Position Title: Rule of Law/Police Adviser
Position reference number: LC2019/06
Direct Supervisor: Head of Rule of Law Section
Duty Station: Sarajevo, Bosnia and Herzegovina

Under the overall supervision, guidance and responsibility of the European Union Special Representative (EUSR), the incumbent will report to the head of Rule of Law and Public Security Section (RoL) or someone delegated to do so by the latter. He/She will contribute to the work of the EUSR and will provide expert analysis and advice to the Head of section, and his staff members.

The EUSR in BiH is double-hatted with the EU Head of Delegation and in accordance with the EUSR mandate to ‘ensures the implementation of the Union’s efforts in the whole range of activities in the field of rule of law and security sector reform by monitoring and advising the executive and legislative authorities at all levels of government in BiH”. The EUSR modus operandi and internal organisation will necessarily evolve in accordance with decisions of the Council and in relation to the challenges the EUSR meets in BiH.

The duties and responsibilities outlined are therefore typical but not exclusive and the EUSR reserves the right to reasonably amend the duties and responsibilities here within.

Typical Duties and Responsibilities:
– Monitor and provide in depth analysis and action recommendations pertaining to all policing issues and the work of the local police agencies at the strategic and policy level;
– Participate to the work of the section by assisting, supporting and advising the EUSR on all policing issues;
– Cooperate closely with other sections and EUSR/EUD staff, especially the political and communication sections and with EUD Delegation staff dealing with IPA Law Enforcement projects,
– Maintain close liaison with relevant home affairs and public security interlocutors and staff in the State-level and Entity institutions and international partners
– Provide support to Rule of Law international advisers within their daily tasks including interpretation at ‘one to one’ meetings when necessary;
– Perform other tasks as required

O zaposleniku

Znanja i kvalifikacije:
Professional Requirements/Qualifications
 University degree in a relevant subject ; Criminal Law, EU Integrations/Studies and/
or Political Science would be considered an advantage;
 Preferably at least 8 (eight) years of professional experience, and a minimum of five
(5) years of relevant professional experience in providing analysis and advice on law
enforcement matters;
 Experience with or comparative knowledge of European law enforcement systems and
norms would be an advantage;
 Thorough knowledge of the law enforcement framework and experience of the order,
interrelationships and working practices in Bosnia and Herzegovina; and
 Good knowledge of the European Union, the European Union institutions, and
relevant policies, including the CSDP and CFSP.
Competencies and Attributes
 Self-starter, ability to take the initiative and operate independently;
 Ability work in a team setting with high sense of confidentiality, solidarity and flexibility;
 Excellent analytical ability;
 Ability to operate within a fast moving environment and react appropriately to change;
 Excellent knowledge of the political environment of Bosnia and Herzegovina;
 Thorough knowledge and experience of the order, interrelationships and working practices
of the state-level and entity-level institutions working with public security;
 Excellent communication and reporting skills, and the ability to present information in a
clear and concise manner;
 Very good written and spoken English, including knowledge of law enforcement
terminology;
 Fluent in the official languages of Bosnia and Herzegovina;
 ICT skills commensurate with the scope of the post; and
 Very good interpersonal skills to interact within multicultural environment.

General conditions
 Citizen of Bosnia and Herzegovina;
 The candidate will need to be certified medically fit for employment by a competent
authority/person in Bosnia and Herzegovina.
