Project: SMARTER Finance for Families

People in Need Bosnia and Herzegovina is currently implementing a 2-year Horizon2020 project called SMARTER Finance for Families. The main goal of the project is to implement ambitious, yet practical, Green Homes & Green Mortgage programs in 12 European countries that include the collaboration and participation of 17 expert green buildings, green energy, research and other organizations. The program utilizes conclusive research to inform risk managers of banks of the lower energy, health, and repair costs inherent in green homes, which would lead to lowering the risks of such an investment. People in Need, together with partners, work on making energy efficient solutions accessible to low-income families to improve their health and financial stability.

People in Need (PIN) is a Czech NGO which over 25 years provides development support and humanitarian help in more than 25 countries. With global turnover of $80 mil and over 1000 employees, PIN’s programs in the area of livelihood provision, disaster recovery, WASH, education and social inclusion helped millions of people worldwide. Bosnia and Herzegovina was one of the first countries where PIN started to operate in 1992. Today PIN Bosnia and Herzegovina focuses on development support in the social sector.

Scope of Work:

Under the direct supervision of the Project Manager, the Project Officer will complete activities under SMARTER Finance for Families. Her/His primary responsibility will be active outreach and interaction with stakeholders interested in benefiting from cooperation with SMARTER. S/he will cooperate with the Project Manager on development of outreach strategy and will be responsible for external support of pilot projects initiated through SMARTER. S/he will be in timely communication with other BiH SMARTER partners (ENOVA, Green Council) which will ensure effective coordination of partners’ activities in Bosnia and Herzegovina. The Project Officer will cooperate with other BiH partners in preparation of meetings with interested stakeholders and presenting the project in the region.

This position requires a person which can work both independently as well as in the small team. The ideal candidate shall be communicative and full of initiative, with ability to learn and combine information from different fields such as energy efficiency in buildings and green finance. Most important is the passion for connecting people and initiation of new projects. Knowledge of organization of the public administration is very welcome. For this position, knowledge of BSH language is obligatory.

Work of the project officer will include tasks such as:

Strategic planning

Assist Project Manager to develop dissemination strategy and identify stakeholders which might be interested in the project
Dissemination and Communication

Contacting interested stakeholders such as municipalities, associations of municipalities, cantonal governments, local and international non-governmental organizations working in the area of energy poverty/social housing. Project officer will offer SMARTER support and consultancy to stakeholders developing pilot projects focused on energy efficient housing for low income groups.
Timely dissemination of SMARTER materials to interested stakeholders and involvement of stakeholders to SMARTER campaigns and other public activities
Project officer will use the SMARTER toolkits and partner network to provide interested stakeholders with information about energy efficient housing and green funding opportunities.
Support of other Eastern European PIN offices interested to organize the SMARTER workshop in their countries
Preparation of SMARTER content for PIN BIH Facebook page
Data collection

Individual research of funding opportunities in the area of energy poverty
Individual research of potential stakeholders and collection of data about new/ongoing social housing projects in BiH
Monitoring and Reporting

Updating of the Communication plan, which keeps track of all dissemination activities
Support to the Project Manager in preparation of biannual project reports
Assist with project compliance to Grant Agreement and donor requirements

O zaposleniku

Znanja i kvalifikacije:
Requirements

Nationality of Bosnia and Herzegovina
Excellent command of English and BHS language
Bachelor or Master Degree in energy, economy, marketing, building, architecture, social sciences, law or other field related to the focus of the project
Work experience in project implementation is desirable
Experience with international development projects, especially EU funded projects is desirable
Work experience in either energy efficiency/real estate/building industry/financing is a great advantage
Work experience in NGO sector is an advantage
Great communication skills and creativity are needed
Sense of ownership of entrusted tasks
Ability to work independently and communicate with his/her managers via online tools.
Perform any other duties as maybe required
