Background

The Via Dinarica Phase II Project seeks to further economic development opportunities along Via Dinarica trails predominantly in Bosnia and Herzegovina (BiH) but also in the region, by supporting sustainable nature-based tourism development. It is a successor of the phase I of the project entitled Via Dinarica: A Platform for Sustainable Tourism Development and Local Economic Growth, implemented during the period October 2014 – December 2017.

The project intends to advance the Via Dinarica concept as a mechanism connecting cultural, historical, and natural resources, working in partnership with relevant institutions and other stakeholders, and contributing to improved livelihoods and economic growth, particularly for rural communities along the trails in Bosnia and Herzegovina. This will be achieved through the following outcomes: (1) Via Dinarica further affirmed and sustained as a safe internationally recognized tourism brand, and (2) Via Dinarica as a tourism platform offering economic development opportunities for local communities.

The project will be implemented during the period 2018 – 2021, in partnership with the Ministry of Foreign Trade and Economic Relations of BiH, the Ministry of Trade and Tourism of the Republika Srpska, the Ministry of Environment and Tourism of the Federation of BiH, United States Agency for International Development (USAID) in BiH and Italian Development Cooperation Agency (AICS-L’Agenzia Italiana per la Cooperazione allo Sviluppo). Please note that this position will be funded by USAID (Project ID 00111453).

Duties and Responsibilities

Under the direct supervision of the Project Manager, the Project Clerk will have the following key functions:

Provide administrative and organizational support to the project implementation:

Provide support in development of the project reports, annual work plans, action plans and other documents related to project implementation, monitoring and reporting;
Provide support in planning and organization of various events, trainings and field trips;
Provide inputs to elaboration of programmatic and planning documents;
Provide general office support and perform administrative tasks, as requested;
Maintain project electronic and hardcopy filing system for all project documents;
Ensure timely submission of all programmatic and administrative reports and records to the supervisor;
Support processes necessary for the implementation of the project activities.
Provide overall technical and logistical support in implementation of project activities:

Assist the project team in tracking overall implementation of project activities;
Provide support in engaging and developing capacities of project partners and beneficiaries;
Assist in monitoring the quality of delivery of inputs provided by consultants, beneficiaries and contracted companies to meet rules and regulations of the UNDP;
Provide technical and logistical assistance to project team in design and implementation of Monitoring and Evaluation project plans;
Conduct quality research, collection and preparation of relevant data and documents;
Assist the project team in supporting, coordination and oversight of the project assistance with the selected beneficiary local governments and businesses;
Support to development of analytical reports on tourism development in the country and region;
Provide support in the implementation of other specific project activities, as required.
Maintain relevant records related to grant scheme implementation and assist project team in preparation of project publications and materials:

Provide support to the project team in design, organization and realization of grant schemes/public calls;
Provide support in collection, analysis and present information for monitoring and evaluation of project implementation;
Assist in promotional activities of the project;
Travel to various project locations, very often in remote, rural and mountainous areas, when required;
Assist in monitoring expenditures and commitments against project budget and relevant plans;
Process financial documentation (vouchers, supporting documents, invoices, etc.), if and when necessary;
Assist in proper control of the supporting documents for payments and conducting reception of goods and services, as needed.
Support knowledge building and knowledge sharing:

Participate in the trainings for the operations/project staff on programme;
Contribute to knowledge networks and communities of practice.
Competencies

Collects and compiles data with speed and accuracy identifying what is relevant and discarding what is not, records it in an accessible manner and maintains data bases;

Transmits file data; creates and generate queries, reports and documents utilizing databases, spreadsheets, communications and other software packages with speed and accuracy;
Interprets data, draws conclusions and/or identifies patterns which support the work of others.
Managing documents, correspondance and reports

Creates, edits and presents information (queries, reports, documents) in visually pleasing, clear and presentable formats such as tables, forms, presentations, briefing notes/books and reports using advanced word processing and presentation functions and basic database and spreadsheet software;
Edits, formats and provides inputs to correspondence, reports, documents and/or presentations using work processing, spreadsheets and databases meeting quality standards and requiring minimal correction
Shows sound grasp of grammar, spelling and structure in the required language;
Ensures correspondence, reports and documents comply with established UN standards;
Ability to produce accurate and well documented records conforming to the required standard.
Planning, organizing and multi-tasking

Organises and accurately completes multiple tasks by establishing priorities while taking into consideration special assignments, frequent interruptions, deadlines, available resources and multiple reporting relationships;
Plans, coordinates and organises workload while remaining aware of changing priorities and competing deadlines;

Establishes, builds and maintains effective working relationships with staff and clients to facilitate the provision of support;

Znanja i kvalifikacije:
Required Skills and Experience

Education:

Secondary education; University degree would be considered an asset.
Experience:

Four years of relevant project and administrative support experience;
Experience in tourism development;
Experience in coordinating communication with Project’s stakeholders/beneficiaries and in field work;
Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages, experience in handling of web-based management systems;
Experience in mountaineering and/or other outdoor related tourism/sport in Bosnia and Herzegovina and Balkan region would be considered an asset.
Language Requirements:

Fluency in English and official languages of Bosnia and Herzegovina.
