Context

The International Organization for Migration (IOM) – the UN Migration Agency – is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM has been present in the Western Balkan region and Bosnia and Herzegovina (BiH) since 1990s. Since the end of the war, IOM has continued to assist the population of BiH in rebuilding their lives and working for a better future.

Today, with a focus on building the capacity of the BiH government to manage migration, IOM is working with a wide range of governmental and non-governmental partners in different fields including but not limited to Migration and Border Management (Assistance to Vulnerable Migrants; Counter Trafficking in Human Beings and Counter Smuggling of Migrants); Prevention of Violent Extremism (PVE), Reparations; and Migration and Health.

Under the overall guidance of the Chief of Mission/Coordinator for the Western Balkans and the direct supervision of the Project Development and Monitoring and Evaluation Officer (PD and M&E Officer), the Monitoring and Evaluation Assistant will provide technical assistance and facilitation in the design, monitoring and reporting of projects/programmes in BiH, and the Western Balkans, contribute to the development of new national and regional projects/programmes and drafting of project proposals, assist in the collection and compilation of data and preparation of donor reports, ensuring compliance with donor requirements.

Core Functions/Responsibilities

Monitoring & Evaluation (M&E) and Reporting

Assist Project/Programme Managers in monitoring, including collection of data and supporting documentation as per Monitoring and Evaluation Plans/Frameworks and contractual requirements
Assist Project/Programme Managers and IOM’s implementing partners to report in the correct reporting templates to ensure data quality, accuracy, consistency, completeness and compliance as per contractual requirements, including input at project development, implementation and reporting levels.
Assist the PD and M&E Officer in the cleaning and maintenance of data.
Assist Project/Programme Managers in the drafting of donor reports.
Assist PD/M&E Officer to facilitate planning of evaluations in the BiH Mission, and for regional projects, to ensure that all projects have sound evaluation plans and that the Regional M&E Officer is kept informed.
Project Development

Assist in the identification of programme and project opportunities in relation to expressed needs and available capabilities and resources in BiH and the Western Balkans.
Assist in the design and development of new programmes/projects in BiH or other Western Balkan countries in line with the established policies and procedures of the Organization.
Assist in drafting of concept papers and strategic documents related to the ongoing and future activities of the IOM Missions/Offices in the Western Balkans.
General

In coordination with the PD/M&E Officer, participate in the United Nations Developement Assistance Framwork (UNDAF) and Sustainable Development Goals (SDGs)-related activities, and assist IOM core staff in preperation and reporting of activities to the different UNDAF working groups.
Any other duties that may be assigned by the PD/M&E Officer or Chief of Mission.
Conduct the above tasks in strict adherence to the confidentiality principles defined within the guidelines of IOM, including IOM Data Protection Principles (IN/138);IOM Project Handbook; and internal monitoring and evaluation instructions and guidelines, especially IN/31 (Rev.1) and IN/266.

Required Qualifications and Experience

Education

Bachelor’s Degree preferably in Social Sciences or a related field, with four years of relevant work experience.
Master’s Degree preferably in Social Sciences or related field, with two years of relevant work experience.
Experience

Excellent command of the English language (writing sample and writing test will be required).
Ability to communicate effectively with a wide range of stakeholders.
Knowledge of migration and human rights, migrant rights, irregular migration, gender issues, and human trafficking is preferable.
Professional experience,knowledge and understanding of M&E concepts, tools, processes, structures, systems and functions with a recognized international Organization.
Strong computer literacy in MS Office, Photoshop, Publisher and other relevant design programs.
Good understanding of government structures and local context of BiH and Western Balkan region.
Driving license and willingness and ability to conduct travel across the Western Balkan region.
