Context
Under the overall guidance of the Emergency Area Coordinator in Una Sana Canton and the direct supervision of the Head of Field Office in Bihac, the successful candidate will be responsible for the day-to-day financial operations, including payments processing, budgetary and financial and administrative functions for projects implemented in Una Sana Canton, in compliance with IOM financial rules and regulations.
Core Functions/Responsibilities
Assist the Head of Field Office in monitoring and overseeing the financial management of project activities implemented in Una Sana Canton.
Support the day-to-day financial operations, which includes preparing documents for payment of invoices and reimbursement requests. Work closely with the Finance Unit and Procurement Unit in Sarajevo Main Office to resolve issues so that invoices are correctly processed and purchase requisition forms and purchase orders properly prepared.
Compile and review payment supporting documents for compliance with IOM financial rules and regulations. Ensure that process for signature from the authorized signatories are followed;
Submit accurately prepared and approved payment requests, together with source documents, to the IOM Main Office in Sarajevo daily for payments.
Assists with resolving problems with vendors and reconcile outstanding payments.
Assist in budget monitoring and verification of expenditures and commitments.
Assist the Head of Filed Office in overall coordination with CCCM Camp Managers and Project Managers to ensure proper financial and procurement management in line with the specified IOM procedures and donor specific rules and regulations.
Assist with record-keeping, monitoring, analysis and reporting, to facilitate accurate and timely financial management and reporting.
Make all field cash payments in the field and follow up closely on proper accountabilities for all field cash expenditures.
Scan payment requests and supporting documents and ensure that proper filing is done.
Responsible for clerical duties and assists with daily office operations such as: typing documents, creating and maintaining spreadsheets, filing, inventory maintenance etc

The use of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web-based systems.
Experience with SAP a distinct advantage.
Knowledge or certification in international Public Sector Accounting Standards (IPSAS) an advantage.
