Context

The International Organization for Migration (IOM) – the UN Migration Agency – is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM has been present in the Western Balkan region and Bosnia and Herzegovina (BiH) since 1990s. Since the end of the war, IOM has continued to assist the population of BiH in rebuilding their lives and working for a better future.

Today, with a focus on building the capacity of government authorities to manage migration, IOM is working with a wide range of governmental and non-governmental partners in different fields including but not limited to Migration and Border Management, with particular focus on Assistance to Vulnerable Migrants; Counter Trafficking in Human Beings and Counter Smuggling of Migrants.

Under the direct supervision of the IOM Chief of Mission (CoM) in BiH / the Sub-regional Coordinator for the Western Balkans, the incumbent will provide assistance in the coordination and management of the sub-regional project “Countering smuggling of migrants along the Western Balkan route” implemented in Albania, Montenegro and BiH and funded by the Norwegian Ministry of Foreign Affairs, and the national project “Short and Medium-Term Support to Strengthen Counter-Trafficking Efforts in BiH”, funded by USAID Bosnia-Hercegovina.

Core Functions/Responsibilities

Under the direct supervision of the IOM Chief of Mission in BiH and the Sub-regional Coordinator for the Western Balkans, as well as with technical guidance of the IOM Regional Office in Vienna, the Project Manager will be responsible and accountable for the planning, implementation, oversight and effective coordination of the aforementioned projects.

Ensure timely and effective implementation of the projects’ activities according to the work-plan and project documents.
Exercise quality control over all procedures and documents within the projects, and ensure activities are in line with IOM and donor guidelines and requirements.
Coordinate specific aspects of the work of project staff.
Ensure that the projects follows IOM thematic policies and procedures through coordination with relevant sub-contracted experts and the IOM Regional Office in Vienna.
Collect information and coordinate the drafting of high-quality project reporting, including ad-hoc, interim, annual, and end-of-project reports.
Monitor the work of sub-contractors, track budget expenditures, and supervise the work of experts.
Analyze progress and implementation, identify and document significant project events, decisions, problems or deviations, raise them with relevant project staff, and report them to the CoM.
Assess, develop a plan for, and oversee all related contracting technical experts and service providers in relation to the projects.
Attend project meetings and ensure the preparation of relevant notes for files, meeting minutes, action points, etc.
Assist relevant IOM missions in developing and maintaining strong liaison with relevant governmental authorities, U.S. Embassy, and other stakeholders.
Represent IOM in various technical-level inter-agency and relevant coordination meetings relevant to the projects and as required.
Undertake duty travels related to project implementation as required and authorized by the CoM.
Perform such other duties as may be assigned.

Znanja i kvalifikacije:
Required Qualifications and Experience

Education: Master’s degree in Political or Social Science, Law, International Relations, or a related field from an accredited academic institution with three years of relevant professional experience; or
University degree in the above fields with five years of relevant professional experience.
Experience:

Experience on migration and human rights, migrant rights, irregular migration and human trafficking;
Experience in project management;
Knowledge and experience in setting priorities, in devising policies and strategies as well as in conducting advocacy;
Experience in working and liasing with Government authorities, other national/international institutions (including EU institutions, UN agencies and civil society) and donors;
Knowledgeable using MS Office;
Familiarity with US projects and procedures and civil society actors is an advantage.
Strong computer literacy;
Valid driving license for this position is an advantage.
Language(s):

English is required.Bosnian/Serbian/Croatian is required. Albanian is an advantage.
