Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN Women leads and coordinates the United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world.

Through its programmes and projects, UN Women is providing technical assistance to national partners (governmental and non-governmental) in the implementation of existing international and national commitments to women’s rights and gender equality, it facilitates networking and exchange of good practices and advocates for women’s rights and gender equality in all areas of life. According to its mandate, UN Women works in five thematic areas, such as leadership and participation, women’s economic empowerment, ending violence against women, women peace and security and governance and national planning fully reflect accountability for gender equality commitments. UN Women is also the lead Agency in coordinating the UN Country Team on gender equality.

The UN Women Regional Office for Europe and Central Asia launched the third phase of the regional project titled “Promoting Gender Responsive Policies in South East Europe” (2017-2018)) in March 2017. The project is financially supported by the Austrian Development Agency and the Swiss Agency for Cooperation and Development. The project’s overall goal is to contribute to the implementation of gender equality commitments as enshrined in various international human rights documents including the Universal Declaration of Human Rights, CEDAW, the EU Charter of Fundamental Rights, EU Equality Directives, and national laws and strategies on gender equality in South East Europe (with particular focus on Bosnia and Herzegovina (BiH), Albania, FYR Macedonia and Republic of Moldova). The project aims to achieve:

Sectorial programs and budgets at the central and local levels which reflect gender equality concerns better.
Strengthened oversight of central and local government, policies, programs, plans and budgets towards gender equality commitments.
Exchange of knowledge and learning on GRB facilitates replication of good practices and lessons learned.
UN Women Country Office in Bosnia and Herzegovina is seeking to recruit a part time (60%) Project Coordinator who will work under the direct supervision of the Regional Project Manager (based in Skopje) and Programme Specialist UN Women BiH CO, and overall supervision of UN Women Representative, and will be responsible for the following tasks relating to the project implementation in Bosnia and Herzegovina:

Duties and Responsibilities

Overall GRB Project Implementation

Manage the BiH component of the Regional project and ensure timely implementation of planned activities;
Oversee, monitor and technically resource implementation of agreements with the implementing partners;
Organize coordination meetings to ensure harmonization and sustainability of achieved results;
Provide technical/expert support to UN Women implementing partners as well as consultants and collaborators, towards the achievement of intended results;
Undertake close supervision of the any studies, analysis and consultancies that are commissioned by the project and troubleshoot as needed;
Identify and obtain any support and advice required for the management, planning and control of the project;
Develop and update quarterly work plans and expenditure plans based on the agreed annual work-plan;
Prepare the Project Quarterly Progress Report (progress against planned activities and expenditures) and submit the report to the supervisors;
Prepare the Annual Report as per donor requirement (Austrian Development Cooperation), and in coordination with the supervisors;
Analyses and advice about contracts with implementing partners;
Ensure timely and efficient implementation;
Ensure proper identification of and follow up with all relevant counterparts;
Ensure project documentations/communication is properly done, tracking system is in place for effective project closure and any anticipated human resources changes on the project;
Contribute to UN Women planning and reporting corporate requirements as requested by the supervisors;
Any other tasks given by the supervisors.
GRB Technical Support

Draft Letters of Agreement, project plans, budgets, Terms of Reference for national and international consultants, experts/ institutions, and CSOs and supervise and evaluate their performance in delivering required outputs;
Foster strategic partnerships with key stakeholders in the field of gender equality and gender responsive budgeting;
Identify and link to related ongoing activities within other institutions and encourage collaboration and synergies;
Promote and advocate for the project in the media as agreed with supervisors, in relevant national and regional fora;
Undertake regular monitoring missions so as to ensure timely delivery and quality of results;
Flags in a timely way issues of strategic concern and seeks advice by the supervisors in finding appropriate solutions;
Be responsible for the timely collection of all baselines and setting the targets;
Prepare deliverables and provide technical support and inputs as needed for the project
** The implementation of the above-mentioned duties will expect also occasional travel within the country and abroad.

Required Skills and Experience

Education:

Master’s degree or equivalent in gender, development, public policy, social studies or closely related field.
Experience:

A minimum of 5 years of relevant professional experience. Previous experience working with international organizations as well as gender equality issues would be considered an asset;
In-depth knowledge of gender gaps, gender inequalities and status of women in the country;
Experience with Gender Responsive Budgeting and Gender mainstreaming is an asset.
Demonstrated experience in programme/project design and management;
Strong computer skills;
Language Requirements:

Excellent English and B/S/C language skills, both written and oral.
