Background

The United Nations Development Programme (UNDP) is the UN’s global development network, working in 177 countries and territories. In Bosnia and Herzegovina, UNDP is committed to helping the country through strengthened national and local capacities to carry out political, economic and social reforms and promote development. In the programmatic period 2015 – 2019, UNDP BiH supports the following programme priorities: (a) access to justice and increased human security; (b) reduction of regional, economic and social disparities; (c) sustainable management of environmental and energy resources, and green jobs creation; and (d) access to services and employment opportunities for the most vulnerable. In all areas, there will be an emphasis on conflict-sensitive, integrated and innovative programme design complementing country priorities and tailored to the post-flood recovery needs.
As part of the UNDP BiH’s Rural and Regional Development Sector’s portfolio, Enable and Manage more Beneficial Civil Society Environment (EMBRACE) project has an overall objective to support social development through capacitating civil society actors to better address the needs in local communities. The Project will manage a grant scheme to support civil society organisations and service provision in local communities. It will also work on identifying and addressing gaps in the policy enabling environment for the public funding of CSOs.
Project Associate will assist the Regional Programme Manager and Project Officer in overall administrative and financial management of the project by performing the tasks listed here-below.

Duties and Responsibilities

Under the overall supervision of the Regional Programme Manager and direct supervision of the Project Officer, duties and responsibilities of the Project Associate will include the following:

Support to formulation of project strategies and implementation;
Administrative and operational support to project implementation, ensuring quality of business processes;
Support to project financial monitoring and management;
Support to knowledge building and knowledge sharing.
1. Support to formulation of project strategies and implementation:

Collection, analysis and presentation of information for monitoring and evaluation of project implementation against project targets;
Compilation and design of background information for formulation of project work plans, draft annual/quarterly budgets, proposals on implementation arrangements, and drafts of quarterly project reports.
Monitors quality of delivery of inputs provided by the consultants, beneficiaries and contracted companies and communicates findings to supervisor;
Maintains timetables for the Project Board meetings and provides support to organizing and holding the meetings, including the preparation and dissemination of information and follow-up.
2. Administrative and operational support to project implementation, ensuring quality of business processes:

Ensures full compliance of project personnel related services with the CO business processes and ATLAS procedures;
Acts as leave monitor and maintain attendance records of project staff;
Assists in preparation of draft job descriptions, requests for recruitments, interview minutes and requests for contract;
Assists staff by processing requests for ID cards, driving waivers and other personnel related documents in accordance with requirements of the organization;
Supports procurement activities and processes;
Makes arrangements for purchase and receipt of office and project supplies, vehicles and equipment;
Assists in the management of all logistical support to the project;
Provides assistance to the organisation of workshops, training, round tables, conferences within the project
Maintains the inventory of project assets/equipment and project correspondence and files;
Maintains all administrative, personnel and financial files and records as well as general office files;
Performs any other duty as requested by the supervisor.
3. Support to project financial monitoring and management:

Processes all following financial transactions on the Global Atlas System in the areas of: Accounts Payable (prepares vouchers), Requisition (prepares requisition and follows the purchase orders), supports Customer/Vendor info updates, Project management (supports entry of project proposals and project budgets, supports preparation of budget revisions, monitors the funds availability and ensures the effectiveness in payment process);
Supports periodic and ad-hoc financial reporting to UNDP and other parties;
Regularly monitors expenditures and commitments against project budget and relevant plans, and provides finance-related data to support project implementation and planning;
Supports preparation of Low Grant Agreements for CSOs;
Ensures Low Grant Agreements funds are used efficiently and in accordance with the principles of sound financial management which includes financial monitoring of CSO projects, organization and participation in field visits to and organization of meetings with selected CSOs, support to the implementation of public calls, preparation of relevant reports, and other related tasks as required by the Programme Manager;
Drafts various correspondence concerning finance, operations and budgetary issues as required;
Assists team members, experts and consultants, in liaison with UNDP Operations, on financial and other operational matters.
4. Support to knowledge building and knowledge sharing:

Participates in the trainings for the operations/projects staff on HR, POPP, etc. and organize briefings for the project staff where necessary on new internal procedures.
When necessary, provides guidance to project staff in business processes, administrative and other requirements and procedures.
Sound contributions to knowledge networks and communities of practice.
Impact of Results

The key results have an impact on the overall performance of the EMBRACE Project and affect the successful implementation. Accurate and timely business processes, data entry and presentation of administrative and financial information contribute to proper project implementation.

Znanja i kvalifikacije:
Required Skills and Experience

Education: §

University degree in public administration, economics, law, political sciences, or related field;
Secondary education with additional three years of experience may be accepted in lieu of BA.
Experience: §

At least 3 years of relevant experience for candidates with a university degree; or 6 years of the same relevant experience for candidates with a secondary education;
Experience in the field of civil society and monitoring of CSO projects in is an asset;
Understanding of the overall political, administrative and institutional set-up administrative systems in participating countries;
Proven record of theoretical knowledge and practical experience in the area of local or regional development, project cycle management, community development and finances;
Sound understanding of M&E would be an asset.
Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems;
Language Requirements:

Fluency in English and the official languages of BiH.
