consultant) to oversee realization of nonstructural measures in 14 municipalities within Vrbas River Basin, where UNDP is implementing a project that focus to adapt to flood risk through the transfer of adaptation technologies for climate resilient flood management and embark on climate resilient economic activities in Bosnia and Herzegovina.

Under the overall guidance and direct supervision of the Project Manager, the consultant will be responsible to review and assess technical design documents of nonstructural measures, conduct field visits, prepare weekly reports after construction site visit performed and make control of bill of quantities and payments to Contractor.

Objective

The Consultant’s engagement will support UNDP in implementing flood risk reduction measures and in particular flood risk adaptation.

Background information

Bosnia and Herzegovina (BiH) is a middle-income country which is still recovering from the 1992-1995 war which had a devastating impact on its human, social and economic resources, leading to enormous challenges of the post-war reconstruction and economic and social recovery. This challenge has been further compounded by the transition towards market economy requiring structural reforms and improved governance. The slow rate of the post-war economic recovery of Bosnia and Herzegovina has been compounded by the negative impacts of climate change on key sectors such as agriculture, energy (hydropower), the environment and, in particular, the frequency and magnitude of flood disasters, which have tripled in frequency in the last decade. In May 2014, Bosnia and Herzegovina experienced its worst flooding in 150 years which resulted in 23 deaths and $2.7 Billion USD worth of damages which is 15% of GDP, and is expected to result in a 1.1 percent contraction in the economy this year, compared to the growth of 2.2 percent that had been predicted before the flood.

BiH is significantly exposed to the threats of climate change, but has very limited capacity to address and adapt to its negative impacts, in particular the frequency and magnitude of floods from its major rivers. The Vrbas River basin is characterized by a large rural population comprised of the poorest and most vulnerable communities in BiH, including war returnees and displaced people, with high exposure to flooding and its devastating impacts.

Duties and Responsibilities
Summary of key functions:
· Conducts field visits and prepares assessment of construction interventions

· Reviews and assesses technical design documents for construction interventions, providing substantive technical inputs and quality assurance;

· Provides effective support throughout all stages of tendering processes;

· Monitors and supervises of construction works

· Provides general office support.

As follows:

Conducts field visits and prepares assessment of construction interventions:

· Field visits to several potential locations requiring specific technical assistance and, based on performed assessment, recommend best solution for project implementation;

· Preparation of Terms of References (ToR) for detailed design for nonstructural measures where needed;

Reviews and assesses technical design documents for construction interventions:

· Review of technical documentation (existing and future layout, Bill of Quantities (BoQ) with estimation of costs, technical description, design and specific drawings, participate in the evaluation of bids process) for specific projects.

· Review of technical drawings, specifications and Bill of Quantities,

Provides effective support throughout all stages of tendering processes:

· Provide technical assistance in establishment of common grounds for minimum standards requirements for the implementation of specific (re)construction tasks as required by the specific project;

· Develop technical project and tender documentation (ToR, tender dossier, tender evaluation, etc.) for the implementation of specific (re)construction tasks as required by the specific project and specified by the Programme/Project;

· Ensure that necessary supporting documentation is in place prior to issuance of tender;

· Participate in evaluation of bids and selection of best bidder to the tender for (re)construction works and assessment of the bidder’s competencies and experience against minimum qualification requirements as per the Request for Proposal/Invitation to Bid requirements;

· Analyze measures, quantities and description of each item in the offers against the advertised BoQ;

· Analyze and review the offered unit rates against the cost estimate in correlation with BoQs, provided by a design company, and to assess whether they are realistic;

· Provide written report about the compliance of the evaluation process with UNDP procurement procedures;

Monitors and supervises of construction works:

· Perform number of monitoring field/on-site visits, upon engagement of a Construction Company for the provision of re/construction activities for the specific required projects (introduction of construction companies to the site, visit on 80% of completion and final reception) during the specific assignment;

· Ensure that technical documentation on construction site is maintained in accordance with relevant national laws and standards and contract for works;

· Sign off the final handover documentation upon completion of all (re)construction works in each project;

Provides general office support:

· Assist in the management of logistical support to the programme;

· Prepare and maintain status reports for projects under implementation and for completed projects.

The consultant is responsible for the following deliverables:

· Tender procedure of construction works or project design for Phase I, minimum 5 nonstructural measures prepared and works started. – June 30, 2018;

· Construction works of Phase I completed 30% – July 31, 2018;

· Tender procedure of construction works or detailed project design for Phase II, minimum 5 nonstructural measures prepared – July 31, 2019;

· Construction works of Phase I completed – 60% August 31, 2018;

· Tender procedure of construction works or project design for Phase II, minimum 5 nonstructural measures prepared and works started – August 31, 2018;

· Construction works of Phase I completed 100%, final inspection completed and signed, report submitted – September 30, 2018;

· Construction works of Phase II completed 30% – September 30, 2018;

· Construction works of Phase II completed 60% – October 31, 2018;

· Construction works of Phase II completed 100%, final inspection completed and signed, report submitted – December 31, 2018;

Znanja i kvalifikacije:
Required Skills and Experience
Education:
· MSc in Civil engineering; Specialized in Hydrotechnical structures;

Experience:

· Minimum 10 years of professional experience in the relevant field of civil engineering, especially in preparation of construction technical documentation, project design and supervision;

· Experience in working on hydrotechnical structures and similar civil works, particularly in the field of flood protection and prevention, construction, technical project documentation development as well as construction supervision;

· Experience in technical design and supervision of flood protection and prevention objects, hydrotechnical supporting structures / river regulation is an asset;

· Good knowledge and understanding of law regulating for construction, technical regulations and special technical conditions and professional codes;

· Experience on same projects with focus on implementation/supervision/quality control on hydrotechnical works;

· Working experience within the area of preparation, implementation and monitoring of technical/(re)construction projects; methodological and calculation skills;

· Excellent and proven experience in dealing with contractors and local partners;

· Knowledge of the UNDP rules, procedures and regulations would be an asset

Language Requirements:

· Excellent knowledge of Bosnian/Serbian/Croatian languages,

· Knowledge of English language would be an asset.

EVALUATION

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

· * Technical Criteria weight-70%

· * Financial Criteria weight- 30%
